    Training of Crisis Mappers and Map Production from Multi-sensor Data: Vernazza Case Study (Cinque Terre National Park, Italy)

    This aim of paper is to presents the development of a multidisciplinary project carried out by the cooperation between Politecnico di Torino and ITHACA (Information Technology for Humanitarian Assistance, Cooperation and Action). The goal of the project was the training in geospatial data acquiring and processing for students attending Architecture and Engineering Courses, in order to start up a team of "volunteer mappers". Indeed, the project is aimed to document the environmental and built heritage subject to disaster; the purpose is to improve the capabilities of the actors involved in the activities connected in geospatial data collection, integration and sharing. The proposed area for testing the training activities is the Cinque Terre National Park, registered in the World Heritage List since 1997. The area was affected by flood on the 25th of October 2011. According to other international experiences, the group is expected to be active after emergencies in order to upgrade maps, using data acquired by typical geomatic methods and techniques such as terrestrial and aerial Lidar, close-range and aerial photogrammetry, topographic and GNSS instruments etc.; or by non conventional systems and instruments such us UAV, mobile mapping etc. The ultimate goal is to implement a WebGIS platform to share all the data collected with local authorities and the Civil Protectio

    Evaluation of a task performance resource constraint model to assess the impact of offshore emergency management on risk reduction

    In this age of safety awareness, technological emergencies still happen, occasionally with catastrophic results. Often human intervention is the only way of averting disaster. Ensuring that the chosen emergency managers are competent requires a combination of training and assessmentH. owever, assessmenct urrently relies on expert judgement of behaviour as opposed to its impact on outcome, therefore it would be difficult to incorporate such data into formal Quantitative Risk Assessments (QRA). Although there is, as yet, no suitable alternative to expert judgement, there is a need for methods of quantifying the impact of emergency management on risk reduction in accident and incidents. The Task Performance Resource Constraint (TPRC) model is capable of representing the critical factors. It calculates probability of task success with respect to time based on uncertainties associated with the task and resource variables. The results can then be used to assess the management performance based on the physical outcome in the emergency, thereby providing a measure of the impact of emergency management on risk with a high degree of objectivity. Data obtained from training exercises for offshore and onshore emergency management were measured and successfully used with the TPRC model. The resulting probability of success functions also demonstrated a high level of external validity when used with improvements in emergency management or design changes or real data from the Piper Alpha disaster. It also appeared to have more external validity than other HRQ/QRA techniques as it uses physical data that are a greater influence on outcome than psychological changes - though this could be because the current HRA/QRA techniques view human unreliability as probability of error rather than probability of failure. The simulation data were also used to build up distributions of timings for simple emergency management tasks. Using additional theoretical data, this demonstrated the model's potential for assessing the probability of successf or novel situations and future designs

    Britain Can Take It: Civil Defense and Chemical Warfare in Great Britain, 1915-1945

    This dissertation argues that the origins of civil defense are to be found in pre-World War II Britain and that a driving force of this early civil defense scheme was fear of poison gas. Later iterations of civil defense, such as the Cold War system in America, built on already existing regimes that had proven their worth during WWII. This dissertation demonstrates not only that WWII civil defense served as a blueprint for later civil defense schemes, but also that poison gas anxiety served as a particular tool for the implementation and success of civil defense. The dissertation is organized thematically, exploring the role of civilians and volunteers in the civil defense scheme, as well as demonstrating the vital importance of physical manifestations of civil defense, such as gas masks and air raid shelters, in ensuring the success of the scheme. By the start of World War II, many civilians had already been training in civil defense procedures for several years, learning how to put out fires, recognize bombs, warn against gas, decontaminate buildings, rescue survivors, and perform first aid. The British government had come to the conclusion, long before the threat became realized, that the civilian population was a likely target for air attacks and that measures were required to protect them. World War I (WWI) saw the first aerial attacks targeted specifically at civilians, suggesting a future where such attacks would occur more frequently and deliberately. Poison gas, used in WWI, seemed a particularly horrifying threat that presented significant problems. Civil defense was born out of this need to protect the civil population from attack by bombs or poison gas. For the next five years of war civil defense worked to maintain British morale and to protect civilian lives. This was the first real scheme of civil defense, instituted by the British government specifically for the protection of its civilian population

    Acting in Time: Transport Nurses optimising critically ill patients for transfer to a regional ECMO centre. A Grounded Theory Study

    Regionalisation and centralisation of Intensive Care Units, coupled with demographic changes, have resulted in an increased demand for inter-hospital transport. The Conventional ventilatory support vs Extracorporeal membrane oxygenation for Severe Adult Respiratory Failure Trial (CESAR), validated the use of ECMO in the UK for critically ill adults. The H1N1 Influenza A epidemic in 2009, led to four more adult ECMO centres being designated, and more recently the World Health Organisation (WHO, 2020), recommended ECMO for eligible patients in the COVID-19 pandemic. A critical incident occurred while I was undertaking the transport of a critically ill adult, which led to the unplanned use of mobile ECMO, still in its infancy. Seeking answers to the questions raised from this incident a research proposal was formed in order to investigate what could be learnt from the actions of transport nurses in promoting stability and preventing deterioration of patient acuity during the transport process. A grounded theory approach was used to try and understand the processes and strategies that experienced transport nurses used in optimising their patients’ stability and generate a substantive theory in explaining their timely actions. Under a pragmatic paradigm, this grounded theory study utilised the methods of Retrospective Medical Records Review and Interviews. Quantitative random sampling of 50 patients retrieved to a regional ECMO centre, allowed the collection of vital physiological variables staged over three time points. Data analysis showed that two out of the eight variables demonstrated a statistical significance in deterioration. Qualitative unstructured interviews from six transport nurses revealed a variety of activities, proactive and reactive, cognitive and physical, with overwhelming attention to time constraints, employed to benefit the patient. An explanatory theory was identified. Acting in Time encapsulated extant theory from the Secure Base Model (SBM) in fostering studies, and the Actor-Network Theory (ANT), from sociological literature. Acting in Time made overt the core virtues, practices, and skills of the transport nurse in aiming to reduce the risks associated will transport of the critically ill adult while striving to maintain patient stability. The study identified a growing need for centralisation, coordination, standardisation, audit, education and training for all those involved in transporting critically ill patients to a regional ECMO centre. It recommends that dedicated regional transport centres should be implemented for the transport of the adult critical care patient. A centralised database should be created for the import of data from the regional transport teams. Education for all nurses, not just transport nurses, needs to be available to deliver high quality care at any point of patient retrieval. A curriculum for transport education for nurses is outlined.     Fire Service - Management and Command of Major Incidents

    This study has concentrated upon the decision-making processes used at major incidents by the fire service in the United Kingdom rather than the more routine decisions made on the fireground. This partly because major incidents are safety critical events, involving complex technical or communication issues involving large volumes of information and many agencies, and also because the decisions made and judgements exercised have to demonstrate a robustness in application that will withstand considerable external scrutiny, since often major incidents involve losses that are subject to insurance or legal investigations. The research undertaken indicates that improvements are possible. The research places the current decision system in context. It does this by considering the cultural traditions of the fire service together with the managerial and organisational arrangements that set the parameters within which judgements and decisions will be made. This approach provides an insight as to how the fire service functions at operations and importantly the relationship between those decisions and time pressured environment in which they are often reached. Practical case studies that were attended by the author as the senior fire service commander are used to illustrate these features and help provide useful learning outcomes. This foundation is then used to consider in detail the whole decision support system employed and to offer objective improvements. Explanation of the operational practice employed is assisted by the provision of a number of tables and figures that illustrate the critical parts of the decision system, such as information trees and components and observed inter-agency issues, which are summarised in a systethatic decision process. Having collated and reviewed these findings it is postulated that command competency and situational awareness, the essential pre-requisites, can be improved through use of a new paradigm that emphasises the better use of data derived from a wider range of sources than are currently used. To assist in gaining this improvement greater integration of technology is suggested and options that exploit technology, such as electronic data communications, sensing devices, robotics and visualisátion, explored. Additional to the main study a number of allied supportive areas of research have been undertaken. These have included issues like fire service culture, public reaction to a serious fire, emergency action procedures, and toxic plume modelling and fireball impacts together with brief commentaries on September 11th and the future fire service in the United Kingdom. This research contributes to a relatively new area of study, the fire service decision process used to command and control resources, at major incidents
