    Maximizing Competency Education and Blended Learning: Insights from Experts

    In May 2014, CompetencyWorks brought together twenty-three technical assistance providers to examine their catalytic role in implementing next generation learning models, share each other's knowledge and expertise about blended learning and competency education, and discuss next steps to move the field forward with a focus on equity and quality. Our strategy maintains that by building the knowledge and networks of technical assistance providers, these groups can play an even more catalytic role in advancing the field. The objective of the convening was to help educate and level set the understanding of competency education and its design elements, as well as to build knowledge about using blended learning modalities within competency-based environments. This paper attempts to draw together the wide-ranging conversations from the convening to provide background knowledge for educators to understand what it will take to transform from traditional to personalized, competency-based systems that take full advantage of blended learning

    An Exploratory and Descriptive Analysis of the Utah Microcredentials Participant Population

    This study examined the population of users of the Utah Microcredentials system, a professional learning resource available to all Utah teaching license holders. A microcredential verifies that an educator has successfully demonstrated competency with a specific skill, concept, or instructional tool, and is awarded upon submission of evidence meeting a predetermined set of rubric criteria. During the first stage of the study, quantitative methods such as regression analysis were used to determine the participation rates of educators based on a number of demographic variables, including age, number of years of service as an educator, the rurality of the educator\u27s assigned school, and the Title I status of the educator\u27s assigned school. Stage two used qualitative methods to analyze the characteristics of microcredentials with the highest rates of participation. The results of this study can be used at a number of levels to increase the effectiveness of public education in supporting student outcomes. At the local level, the findings can be used to guide the ongoing development of the Utah Microcredentials platform, ecosystem (microcredential catalog), and user support systems. At the national and international levels, these findings can be used to guide the development of digital credentialing systems in a wide range of fields beyond public education. These findings also point to new routes of investigation for further research

    A Competence-Based Course Authoring Concept for Learning Platforms with Legacy Assignment Tools

    This paper is concerned with several of the most important aspects of Competence-Based Learning (CBL): course authoring, assignments, and categorization of learning content. The latter is part of the so-called Bologna Process (BP) and can effectively be supported by integrating knowledge resources like, e.g., standardized skill and competence taxonomies into the target implementation approach, aiming at making effective use of an open integration architecture while fostering the interoperability of hybrid knowledge-based e-learning solutions. Modern scenarios ask for interoperable software solutions to seamlessly integrate existing e-learning infrastructures and legacy tools with innovative technologies while being cognitively efficient to handle. In this way, prospective users are enabled to use them without learning overheads. At the same time, methods of Learning Design (LD) in combination with CBL are getting more and more important for production and maintenance of easy to facilitate solutions. We present our approach of developing a competence-based course-authoring and assignment support software. It is bridging the gaps between contemporary Learning Management Systems (LMS) and established legacy learning infrastructures by embedding existing resources via Learning Tools Interoperability (LTI). Furthermore, the underlying conceptual architecture for this integration approach will be explained. In addition, a competence management structure based on knowledge technologies supporting standardized skill and competence taxonomies will be introduced. The overall goal is to develop a software solution which will not only flawlessly merge into a legacy platform and several other learning environments, but also remain intuitively usable. As a proof of concept, the so-called platform independent conceptual architecture model will be validated by a concrete use case scenario

    The need for future employees to show skill beyond that of “hard” knowledge is growing in several industries of the job market. To address the changing expectations of future employers and to guarantee a prosperous professional life, higher education institutions (HEI) are making increasing efforts to provide their students with soft skills, which go beyond that of the traditional courses’ curriculum. Therefore, HEIs are faced with the challenge of teaching transversal competencies to their students while ensuring that their development is authenticated and valued by employing organizations. To this end, open badging and micro-credentials are increasingly being employed, since they provide an answer for both the need for soft skill validation and for motivating their development. Digital badges have been subject to educational research in recent years, with results which point to a successful relationship between gamification, badges and learning outcomes. This work aims to further this research by establishing a theoretical framework for implementing a digital badge strategy to encourage students to perform activities that promote the development of soft skills. Our findings will inform the creation of a badge system suited be adapted and applied to various learning contexts and institutions.A necessidade de trabalhadores demonstrarem competências para além das de conhecimento técnico está a aumentar em diversas indústrias no mercado de trabalho. Para encarar as crescentes expectativas de futuros empregadores e garantir um futuro profissional mais próspero, as instituições de ensino superior (IES) estão a investir cada vez mais na aquisição de competências transversais por parte dos seus estudantes, que vão para além das do currículo tradicional. Deste modo, as IES estão perante o desafio de ensinar competências transversais aos seus alunos ao mesmo tempo que procuram assegurar que o seu desenvolvimento é autenticado e valorizado por organizações empregadoras. Observa-se, para este fim, uma crescente adoção de “Open Badges” e micro-credenciais, visto que estas oferecem uma solução tanto para a necessidade de validação de competências transversais como para a motivação para a sua aprendizagem por parte dos alunos. Durante os últimos anos, os crachás digitais têm sido alvo de investigação educacional, cujo resultado aponta para uma relação proveitosa entre gamificação, crachás e resultados de aprendizagem. Este trabalho tem como objetivo expandir essa investigação ao estabelecer um enquadramento que sirva para a implementação de uma estratégia de crachás digitais para encorajar alunos a realizarem atividades que promovam o desenvolvimento de competências transversais.     Factors driving enterprise adoption of blockchain technology

    Amidst the rapidly evolving advancement of blockchain technology (BT), enterprises face notable challenges in leveraging its transformative potential, starting with a need to understand the technology and how it can be used for particular applications. Two challenges are that many BT trials have not been successful and large-scale implementations that have led to continued use are scarce. This research provides a comprehensive examination of factors that drive the successful adoption of BT for enterprise use cases. A dual-phased approach was employed. First, I introduce a taxonomy matrix correlating BT design characteristics with use case characteristics, offering a framework for BT design and benefits across different enterprise contexts. Second, I conducted case studies of five successful BT cases in large enterprises that led to the adoption in terms of continued use and contrasted them with one failure case. The data collection and analysis of the case studies encompassed technological, organizational, environmental, and inter-organizational variables that led to BT\u27s continued use. The cross-case analysis revealed that compatibility, relative advantage, and observability are primary technological factors contributing to continued use. Within the organizational dimension, organizational knowledge and internal characteristics emerged as crucial elements, while regulatory compliance came out to be a significant factor. Based on the cross-case analysis, I develop theoretical propositions about the factors that lead to the continued use of BT, which can be further validated and tested in future research

    BIM implementation in architectural practices : towards advanced collaborative approaches based on digital technologies

    We are at a stage where Building Information Modelling (BIM) has reached a maturity level to be widely adopted by the professionals and organizations within the Architectural, Engineering and Construction (AEC) industry. An industry which is highly fragmented and not advanced in terms of digitalization, making an effective collaboration hard to achieve. The advances in Information and Communication Technologies (ICT) have brought about the promise of improving collaborative procedure in a wide range of industries. The widespread adoption of BIM has paved the way for the introduction of ICT within the AEC sector. The reported benefits of BIM imply on its potential for contributing to a successful inter-disciplinary collaboration. This calls for attention from architects who shall consider how BIM allows the architectural practices to operate in truly novel ways to achieve new building efficiencies and organizations. This research was designed to investigate the crucial factors for an effective collaboration based on advanced ICT and enabled by BIM with respect to architectural practices. An effective inter-disciplinary collaboration allows architects as the authors of the projects to oversee the development and delivery of the projects more consistently with their design intends. The concerns about the move towards adopting BIM by architectural firms were reviewed and its influential factors and barriers were discussed. As we read about it, BIM is indicated by different terms to describe its essence: ‘’BIM methodology’’, ‘’BIM technology’’, ‘’BIM process’’, ‘’BIM systems’’ and etc. However, none of these terms can include all aspects of BIM. The term ‘’ecosystem’’ was adopted to describe the nature of BIM and the reason for which is described in this work. To further constitute the BIM ecosystem, its dimensions of People, Products and Processes were presented in detail with respect to collaborative procedures. It included the delineation of a number of BIM policies and protocols, tools and technologies, roles and skills which are all related to and suitable for architectural practices in their interdisciplinary collaboration. Through three case studies, the research questions and hypothesis were put into investigation. Based on the idea of change management and the socio-technical nature of BIM collaboration, a qualitative research approach was adopted. Various techniques were used to gather information to be analyzed through a coding process of the qualitative data. The codes were interpreted as the factors influencing collaboration and were grouped to form the crucial concepts contributing to effective BIM-enabled collaborative procedures. It was revealed that the “joint decision making” factor is the most crucial one in this respect followed by “collaboration involvement” and “interoperability”. These findings were based on the frequency of the codes related to these factors in the data analysis. The crucial concepts in BIM-enabled collaboration were revealed to be “collaboration conditions” followed by “software capacity” and “human resources organization”. The findings confirm the research hypotheses that BIM implementation asks architects to assume a leadership role in collaborative procedures and that it allows for the integration of ICT into the technological pipeline of architectural practices. However, the validity of the two hypotheses is subject to certain conditions that are discussed in this work. The research finds the area of BIM education a place of great interest for future research work as the factor of “training” has a great influence on the overall success of BIM-enabled collaboration. Furthermore, it was revealed that the crucial factor of “interoperability” needs more attention from both industry and academic sectors. The impacts of BIM implementation on existing and emerging roles within the industry is another area of great interest for future works and research.Estamos en una etapa en la que Building Information Modeling (BIM) ha alcanzado un nivel de madurez que será ampliamente adoptado por el Profesionales y organizaciones dentro de la industria de Arquitectura, Ingeniería y Construcción (AIC). Una industria que es altamente fragmentado y no avanzado en términos de digitalización, lo que hace que una colaboración efectiva sea difícil de lograr. Los avances en las Tecnologías de la Información y la Comunicación (TIC) han traído la promesa de mejorar la colaboración Procedimiento en una amplia gama de industrias. La adopción generalizada de BIM ha allanado el camino para la introducción de las TIC en el sector de la AIC.     Aligning an ISO/EIC 42010 System Architecture Model and Agile Practice

    The ISO/EIC 42010 system architecture description standard evolved over a number of years with substantial practitioner inputs. It presents a high level, top-down view of requirements that may be interpreted as needed for different applications. Agile system development methods have proved effective in practice, but represent a bottom up view drawing on user stories. The question considered in this paper is how they might be harmonised. Experience from using these tools over several years in practical masters degree student projects has been used to explore this question. We suggest a logical compatibility lies in their core themes: stakeholder needs (who) frame architecture descriptions (what) and the associated rationale (why). A particular interpretation of ISO/EIC 42010 and a model outlining the evolution of architecture in an agile environment are presented. Several suggestions for future research are made
