    Stochastic user equilibrium assignment with traffic-responsive signal control

    This paper considers the Stochastic User Equilibrium (SUE) assignment problem for a signal-controlled network in which intersection control is flow-responsive. The problem is addressed within a Combined Traffic Assignment and Control (CTAC) modeling framework, in which the calculation of user equilibrium link flows is integrated with the calculation of consistent signal settings [1]. It is assumed that network equilibrium is dispersed due to user misperceptions of travel times, and that the intersection control system is designed to allow the persistent adjustment of signal settings in response to traffic flow variations. Thus, the model simulates real- world situations in which network users have limited information and signal control is traffic-actuated. The SUE- based CTAC model is solved algorithmically by means of the so- called Iterative Optimization and Assignment (IOA) procedure, a widely used heuristic which relies on the alternate execution of a control step (signal setting calculation for fixed link flows) and an assignment step (network equilibration under fixed signal settings). The main objective of the study is to define a methodological framework for the evaluation of the performance of various traffic-responsive signal control strategies in interaction with different levels of user information, as represented by the spread parameter of the perceived travel time distribution assumed in the SUE assignment submodel. The results are of practical relevance in a policy context, as they provide a basis for assessing the potential integration of Advanced Traveler Information Systems (ATIS) and signal control systems. Several computational experiments are carried out on a small, contrived network and using realistic intersection delay functions, in order to test the behavior of the model under a wide range of conditions; in particular, convergence pattern and network performance measures at equilibrium are analyzed under alternative information/control scenarios and for various demand levels.     Regional Data Archiving and Management for Northeast Illinois

    This project studies the feasibility and implementation options for establishing a regional data archiving system to help monitor and manage traffic operations and planning for the northeastern Illinois region. It aims to provide a clear guidance to the regional transportation agencies, from both technical and business perspectives, about building such a comprehensive transportation information system. Several implementation alternatives are identified and analyzed. This research is carried out in three phases. In the first phase, existing documents related to ITS deployments in the broader Chicago area are summarized, and a thorough review is conducted of similar systems across the country. Various stakeholders are interviewed to collect information on all data elements that they store, including the format, system, and granularity. Their perception of a data archive system, such as potential benefits and costs, is also surveyed. In the second phase, a conceptual design of the database is developed. This conceptual design includes system architecture, functional modules, user interfaces, and examples of usage. In the last phase, the possible business models for the archive system to sustain itself are reviewed. We estimate initial capital and recurring operational/maintenance costs for the system based on realistic information on the hardware, software, labor, and resource requirements. We also identify possible revenue opportunities. A few implementation options for the archive system are summarized in this report; namely: 1. System hosted by a partnering agency 2. System contracted to a university 3. System contracted to a national laboratory 4.     Cost Estimate Modeling of Transportation Management Plans for Highway Projects, Research Report 11-24

    Highway rehabilitation and reconstruction projects frequently cause road congestion and increase safety concerns while limiting access for road users. State Transportation Agencies (STAs) are challenged to find safer and more efficient ways to renew deteriorating roadways in urban areas. To better address the work zone issues, the Federal Highway Administration published updates to the Work Zone Safety and Mobility Rule. All state and local governments receiving federal aid funding were required to comply with the provisions of the rule no later than October 12, 2007. One of the rule’s major elements is to develop and implement Transportation Management Plans (TMPs). Using well-developed TMP strategies, work zone safety and mobility can be enhanced while road user costs can be minimized. The cost of a TMP for a road project is generally considered a high-cost item and, therefore, must be quantified. However, no tools or systematic modeling methods are available to assist agency engineers with TMP cost estimating. This research included reviewing TMP reports for recent Caltrans projects regarding state-of-the-art TMP practices and input from the district TMP traffic engineers. The researchers collected Caltrans highway project data regarding TMP cost estimating. Then, using Construction Analysis for Pavement Rehabilitation Strategies (CA4PRS) software, the researchers performed case studies. Based on the CA4PRS outcomes of the case studies, a TMP strategy selection and cost estimate (STELCE) model for Caltrans highway projects was proposed. To validate the proposed model, the research demonstrated an application for selecting TMP strategies and estimating TMP costs. Regarding the model’s limitation, the proposed TMP STELCE model was developed based on Caltrans TMP practices and strategies. Therefore, other STAs might require adjustments and modifications, reflecting their TMP processes, before adopting this model. Finally, the authors recommended that a more detailed step-by-step TMP strategy selection and cost estimate process be included in the TMP guidelines to improve the accuracy of TMP cost estimates

    Issues Related to the Emergence of the Information Superhighway and California Societal Changes, IISTPS Report 96-4

    The Norman Y. Mineta International Institute for Surface Transportation Policy Studies (IISTPS) at San José State University (SJSU) conducted this project to review the continuing development of the Internet and the Information Superhighway. Emphasis was placed on an examination of the impact on commuting and working patterns in California, and an analysis of how public transportation agencies, including Caltrans, might take advantage of the new communications technologies. The document reviews the technology underlying the current Internet “structure” and examines anticipated developments. It is important to note that much of the research for this limited-scope project was conducted during 1995, and the topic is so rapidly evolving that some information is almost automatically “dated.” The report also examines how transportation agencies are basically similar in structure and function to other business entities, and how they can continue to utilize the emerging technologies to improve internal and external communications. As part of a detailed discussion of specific transportation agency functions, it is noted that the concept of a “Roundtable Forum,” growing out of developments in Concurrent Engineering, can provide an opportunity for representatives from multiple jurisdictions to utilize the Internet for more coordinated decision-making. The report also included an extensive analysis of demographic trends in California in recent years, such as commute and recreational activities, and identifies how the emerging technologies may impact future changes

    Joint Opaque booking systems for online travel agencies

    This paper analyzes the properties of the advanced Opaque booking systems used by the online travel agencies in conjunction with their traditional transparent booking system. In section 2 we present an updated literature review. This review underlines the interest and the specicities of Opaque goods in the Tourism Industry. It also characterizes properties of the Name-Your-Own-Price (NYOP) channel introduced by Priceline and oering probabilistic goods to potential travelers. In the section 3 of the paper we present a theoretical model, in which we wonder what kind of Opaque system can be implemented by a given online monopoly. We compare the "Opaque \Hotwire system", a NYOP system without any possibility of rebidding and the joint implementation of these two systems. We nd that the NYOP system and the joint implementation can have challenging properties if consumer's information is complete. Then, in section 4, we analyze the case of incomplete information. We develop an appropriate setting to integrate the lack of complete information of potential passengers on their relative propensity to pay. We analyze three cases corresponding to dierent levels of uncertainty and number of tickets available. We nd that in some relevant cases (average number of tickets, moderate uncertainty), the joint implementation of 2 dierent Opaque booking systems is advantageous for the Online travel Agencies (OTAs) and airlines.     Bus Rapid Transit: A Handbook for Partners, MTI Report 06-02

    In April 2005, the Caltrans Division of Research and Innovation (DRI) asked MTI to assist with the research for and publication of a guidebook for use by Caltrans employees who work with local transit agencies and jurisdictions in planning, designing, and operating Bus Rapid Transit (BRT) systems that involve state facilities. The guidebook was also to assist to transit operators, local governments, community residents, and other stakeholders dealing with the development of BRT systems. Several areas in the state have experienced such projects ( San Diego , Los Angeles , San Francisco , and Alameda County ) and DRI wished to use that experience to guide future efforts and identify needed changes in statutes, policies, and other state concerns. Caltrans convened a Task Team from the Divisions of Research and Innovation, Mass Transportation, and Operations, together with stakeholders representing many of those involved with the BRT activities around the state. Prior to MTI’s involvement, this group produced a white paper on the topic, a series of questions, and an outline of the guidebook that MTI was to write. The MTI team conducted case studies of the major efforts in California, along with less developed studies of some of the other BRT programs under development or in early implementation phases around the state. The purpose was to clarify those issues that need to be addressed in the guidebook, as well as to compile information that would identify items needing legislative or regulatory action and items that Caltrans will need to address through district directives or other internal measures. A literature scan was used to develop a bibliography for future reference. The MTI team also developed a draft Caltrans director’s policy document, which provides the basis for Caltrans’ actions. This ultimately developed to be a project within a project. MTI submitted a draft document to Caltrans as a final product from the Institute. Task team members and Caltrans staff and leadership provided extensive review of the draft Bus Rapid Transit: A Handbook for Partners. Caltrans adopted a new Director’s Policy and published the document, BRT Caltrans. The MTI “wraparound” report presented below discusses in more detail the process that was followed to produce the draft report. The process was in many ways as much a project as the report itself

    Intelligent Transportation Systems Strategic Plan (Phase I Report)

    This interim report on an Intelligent Transportation Systems Strategic (ITS) Plan has been developed as documentation of the process of offering a vision for ITS and recommending an outline for organizational structure, infrastructure, and long-term planning for ITS in Kentucky. This plan provides an overview of the broad scope of ITS and relationships between various Intelligent Vehicle Highway Systems (IVHS) functional areas and ITS user service areas. Three of the functional areas of ITS have been addressed in this interim report with sections devoted to mission, vision, goals, and potential technology applications. Within each of the three areas, recommendations have been made for applications and technologies for deployment. A more formalized business plan for will be developed to recommend specific projects for implementation. Those three functional areas are 1) Advanced Rural Transportation Systems (ARTS), 2) Advanced Traveler Information Systems (ATIS), and 3) Commercial Vehicle Operations (CVO). A survey of other states was conducted to determine the status of the development of ITS strategic plans. Information received from the 11 states that had completed strategic plans was used to determine the overall approach taken in development of the plans and to evaluate the essential contents of the reports for application in Kentucky. Kentucky\u27s ITS Strategic Plan evolved from an early decision by representatives of the Kentucky Transportation Cabinet (KyTC) to formalize the procedure by requesting the Kentucky Transportation Center to prepare a work plan outlining the proposed tasks. Following several introductory meetings of the Study Advisory Committee, additional focus group meetings were held with various transportation representatives to identify ITS issues of importance. Results from these meetings were compiled and used as input to the planning process for development of the Strategic Plan components of ARTS and ATIS. The development of a strategic plan for Commercial Vehicle Operations originated from a different procedure than did the other functional areas of ITS. As part of well-developed commercial vehicle activities through the ITS-related programs of Advantage I-75 and CVISN, Kentucky has become a national leader in this area and has developed a strategic plan of advanced technology applications to commercial vehicles. The strategic plan for Commercial Vehicle Operations was developed out of the convergence of several parallel processes in Kentucky. Empower Kentucky work teams had met over a two-year period to develop improved and more efficient processes for CVO in Kentucky. Their conclusions and recommendations encouraged the further activities of the Kentucky ITS/CVO working group that first convened in the summer of 1996. In an effort to conceptually organize the various ITS/CVO activities in Kentucky, and as a commitment to the CVISN Mainstreaming plan, an inclusive visioning exercise was held in early 1997. Out of this exercise emerged the six critical vision elements that guided the CVO strategic plan. The remaining functional areas to be included in the ITS Strategic Plan will be addressed in the second phase of this study. Those areas are Advanced Traffic Management Systems (ATMS), Advanced Vehicle Control Systems (AVCS), and Advanced Public Transportation Systems (APTS).     UrbanDiary - a tracking project

    This working paper investigates aspects of time in an urban environment, specifically the cycles and routines of everyday life in the city. As part of the UrbanDiary project (urbantick.blogspot.com), we explore a preliminary study to trace citizen’s spatial habits in individual movement utilising GPS devices with the aim of capturing the beat and rhythm of the city. The data collected includes time and location, to visualise individual activity, along with a series of personal statements on how individuals “use” and experience the city. In this paper, the intent is to explore the context of the UrbanDiary project as well as examine the methodology and technical aspects of tracking with a focus on the comparison of different visualisation techniques. We conclude with a visualisation of the collected data, specifically where the aspect of time is developed and explored so that we might outline a new approach to visualising the city in the sense of a collective, constantly renewed space
