    Evolving a software development methodology for commercial ICTD projects

    This article discusses the evolution of a ā€œDistRibuted Agile Methodology Addressing Technical Ictd in Commercial Settingsā€ (DRAMATICS) that was developed in a global software corporation to support ICTD projects from initial team setup through ICT system design, development, and prototyping, to scaling up and transitioning, to sustainable commercial models. We developed the methodology using an iterative Action Research approach in a series of commercial ICTD projects over a period of more than six years. Our learning is reflected in distinctive methodology features that support the development of contextually adapted ICT systems, collaboration with local partners, involvement of end users in design, and the transition from research prototypes to scalable, long-term solutions. We offer DRAMATICS as an approach that others can appropriate and adapt to their particular project contexts. We report on the methodology evolution and provide evidence of its effectiveness in the projects where it has been used

    This paper summarises our work on studying educational applications enabled by the introduction of a new information layer called InfoInternet. This is an initiative to facilitate affordable access to internet based information in communities with network scarcity or economic problems from the Global South. InfoInternet develops both networking solutions as well as business and social models, together with actors like mobile operators and government organisations. In this paper we identify and describe characteristics of educational applications, their specific users, and learning environment. We are interested in applications that make the adoption of Internet faster, cheaper, and wider in such communities.     Asynchronous Remote Medical Consultation for Ghana

    Computer-mediated communication systems can be used to bridge the gap between doctors in underserved regions with local shortages of medical expertise and medical specialists worldwide. To this end, we describe the design of a prototype remote consultation system intended to provide the social, institutional and infrastructural context for sustained, self-organizing growth of a globally-distributed Ghanaian medical community. The design is grounded in an iterative design process that included two rounds of extended design fieldwork throughout Ghana and draws on three key design principles (social networks as a framework on which to build incentives within a self-organizing network; optional and incremental integration with existing referral mechanisms; and a weakly-connected, distributed architecture that allows for a highly interactive, responsive system despite failures in connectivity). We discuss initial experiences from an ongoing trial deployment in southern Ghana.Comment: 10 page

    Delivery of broadband services to SubSaharan Africa via Nigerian communications satellite

    Africa is the least wired continent in the world in terms of robust telecommunications infrastructure and systems to cater for its more than one billion people. African nations are mostly still in the early stages of Information Communications Technology (ICT) development as verified by the relatively low ICT Development Index (IDI) values of all countries in the African region. In developing nations, mobile broadband subscriptions and penetration between 2000-2009 was increasingly more popular than fixed broadband subscriptions. To achieve the goal of universal access, with rapid implementation of ICT infrastructure to complement the sparsely distributed terrestrial networks in the hinterlands and leveraging the adequate submarine cables along the African coastline, African nations and their stakeholders are promoting and implementing Communication Satellite systems, particularly in Nigeria, to help bridge the digital hiatus.     Roles and responsibilities in agile ICT for development

    This paper examines the different roles in designing interactive software in a ICT for development context. Using experiences from a participatory action research project, in which we used agile methods to design and deploy an system to support ā€˜agricultural information flowā€™ for a co-operative of small farmers in rural India, we identify points of difference between the roles in standard descriptions of agile software methods and the roles as they emerged in our project. A key finding is the critical role played by a ā€˜Development Project Managerā€™ in facilitating dialogue, orchestrating the activities of other actors and in building the capabilities and confidence of all the participants in joint action
