    Devolution and the New Zealand Resource Management Act

    Many past and potential New Zealand reforms involve significant devolution, i.e. the transfer of authority to make decisions on behalf of society from a higher to a lower level of government. In particular the Resource Management Act (RMA), the health and education reforms, and decisions about the institutions for addressing Maori issues have led to significant devolution of authority. Employment policy and social welfare are areas where devolution is an important policy option. The role and function of local government also is inherently an issue of the appropriate level of devolution. Many of these reforms have now been in place for a number of years, so it is appropriate to review our experience of devolution, identify the successes, and attempt to address the problems that have arisen. Two papers address issues of when and how we should devolve authority from central to local government. This paper looks at devolution both from a general theoretical standpoint and from the perspective of the New Zealand Resource Management Act 1991 (RMA), with residential land use as an illustration. Although the RMA is discussed throughout both papers, the framework developed applies to any area of policy for which devolution decisions are being considered. The second paper, Treasury Working Paper 98/7a, applies the framework to the optimal pattern of devolution for policies relating to kiwi protection.

    Designing and configuring context-aware semantic web applications

    Context-aware services are attracting attention of world as the use of web services are rapidly growing. We designed an architecture of context-aware semantic web which provides on demand flexibility and scalability in extracting and mining the research papers from well-known digital libraries i.e. ACM, IEEE and SpringerLink. This paper proposes a context-aware administrations system, which supports programmed revelation and incorporation of setting dependent on Semantic Web administrations. This work has been done using the python programming language with a dedicated library for the semantic web analysis named as “Cubic-Web” on any defined dataset, in our case as we have used a dataset for extracting and studying several publications to measure the impact of context aware semantic web application on the results. We have found the average recall and averge accuracy for all the context aware research journals in our research work. Moreover, as this study is limited journal documents, other future studies can be approached by examining different types of publications using this advance research. An efficient system has been designed considering the parameters of research article meta-data to find out the papers from the web using semantic web technology. Parameters like year of publication, type of publication, number of contributors, evaluation methods and analysis method used in publication. All this data has been extracted using the designed context-aware semantic web technology

    Linking Policy Research and Practice in 'STIG Systems': Many Obstacles, but Some Ways Forward

    This paper reflects on the relevance of systems thinking about the interdependent policy issues bearing on the dynamics of science, technology and innovation in their relationship to economic growth. Considering the approach that characterizes much of the current economics literatures treatment of technology and growth policies, we pose the critical question: what kind of systems paradigm is likely to prove particularly fruitful in that particular problem-domain: Evolutionary, neo-Schumpeterian, and complex system dynamics approaches are conceptually attractive and we analyze their respective virtues while also acknowledging their more serious problematic features. Those become visible quickly when trying connect systems-relevant research with practical policy-making in this field. Not content to have simply identified some significant obstructions in the path toward that goal, the paper also suggests some potentially feasible ways forward.Techonological Change, systems paradigm, STIG systems,
