    A framework for the design and analysis of incentive systems for food safety control in supply chains

    Since 2005 the EU food industry has primary legal responsibility for food safety control. This requires new responsibilities and relationships between government and industry, and between companies. This research presents a framework for incentive systems for food safety control in supply chains. It emphasizes key elements of food safety control from multiple perspectives and provides insights for the design and analysis of incentive systems for food safety control. An incentive system combines inter-company incentive mechanisms with intra-company decision making processes to control a hazard within the legal environment. Incentive mechanisms, which consist of a performance measure and a performance reward, induce companies to use control measures.     The Scaling Mindset – Shifting from Problems to Solutions. Insights from the Review of CCAFS Scaling Activities, 2019

    In the frame of the review of CCAFS scaling activities in 2019, 21 project leaders and –implementers were interviewed about their scaling processes, touching a series of aspects that had been identified as crucial and/or critical by earlier research. Results were analysed with a systemic approach, to draw organisational learnings. The findings were validated with CCAFS core team during their Scaling Workshop in Madrid, May 2019, in which the Core Team also prioritized its programmatic areas of response. This working paper captures the main insights and learnings from both the interviews on project level, followed by the results’ analysis. It then summarized the Core Team workshop’s main discussion points and shortly outlines the programmatic areas of response that CCAFS identified. The learnings and insights on the realities of scaling agricultural innovations presented in this working paper can provide a rich basis for further synthesis and/or deeper research on the different aspects of innovation development and scaling

    Flexible Conservation Measures on Working Land: What Challenges Lie Ahead?

    From 1985 to 2002, most Federal conservation dollars going to farm operators have been to retire land from crop production. Yet most U.S. farmland (850 million acres) remains in active production. The Farm Security and Rural Investment (FSRI) Act of 2002 sharply increased conservation funding and earmarked most of the increase for working-land payment programs (WLPPs). The design and implementation of WLPPs will largely determine the extent to which environmental goals are achieved and whether they are cost effective. We simulate potential environmental gains as well as adjustments in agricultural production, price, and income associated with various WLPP features to illustrate tradeoffs arising from WLPP design and implementation. Competitive bidding with the use of environmental indices to rank producers for enrollment is most cost effective. Payments based on past conservation will help support farm incomes, but limit the amount of additional environmental benefit that can be generated under a fixed budget.Land Economics/Use,

    A Joint Framework for Analysis of Agri-Environmental Payment Programs

    This paper presents an approach for simultaneously estimating farmers' decisions to accept incentive payments in return for adopting a bundle of environmentally benign management practices.     Economics of Water Quality Protection from Nonpoint Sources: Theory and Practice

    Water quality is a major environmental issue. Pollution from nonpoint sources is the single largest remaining source of water quality impairments in the United States. Agriculture is a major source of several nonpoint-source pollutants, including nutrients, sediment, pesticides, and salts. Agricultural nonpoint pollution reduction policies can be designed to induce producers to change their production practices in ways that improve the environmental and related economic consequences of production. The information necessary to design economically efficient pollution control policies is almost always lacking. Instead, policies can be designed to achieve specific environmental or other similarly related goals at least cost, given transaction costs and any other political, legal, or informational constraints that may exist.     TOWARD AGRICULTURAL ENVIRONMENTAL MANAGEMENT: APPLYING LESSONS FROM CORPORATE ENVIRONMENTAL MANAGEMENT

    Many business firms both in the U.S. and abroad are practicing corporate environmental management. They are committed to improving the efficiency of material use, energy use and water use; to recycle; to make safer products and processes and to reduce their overall impact on the environment. In pursuing corporate environmental management, some businesses have found that the presumed tradeoff between profits and environmental quality does not always apply. Instead, by innovating and redesigning their products, processes, corporate culture, and organizational strategy, these firms have been able to improve environmental performance and add to profits. These improved profits are sometimes referred to as "innovation offsets" because they result from technological changes to reduce pollution which also reduce production costs (and/or improve productivity) and thereby "offset" the costs of compliance. The necessary technological innovation is pursued when firms take a dynamic investment perspective rather than presume a static tradeoff between profits and environmental quality.Environmental Economics and Policy,

The CGIAR Research Program on Aquatic Agricultural Systems (AAS) seeks to address this paradox on the assumption that the rural poor have the potential to transform their lives using the aquatic resources in their environment. Understanding the conditions for natural resources use and management is critical for a program that seeks to transform the livelihoods of households dependent on natural resources.
