    The historical development and basis of human factors guidelines for automated systems in aeronautical operations

    In order to derive general design guidelines for automated systems a study was conducted on the utilization and acceptance of existing automated systems as currently employed in several commercial fields. Four principal study area were investigated by means of structured interviews, and in some cases questionnaires. The study areas were aviation, a both scheduled airline and general commercial aviation; process control and factory applications; office automation; and automation in the power industry. The results of over eighty structured interviews were analyzed and responses categoried as various human factors issues for use by both designers and users of automated equipment. These guidelines address such items as general physical features of automated equipment; personnel orientation, acceptance, and training; and both personnel and system reliability

    ART Neural Networks for Remote Sensing Image Analysis

    ART and ARTMAP neural networks for adaptive recognition and prediction have been applied to a variety of problems, including automatic mapping from remote sensing satellite measurements, parts design retrieval at the Boeing Company, medical database prediction, and robot vision. This paper features a self-contained introduction to ART and ARTMAP dynamics. An application of these networks to image processing is illustrated by means of a remote sensing example. The basic ART and ARTMAP networks feature winner-take-all (WTA) competitive coding, which groups inputs into discrete recognition categories. WTA coding in these networks enables fast learning, which allows the network to encode important rare cases but which may lead to inefficient category proliferation with noisy training inputs. This problem is partially solved by ART-EMAP, which use WTA coding for learning but distributed category representations for test-set prediction. Recently developed ART models (dART and dARTMAP) retain stable coding, recognition, and prediction, but allow arbitrarily distributed category representation during learning as well as performance

    Focusing on the Few: the Role of Large Taxpayer Units in the Revenue Strategies of Developing Countries

    Part I of this paper first reviews the spread of LTUs, and briefly describes the experience of LTUs in a few selected countries. This section takes up the question of the LTU as an enclave administrative reform versus semi-autonomous revenue agencies and "whole of government" reform involving broad based wages, human resources planning and anti-corruption measures.Part II examines the emergence of the LTU and its relationships to the remainder of the tax administration system in different kinds of developing and transition economies, such as (i)capable developing states, (ii) administratively weak but governance improving states, and (iii)captured states. The relative success of LTUs can improve our understanding of the enclave approach to governance reforms as well as yielding insights that are intrinsic to the challenge of improving revenue mobilization. LTUs and their roles in developing country economies can also be interpreted through the prism of recent revisionist writings on best policies for the tax mix in the presence of a major informal sector and a government sector with a highly constrained taxing capacity and high vulnerability to corruption.Working Paper Number 04-44
