Cultural accessible pedestrian ways. The case of Faro historic centre
In a historic city the existence of accessible pedestrian routes constitutes an essential feature to a true access to culture heritage, contributing for processes of social inclusion. It is necessary to create accessible pedestrian infrastructures network to hold a set of attributes that guarantee usability for all citizens. The creation and design of an accessible physical environment should be considered as a criterion of urban quality, which will make walking more pleasant not only for the elderly and people with disabilities but, also, for the entire resident population and tourists. In this case study it is ascertainable whether the physical characteristics of pedestrian infrastructures of cultural interest, located in the Historical Centre of Faro (Portugal), comply with the requirements of the National Law of Accessibility. There has, therefore, been created a methodology for evaluating the accessibility of pedestrian infrastructure through the construction of performance indicators. The analysis is achieved through a model of evaluation of the degree of conformity of the spaces, and presented, spatially, with appeal to a Geographical Information System, which is a tool to support the decision taking in the processes of urban rehabilitation, thus contributing to the choice of priority areas of intervention in the field of accessibility. United We Ride National Dialogue
The Coordinating Council on Access and Mobility (CCAM) asked the National Academy of Public Administration and Easter Seals Project ACTION to develop and host the first United We Ride (UWR) National Dialogue. The goal of the Dialogue was to help shape future policy direction and provide input to the next CCAM strategic plan. The National Academy also assembled a small work group with representatives of the Federal Interagency Coordinating Council on Access and Mobility, Easter Seals Project ACTION, and the National Resource Center on Human Service Transportation to help guide the process of design and implementation.The CCAM includes 11 federal departments, nine of which are responsible for providing transportation for people with disabilities, older adults, and people with limited incomes. CCAM officially launched United We Ride in 2004 to (1) provide more rides for target populations while using the same or fewer assets, (2) simplify access, and (3) increase customer satisfaction.Key FindingsThe process used to create coordinated transportation plans needs improvement. Significant federal policy barriers still exist to strategies that would facilitate access to transportation services. Mobility management strategies are underutilized in communities across the country, and missed opportunities to bridge gaps between transportation and other community services still need to be addressed

Disability-inclusive development is a priority for Australia’s international engagement. This strategy – Development for All 2015-2020: Strategy for strengthening disability-inclusive development in Australia’s aid program – responds to the agenda set out in DFAT’s development policy, and aims to promote improved quality of life of people with disabilities in developing countries.

The Australian Government is committed to playing a leadership role internationally in disability-inclusive development to enable people with disabilities in developing countries to find pathways out of poverty and realise their full potential.
Our development policy, Australian aid: promoting prosperity, reducing poverty, enhancing stability, confirms Australia’s commitment to expanding opportunities for people, businesses and communities as key to promoting economic growth and reducing poverty. It recognises that everyone is affected if the most disadvantaged people are left behind, and acknowledges that people with disabilities make up the largest and most disadvantaged minority in the world (comprising 1 in 7 of the global population). The Australian aid policy outlines our continuing commitment to including people with disabilities as participants in and beneficiaries of our aid program.
Aid alone cannot solve development problems. Our partner governments need to lead in expanding opportunities for people with disabilities by developing and implementing strong policy and legislative frameworks and improving service delivery. And we recognise we need to tap into ideas from a wider range of sources, including the private sector, and leverage new kinds of partnerships.
This new strategy—Development for All 2015–2020: Strategy for strengthening disability-inclusive development in Australia’s aid program—builds on experience in implementing the Australian Government’s first strategy for disability-inclusive development1, which helped establish Australia as a strong voice globally in this area. This strategy sets out how the Australian Government—in particular, the Department of Foreign Affairs and Trade (DFAT)—will strengthen its impact in promoting disability-inclusive development beyond 2015, with a particular focus on our region, the Indo-Pacific.
Australia’s international advocacy, diplomatic efforts, and aid program investments will continue to make a major contribution to improving the quality of life for people with disabilities in developing countries with the objective that our development efforts leave no one behind

Digital inclusion - the vision, the challenges and the way forward
This paper considers the vision and aspiration of digital inclusion, and then examines the current reality. It looks beyond the rhetoric to provide an analysis of the status quo, a consideration of some facilitators and challenges to progress and some suggestions for moving forward with renewed energy and commitment. The far-reaching benefits of digital inclusion and the crucial role it plays in enabling full participation in our digital society are considered. At the heart of the vision of universal digital inclusion is the deceptively simple goal to ensure that everyone is able to access and experience the wide-ranging benefits and transformational opportunities and impacts it offers. The reality is a long way from the vision: inequality of access still exists despite many national campaigns and initiatives to reduce it. The benefits and beneficiaries of a digital society are not just the individual but all stakeholders in the wider society. Research evidence has shown that the critical success factors for successful digital participation are (i) appropriate design and (ii) readily available and on-going ICT (Information and Communication Technology) support in the community. Challenges and proven solutions are presented. The proposition of community hubs in local venues to provide user-centred ICT support and learning for older and disabled people is presented. While the challenges to achieve digital inclusion are very considerable, the knowledge of how to achieve it and the technologies which enable it already exist. Harnessing of political will is necessary to make digital inclusion a reality rather than a vision. With the cooperation and commitment of all stakeholders actualisation of the vision of a digitally inclusive society, while challenging, can be achieved and will yield opportunities and rewards that eclipse the cost of implementation
How are population-based funding formulae for healthcare composed?
Population-based funding formulae act as an important means of promoting equitable health funding structures. To evaluate how policy makers in different jurisdictions construct health funding formulae and build an understanding of contextual influences underpinning formula construction we carried out a comparative analysis of key components of funding formulae across seven high-income and predominantly publically financed health systems: New Zealand, England, Scotland, the Netherlands, the state of New South Wales in Australia, the Canadian province of Ontario, and the city of Stockholm, Sweden.Methods Core components from each formula were summarised and key similarities and differences evaluated from a compositional perspective. We categorised approaches to constructing funding formulae under three main themes: identifying factors which predict differential need amongst populations; adjusting for cost factors outside of needs factors; and engaging in normative correction of allocations for ‘unmet’ need. Results We found significant congruence in the factors used to guide need and cost adjustments. However, there is considerable variation in interpretation and implementation of these factors. Conclusion Despite broadly similar frameworks, there are distinct differences in the composition of the formulae across the seven health systems. Ultimately, the development of funding formulae is a dynamic process, subject to availability of data reflecting health needs, the influence of wider socio-political objectives and health system determinants
Improving Pathways to Transit for Persons with Disabilities
Persons with disabilities can achieve a greater degree of freedom when they have full access to a variety of transit modes, but this can only be achieved when the pathways to transit – the infrastructure and conditions in the built environment – allow full access to transit stops, stations, and vehicles. Since passage of the Americans with Disabilities Act (ADA) in 1990, many transit agencies and governmental jurisdictions have made significant progress in this area. Policy initiatives, incremental enhancements, modifications, and other measures undertaken by transit agencies and their partners have significantly improved access to transit for persons with disabilities, others who rely on public transportation, and individuals who chose to utilize these services.
This research study explores, through case study work, efforts that have been effective in improving pathways to transit. Interviews and site visits were conducted with five transit agencies, along with their partners, that are actively engaged in improving pathways to connect transit consumers – particularly people with disabilities – with transit stations and stops. These agencies are: Broward County Transit (Broward County, FL), Memphis Area Transit Authority (Memphis, TN), NJ TRANSIT (Newark and New Brunswick, NJ), Tri-County Metropolitan Transportation District of Oregon (Portland, OR), and Link Transit (Wenatchee, WA). Promising practices and/or lessons were identified through the case study analysis; these should be considered by any transit agency seeking to create improved access to its services for persons with disabilities
