    Integrating IVHM and Asset Design

    Integrated Vehicle Health Management (IVHM) describes a set of capabilities that enable effective and efficient maintenance and operation of the target vehicle. It accounts for the collection of data, conducting analysis, and supporting the decision-making process for sustainment and operation. The design of IVHM systems endeavours to account for all causes of failure in a disciplined, systems engineering, manner. With industry striving to reduce through-life cost, IVHM is a powerful tool to give forewarning of impending failure and hence control over the outcome. Benefits have been realised from this approach across a number of different sectors but, hindering our ability to realise further benefit from this maturing technology, is the fact that IVHM is still treated as added on to the design of the asset, rather than being a sub-system in its own right, fully integrated with the asset design. The elevation and integration of IVHM in this way will enable architectures to be chosen that accommodate health ready sub-systems from the supply chain and design trade-offs to be made, to name but two major benefits. Barriers to IVHM being integrated with the asset design are examined in this paper. The paper presents progress in overcoming them, and suggests potential solutions for those that remain. It addresses the IVHM system design from a systems engineering perspective and the integration with the asset design will be described within an industrial design process

    Crossing the death valley to transfer environmental decision support systems to the water market

    Environmental decision support systems (EDSSs) are attractive tools to cope with the complexity of environmental global challenges. Several thoughtful reviews have analyzed EDSSs to identify the key challenges and best practices for their development. One of the major criticisms is that a wide and generalized use of deployed EDSSs has not been observed. The paper briefly describes and compares four case studies of EDSSs applied to the water domain, where the key aspects involved in the initial conception and the use and transfer evolution that determine the final success or failure of these tools (i.e., market uptake) are identified. Those aspects that contribute to bridging the gap between the EDSS science and the EDSS market are highlighted in the manuscript.     Integrating Social Capital into Institutional Analysis of the Guangxi CDM Forest-based Carbon Sequestration Project

    Paying developing countries for carbon sequestration is a vital component of climate change mitigation. If appropriately designed, these payments can also transfer income to poor villagers, which can help achieve the goals of long-term sustainability for the carbon sequestration project and of poverty reduction. Using data on reforestation and a survey of village stakeholders, this paper made an assessment whether or not the world's first CDM forest-based carbon sequestration project implemented in China could simultaneously reach its environmental and developmental objectives. Although the Guangxi project is widely heralded as a model CDM project, still less than half of the project land remain unforested at the time of surveys conducted in September of 2007.     ATM automation: guidance on human technology integration

    © Civil Aviation Authority 2016Human interaction with technology and automation is a key area of interest to industry and safety regulators alike. In February 2014, a joint CAA/industry workshop considered perspectives on present and future implementation of advanced automated systems. The conclusion was that whilst no additional regulation was necessary, guidance material for industry and regulators was required. Development of this guidance document was completed in 2015 by a working group consisting of CAA, UK industry, academia and industry associations (see Appendix B). This enabled a collaborative approach to be taken, and for regulatory, industry, and workforce perspectives to be collectively considered and addressed. The processes used in developing this guidance included: review of the themes identified from the February 2014 CAA/industry workshop1; review of academic papers, textbooks on automation, incidents and accidents involving automation; identification of key safety issues associated with automated systems; analysis of current and emerging ATM regulatory requirements and guidance material; presentation of emerging findings for critical review at UK and European aviation safety conferences. In December 2015, a workshop of senior management from project partner organisations reviewed the findings and proposals. EASA were briefed on the project before its commencement, and Eurocontrol contributed through membership of the Working Group.Final Published versio

    Securing The Root: A Proposal For Distributing Signing Authority

    Management of the Domain Name System (DNS) root zone file is a uniquely global policy problem. For the Internet to connect everyone, the root must be coordinated and compatible. While authority over the legacy root zone file has been contentious and divisive at times, everyone agrees that the Internet should be made more secure. A newly standardized protocol, DNS Security Extensions (DNSSEC), would make the Internet's infrastructure more secure. In order to fully implement DNSSEC, the procedures for managing the DNS root must be revised. Therein lies an opportunity. In revising the root zone management procedures, we can develop a new solution that diminishes the impact of the legacy monopoly held by the U.S. government and avoids another contentious debate over unilateral U.S. control. In this paper we describe the outlines of a new system for the management of a DNSSEC-enabled root. Our proposal distributes authority over securing the root, unlike another recently suggested method, while avoiding the risks and pitfalls of an intergovernmental power sharing scheme
