    Incidence structures from the blown-up plane and LDPC codes

    In this article, new regular incidence structures are presented. They arise from sets of conics in the affine plane blown-up at its rational points. The LDPC codes given by these incidence matrices are studied. These sparse incidence matrices turn out to be redundant, which means that their number of rows exceeds their rank. Such a feature is absent from random LDPC codes and is in general interesting for the efficiency of iterative decoding. The performance of some codes under iterative decoding is tested. Some of them turn out to perform better than regular Gallager codes having similar rate and row weight.Comment: 31 pages, 10 figure

    Report presented to the Rectors Assembly of the CHARM-EU European University alliance. 26 October 2020This report was commissioned in order to inform the preparation of the European University Alliance CHARM-EU’s governance and management model, by providing innovative ideas and lessons learned on how other strategic alliances respond to the challenges of governance in a diverse and multicentric environment. Governing and managing strategic alliances is extremely challenging, particularly when an alliance brings together a huge variety of partners which are themselves decentralised organisations. There are no blueprint solutions. However, it is important to learn from the experience, both by monitoring projects within CHARM-EU and by seeking inspiration from other alliances. In the field of higher education, research and innovation, our benchmark focuses on three strategic alliances (Eucor, U4Society Network, EIT Health). Beyond the higher education sector, we explore the logic of strategic alliances in the private sector

    Current State of Research on Pressurized Water Reactor Safety

    For more than 40 years, IPSN then IRSN has conducted research and development on nuclear safety, specifically concerning pressurized water reactors, which are the reactor type used in France. This publication reports on the progress of this research and development in each area of study – loss-of-coolant accidents, core melt accidents, fires and external hazards, component aging, etc. –, the remaining uncertainties and, in some cases, new measures that should be developed to consolidate the safety of today’s reactors and also those of tomorrow. A chapter of this report is also devoted to research into human and organizational factors, and the human and social sciences more generally. All of the work is reviewed in the light of the safety issues raised by feedback from major accidents such as Chernobyl and Fukushima Daiichi, as well as the issues raised by assessments conducted, for example, as part of the ten-year reviews of safety at French nuclear reactors. Finally, through the subjects it discusses, this report illustrates the many partnerships and exchanges forged by IRSN with public, industrial and academic bodies both within Europe and internationally

    The second Symposium on Cellular Automata “Journ®ees Automates Cellulaires” (JAC 2010) took place in Turku, Finland, on December 15-17, 2010. The first two conference days were held in the Educarium building of the University of Turku, while the talks of the third day were given onboard passenger ferry boats in the beautiful Turku archipelago, along the route Turku–Mariehamn–Turku. The conference was organized by FUNDIM, the Fundamentals of Computing and Discrete Mathematics research center at the mathematics department of the University of Turku. The program of the conference included 17 submitted papers that were selected by the international program committee, based on three peer reviews of each paper. These papers form the core of these proceedings. I want to thank the members of the program committee and the external referees for the excellent work that have done in choosing the papers to be presented in the conference. In addition to the submitted papers, the program of JAC 2010 included four distinguished invited speakers: Michel Coornaert (Universit®e de Strasbourg, France), Bruno Durand (Universit®e de Provence, Marseille, France), Dora Giammarresi (Universit` a di Roma Tor Vergata, Italy) and Martin Kutrib (Universit¹at Gie_en, Germany). I sincerely thank the invited speakers for accepting our invitation to come and give a plenary talk in the conference. The invited talk by Bruno Durand was eventually given by his co-author Alexander Shen, and I thank him for accepting to make the presentation with a short notice. Abstracts or extended abstracts of the invited presentations appear in the first part of this volume. The program also included several informal presentations describing very recent developments and ongoing research projects. I wish to thank all the speakers for their contribution to the success of the symposium.     Everyday resistance in post-conflict statebuilding: the case of eastern Democratic Republic of Congo

    The thesis explores everyday resistance in post-conflict statebuilding. Despite the turn in peace and conflict studies to study everyday forms of resistance, the concept and the account of its practices remain limited. In addressing these limitations, the thesis develops an alternative account of both resistance and post-conflict statebuilding. Following the framework of James Scott, resistance is understood as the pattern of acts of individuals and collectives in a position of subordination against the everyday experience of domination. What is resisted is not an externally driven liberal intervention, but the coercive and extractive practices fostered by statebuilding. These dynamics are examined through the case of Eastern Democratic Republic of Congo, focusing on the provinces of North and South Kivu. Generally studied as a paradigmatic case of state-failure, the DRC provides an insight into post-conflict statebuilding as a plural, improvised and contradictory process. In the thesis, this is linked to historical and sociological practices of statebuilding more generally, and to the specificities of the African political space. Although statebuilding claims to be a strategy to restore state authority, peace, and democracy, the result has so far been a militarised environment, a pluralisation of state authority and a deterioration of living conditions. The thesis examines discursive, violent and survival practices that deny statebuilders the claim to legitimate authority and to the monopoly of violence, while enacting alternative channels of re-appropriation based on solidarity and reciprocity. Post-conflict statebuilding does not require a special framework of resistance. It requires a historicised account of practices, which grasps their heterogeneity and gradients, and which ultimately accounts for resistance as a prosaic presence in the relations of domination that sustain statebuilding

    Trapping and Reliability Investigations in GaN-based HEMTs

    GaN-based high electron mobility transistors (HEMTs) are promising candidates for future microwave equipment, such as new solid state power amplifiers (SSPAs), thanks to their excellent performance. A first demonstration of GaN-MMIC transmitter has been developed and put on board the PROBA-V mission. But this technology still suffers from the trapping phenomena, principally due to lattice defects. Thus, the aim of this research is to investigate the trapping effects and the reliability aspects of the GH50 power transistors for C-band applications. A new trap investigation protocol to obtain a complete overview of trap behavior from DC to radio-frequency operation modes, based on combined pulsed I/V measurements, DC and RF drain current measurements, and low-frequency dispersion measurements, is proposed. Furthermore, a nonlinear electro-thermal AlGaN/GaN model with a new additive thermal-trap model including the dynamic behavior of these trap states and their associated temperature variations is presented, in order to correctly predict the RF performance during real RF operating conditions. Finally, an advanced time-domain methodology is presented in order to investigate the device’s reliability and to determine its safe operating area. This methodology is based on the continual monitoring of the RF waveforms and DC parameters under overdrive conditions in order to assess the degradation of the transistor characteristics in the RF power amplifier

    Everyday Resistance, Peacebuilding and State-making

    Everyday Resistance, Peacebuilding and State-making addresses debates on the liberal peace and the policies of peacebuilding through a theoretical and empirical study of resistance in peacebuilding contexts. Examining the case of ‘Africa’s World War’ in the DRC, it locates resistance in the experiences of war, peacebuilding and state-making by exploring discourses, violence and everyday forms of survival as quotidian acts that attempt to challenge or mitigate such experiences. The analysis of resistance offers a possibility to bring the historical and sociological aspects of both peacebuilding and the case of the DRC, providing new nuanced understanding on these processes and the particular case. The book also makes a significant contribution to the theorisation of resistance in International Relations
