    Motivations for Remittances: Evidence from Moldova

    This paper explores the factors that account for the receipt of remittances across households in Moldova who have migrants abroad. Unlike most of the existing literature, we approach our research question from the perspective of the recipient household and use it to interpret the determinants/motivations of remittances. Our results show that a combination of household and migrant characteristics and some community level variables are the key elements in explaining the remittance behaviour in Moldova. Drawing from these estimates, we conclude that altruism and investment (proxied by the level of economic development at the regional level) are the two main motives behind remittance flows to Moldova.remittances, migration, Moldova

    How do Perceptions of Outgroups Indicate Barriers to Civil Society in Iraq?

    At the Iraq "liberation" in 2003, many of us asked, "Is there really hope for civil society to emerge from the chaos?" We guessed about how Sunni, Shi'a and Kurdish factions could be brought together, and if it was likely that ethnic conflicts would lead to civil war. Seeking a better understanding of the situation, this project tried to address: "How do Iraqis' ethnic and religious identities relate to perceptions of other groups (outgroups)?" and "how does place of residence relate to those perceptions about outgroups?" I collected 479 surveys of Iraqi opinions in Iraq, Jordan, and The Netherlands. I asked Iraqis for their own ideas about their future, personal and collective, and their perceptions of Those Other Groups, their "outgroups." What did I find? That background items of religion, ethnic origin, and location, alone, did not relate strongly to respondents’ attitudes towards outgroups. But, some combinations of background items did give significant differences in perceptions towards other groups. For example, "moderate” Arabs in Iraq were the group most opposed to foreigners, and were the group most opposed to expatriate Iraqis returning to Iraq.     Bonds and bridges : social and poverty

    Using the lens of social capital-especially bridging or cross-cutting ties that cut across social groups and between social groups and government-provides new insights into policy design. Solidarity within social groups creates ties (bonding social capital) that bring people and resources together. In unequal societies, ties that cut across groups (bridging social capital) are essential for social cohesion and for poverty reduction. The nature of interaction between state and society is characterized as complementarity and substitution. When states are functional, the informal and formal work well together-for example, government support or community-based development. When states become dysfunctional, the informal institutions become a substitute and are reduced to serving a defensive or survival function. To move toward economic and social well-being, states must support inclusive development. Investments in the organizational capacity of the poor are critical. Interventions are also required to foster bridging ties across social groups-ethnic, religious, caste, or racial groups. Such interventions can stem from the state, private sector, or civil society and include: Changes in rules to include groups previously excluded from formal systems of finance, education, and governance, at all levels. Political pluralism and citizenship rights. Fairness before the law for all social groups together. Infrastructure that eases communication.     Strategic Sensemaking and Political Connections in Unstable Institutional Contexts

    Emerging economies are often characterized by pervasive institutional changes and resultant institutional voids. In the absence of strong formal institutions, firms rely on informal institutions to fill these voids. This article argues that the process of sensemaking for firms in turbulent environments is continuous and dependent on cyclical adjustments connecting performance via a feedback loop to scanning and interpretation. Far from being a one-time occurrence, environmental sensemaking is a process operating in accord with continuous environmental changes. This study’s findings derive from an in-depth analysis of a Russian pharmaceutical firm and an Indian telecommunications firm, and demonstrate that entrepreneurs make sense and gain legitimacy through political connections. The study further finds that improvements in institutional environments reduce the salience of political networks, thereby creating a choice for firms to rely on formed market mechanisms or continue along the path of political connections that evolve to public–private partnerships

    Technology requirements for communication satellites in the 1980's

    The key technology requirements are defined for meeting the forecasted demands for communication satellite services in the 1985 to 1995 time frame. Evaluation is made of needs for services and technical and functional requirements for providing services. The future growth capabilities of the terrestrial telephone network, cable television, and satellite networks are forecasted. The impact of spacecraft technology and booster performance and costs upon communication satellite costs are analyzed. Systems analysis techniques are used to determine functional requirements and the sensitivities of technology improvements for reducing the costs of meeting requirements. Recommended development plans and funding levels are presented, as well as the possible cost saving for communications satellites in the post 1985 era

    This paper examines how market institutions can affect links between urban and rural areas with specific emphasis on goods market integration in the national context.Traditionally, development researchers and practitioners have focused either on rural market development or on urban market development without considering the interdependencies and synergies between the two. However, more than ever before, emerging local and global patterns such as the modern food value-chain led by supermarkets and food processors, rapid urbanization, changes in dietary composition, and enhanced information and communication technologies point to the need to pay close attention to the role of markets both in linking rural areas with intermediate cities and market towns and promotion of economic development and poverty reduction. This paper begins with a presentation of a conceptual framework of market integration and then identifies five major factors that increase the transfer costs that subsequently hinder market integration between rural and urban areas: information asymmetry, transaction costs, transport and communication costs, policy induced barriers, and social and noneconomic factors. Five specific cases in five developing countries are examined in this study to demonstrate the primary sources of transfer costs and the aspects of market institutions that are important to market integration and promotion of rural-urban linkages.Rural-urban linkages ,
