    Open Innovation and Public Sector Business Process Management – A Multi-Method Study

    Open Process Innovation provides a framework for studying how to systematically make use of knowledge that lies outside of an organization’s boundaries for process innovation initiatives. Here, we seek to investigate into variables that impact on the qualities of Open Process Innovation taking the example of the public sector domain. This paper examines how a lack of resources impacts on BPM. Specifically in investigates how personnel resource scarcity exerts influence on the involvement of i) customers (here citizens and local companies) and ii) consultants (here management and software consultants) in public sector BPM. Our multi-method analysis shows that personnel resource scarcity has consequences for BPM-related collaboration schema as it restricts the involvement of customers. Based on our findings, implications for theory and practice are discussed, including implications for studies on BPM maturity or on business process design. We call for a governancetheory perspective on process innovation as a fundamental basis for understanding and designing the institutions that shape collaboration in open process innovation

    Estudo sobre a perceção da governação das atividades de investimento estrangeiro direto chinês na Nigéria

    This study explores the governance perceptions of stakeholders regarding Chinese Foreign Direct Investment (FDI) activities in Nigeria. The aim is to gain insights into stakeholders' perspectives on various governance dimensions, including transparency and accountability, efficiency and effectiveness, participation and inclusiveness, the rule of law and legal frameworks, social and environmental impact, and stakeholder engagement. Thematic qualitative analysis is applied to the collected data to identify emerging themes and patterns in stakeholders' perceptions of Chinese FDI activities. By analyzing stakeholders' perspectives, this research provides valuable insights into the governance challenges and opportunities related to Chinese FDI in Nigeria.The findings include valuable insights into stakeholders' viewpoints, allowing for a comprehensive understanding of governance dynamics and areas of improvement in Chinese FDI activities in Nigeria. The findings enhance governance frameworks and promote sustainable and mutually beneficial relationships between China and Nigeria. The study contributes to the existing literature on governance perception and provides practical implications for enhancing governance practices and stakeholder engagement in Chinese FDI projects.Este estudo explora as percepções de governação das partes interessadas relativamente às actividades do Investimento Direto Estrangeiro (IDE) chinês na Nigéria. O objetivo é conhecer as perspectivas das partes interessadas sobre várias dimensões da governação, incluindo a transparência e a responsabilidade, a eficiência e a eficácia, a participação e a inclusão, o Estado de direito e os quadros jurídicos, o impacto social e ambiental e o envolvimento das partes interessadas. A análise qualitativa temática é aplicada aos dados recolhidos para identificar temas e padrões emergentes nas percepções das partes interessadas sobre as actividades de IDE chinesas. Ao analisar as perspectivas das partes interessadas, este estudo fornece informações valiosas sobre os desafios e as oportunidades de governação relacionados com o IDE chinês na Nigéria.As conclusões incluem informações valiosas sobre os pontos de vista das partes interessadas, permitindo uma compreensão abrangente da dinâmica da governação e das áreas de melhoria das actividades de IDE chinês na Nigéria. As conclusões reforçam os quadros de governação e promovem relações sustentáveis e mutuamente benéficas entre a China e a Nigéria. O estudo contribui para a literatura existente sobre a perceção da governação e fornece implicações práticas para melhorar as práticas de governação e o envolvimento das partes interessadas nos projectos de IDE chineses

    Semantic discovery and reuse of business process patterns

    Patterns currently play an important role in modern information systems (IS) development and their use has mainly been restricted to the design and implementation phases of the development lifecycle. Given the increasing significance of business modelling in IS development, patterns have the potential of providing a viable solution for promoting reusability of recurrent generalized models in the very early stages of development. As a statement of research-in-progress this paper focuses on business process patterns and proposes an initial methodological framework for the discovery and reuse of business process patterns within the IS development lifecycle. The framework borrows ideas from the domain engineering literature and proposes the use of semantics to drive both the discovery of patterns as well as their reuse

    E-Governance: Strategy for Mitigating Non-Inclusion of Citizens in Policy Making in Nigeria

    The Nigerian federation that currently has 36 states structure adopted the Weberian Public Administrative system before now as an ideal way of running government, which was characterized with the traditional way of doing things without recourse to the deployment of Information Communication Technology (ICT). Today e-governance is seen as a paradigm shift from the previous way of governance. Research has shown that, the adoption and implementation of e-governance is more likely to bring about effective service delivery, mitigate corruption and ultimately enhance citizens’ participation in governmental affairs. However, it has been argued that infrastructure such as regular electricity power and access to the Internet, in addition to a society with high rate of literacy level are required to effectively implement and realize the potentials of e-governance for improved delivery of services. Due to the difficulties currently experienced, developing nations need to adequately prepare for the implementation of e-governance on the platform of Information Communication Technology (ICT). Hence, this study seeks to examine whether the adoption and implementation of e-governance in the context of Nigeria would mitigate the hitherto non-inclusion of citizens in the formulation and implementation of government policies aimed at enhanced development. To achieve the objective of the study, data were sourced and analyzed majorly by examining government websites of 20 states in the Nigerian federation to ascertain if there are venues for citizens to interact with government in the area of policy making and feedback on government actions, as a way of promoting participatory governance. The study revealed that the adoption and implementation of e-governance in the country is yet to fully take place. This is due to lack of infrastructure, low level of literacy rate and government inability to provide the necessary infrastructure for e-governance to materialize. The paper therefore, recommends among others the need for the Federal Government to involve a sound and clear policy on how to go about the adoption and implementation of egovernance through deliberate effort at increasing budgetary allocation towards infrastructural development and mass education of citizens

    The Impact of e-Democracy in Political Stability of Nigeria

    The history of the Nigerian electoral process has been hitherto characterized by violence stemming from disputes in election outcomes. For instance, violence erupted across some states in Northern Nigeria when results indicated that a candidate who was popular in that part of the country was losing the election leading to avoidable loss of lives. Beside, this dispute in election outcome lingers for a long time in litigation at the electoral tribunals which distracts effective governance. However, the increasing penetrating use of ICTs in Nigeria is evident in the electoral processes with consequent shift in the behavior of actors in the democratic processes, thus changing the ways Nigerians react to election outcomes. This paper examines the trend in the use ICT in the Nigerian political system and its impact on the stability of the polity. It assesses the role of ICT in recent electoral processes and compares its impact on the outcome of the process in lieu of previous experiences in the Nigeria. Furthermore, the paper also examines the challenges and risks of implementing e-Democracy in Nigeria and its relationship to the economy in the light of the socio-economic situation of the country. The paper adopted qualitative approach in data gathering and analysis. From the findings, the paper observed that e-democracy is largely dependent on the level of ICT adoption, which is still at its lowest ebb in the country. It recognizes the challenges in the provision of ICT infrastructure and argues that appropriate low-cost infrastructure applicable to the Nigerian condition can be made available to implement e-democracy and thus arouse the interest of the populace in governance, increase the number of voters, and enhance transparency, probity and accountability, and participation in governance as well as help stabilize the nascent democrac

    ItAIS (www.itais.org) was established in 2003 as the Italian Chapter of the Association for Information Systems (AIS - www.aisnet.org) and has since then been promoting the exchange of ideas, experience, and knowledge among both academics and professionals committed to the development, management, organization and use of information systems. The itAIS conference is the major annual event of the Italian Information System community and it is thought as a forum to promote discussions and experiences exchanges among researchers in the field, both from the academy and the industry. Being the current the eleventh edition, in 2016 itAIS was held in Verona. The previous editions took place in Rome on 2015, Genova on 2014, Milan on 2013, Rome on 2012 and 2011, Naples on 2010, Costa Smeralda on 2009, Paris on 2008, Venice on 2007, Milan on 2006, Verona on 2005, and again Naples on 2004. itAIS 2016 aims to bring together researchers, scientists, engineers, and doctoral students to exchange and share their experiences, ideas, challenges, solutions, and research results about all aspects related to the impact of Information Technology and Innovation Trends in Organizations. The conference includes 16 tracks: (1) Organizational change and Impact of ICT; (2) Accounting Information Systems; (3) Advanced ICT support for innovation strategies, management, and implementations; (4) Human-computer interaction; (5) Continuous Redesign of Socio-Technical Systems; (6) Digitalization trends in Human Resources Management; (7) e-Services, Social Networks, and Smartcities; (8) ICT-enabled innovation in public services: co-production and collaborative networking; (9) The new era of digitalization in Healthcare and Public sector; (10) IS (lost) in the Cloud; (11) Internet of Things: exploring tensions in global information infrastructures; (12) Technology- enhanced learning: transforming learning processes in organizations; (13) Supply Chain Resilience and Security; (14) Digital Marketing and Analytics. The participation success that has been registered in the previous editions is confirmed this year. The conference attracted more than 80 submissions from Italian and foreigner researchers. Among them, more 6 than 68 contributions have been accepted for presentation at the conference following a double-blind review process. Among them, 19 are published in this book, the other will appear in a volume of the Springer Series Lecture Notes in Information Systems and Organisations1. The conference took place at Economics Department, University of Verona (Santa Marta campus) on October 7th \u2013 8th, 2016 and is organized in 5 parallel sessions. We would like to thank all the authors who submitted papers and all conference participants. We are also grateful to the chairs of the fourteen tracks and the external referees, for their thorough work in reviewing submissions with expertise and patience, and to the President and members of the itAIS steering committee for their strong support and encouragement in the organization of itAIS 2016.
