Program Theory and Quality Matter: Changing the Course of Extension Program Evaluation

As internal evaluators for the 4-H program in two states, we simultaneously yet independently began to change the way we approached our evaluation practices, turning from evaluation capacity building (ECB) efforts that prepared educators to define and measure program outcomes to strategies that engage educators in defining and measuring program quality. In this article, we discuss our similar experiences, how these experiences are changing the ECB work we do, and how changing our evaluation approach ultimately will position 4-H for better evaluations in the future. This shift in evaluation focus has implications for other Extension program areas as well

Thus, the 21st century companies, currently undergoing the market globalization process, need strategies that would allow them to face the continuous transformations of the world economy in order to succeed. Therefore, in order to take advantage of positive trends, markets need to be confronted with winning strategies, with instruments that create a valid orientation in the implementation of long-term objectives. The new economic reality is highly complex, thus triggering an equal development of the management techniques and control practices not to lose sight of a significant feature of the monitoring of the economic evolution and management decisions of companies. Defining and Measuring Excellence in the Changing World of Higher Education: Case Stories from Five Colleges of Education

This paper presents a collection of case stories from five Educator Preparation Programs (EPPs) within colleges of education, four from institutions in Texas and one from California, to present a micro cross-sectional narrative interpretation of what constitutes excellence in educator preparation. The broad framework utilized in this interpretation focuses on the individual approaches used by each institution for creating and sustaining positive cultures of data-informed decision-making, with the ultimate objective of continuous program improvement, while also meeting the accreditation expectations of each institution

Defining and Measuring The Creation of Quality Jobs

Our research is intended to support our peers in the Community Development Financial Institution (CDFI) industry who, through their financing, have served low-income and other disadvantaged communities for two decades.  While the CDFI industry has been instrumental in supporting job creation across the U.S., we believe that now is the time to focus greater attention on the quality of the jobs created in order to combat rising income and wealth inequality.Through a better understanding of what defines a quality job and a set of practical methods for measuring the quality of jobs created, we believe CDFIs and others in the impact investing community will be better positioned to make more effective investments that support good jobs for workers, businesses, and communities

Exploring supportive and defensive communication behavior and psychological safety between supervisors and their subordinates

Master's Project (M.A.) University of Alaska Fairbanks, 2015This project explores the relationship between supportive and defensive communication behavior and psychological safety in the organizational setting. A paper and pencil survey measuring team psychological safety and supportive and defensive communication behaviors was administered to participants in the northwestern region of the United States. Supervisor use of supportive communication behavior was hypothesized to be positively correlated with employee psychological safety. Support was found for the hypothesis. This research sought to expand the scope of our understanding of psychological safety in an organizational setting while highlighting the benefits of using supportive communication behavior

Primary Health Care and Aging: Edited Proceedings of the Consultative Group Meeting on Geriatric Training in Primary Health Care

From 21-25 February 2000, in San Jose, Costa Rica, a WHO Consultative Group was held on the topic of Primary Health Care for Older Persons, with representatives from 13 countries from around the world, as well as Headquarters and Regional offices of WHO and the private sector. In the policy statement that emerged from the meeting four basic principles were highlighted: universal accessibility and coverage on the basis of need, community and individual involvement, intersectoral action for health, and appropriate use of cost effective technologies in relation to the available resources. Three complementary integration functions are mentioned: functional with an integrated approach to the health needs of individuals over their life course taking precedence over episodic management of disease; organizational, with a focus on how health centers should function with interdisciplinary teams; and educational which addresses the knowledge and skills and attitudes needed by health professionals that will facilitate communication, networking, advocacy and mediation of resources. The proceedings go on to outline the objectives to be included in national plans on health of older people, as well as the extended benefits and outcomes to be expected from PHC strategies for older people. In promoting quality of care for older persons, positive and negative factors are mentioned, as are strategies to: stimulate interest in geriatric care, motivate general practitioners to focus on the care of elders, encourage teamwork among PHC staff, and encourage multi-sectoral collaboration in promoting the health of older persons. An example is provided of healthy ageing from Canada. The recommendations include defining and measuring an ageing friendly health center (with specific indicators for the latter), defining the role of the PHC team in promoting healthy ageing, characteristics that programs should have to promote “age friendly” services in the primary care setting, and outcome indicators for quality of care of elders at the PHC level

Youth Media's Impact on Audience and Channels of Distribution

In partnership with the Open Society Institute, the Surdna Foundation supported a research and capacity building initiative focused on youth media's impact on audience. Social Policy Research Associates (http://www.spra.com), based out of the Bay Area, was hired to conduct a literature review of existing media evaluation models, develop a theory of youth media impact on audience, and create a toolkit, which was used to build the evaluation capacity of a regional group of youth media organizations

Process performance measurement support : a critical analysis

Design development processes, within engineering disciplines, lack the necessary mechanisms in identifying the specific areas where improved design development performance may be obtained. In addition, they lack the means to consider and align the goals and respective performance levels of related development activities with an organisation's overall goals and performance levels. Current research in organisational performance behaviour, formalised through performance frameworks and methodologies, has attempted to identify and focus upon those critical factors which impinge upon a wealth creation system while attempting to, simultaneously, remain representative of organisational functions, processes, people, decisions and goals. Effective process improvements remain conditional upon: the ability to measure the potential performance gains which may result from an improvement initiative; the ability to understand existing process dynamics and in turn understand the subsequent impact of some change to a system/process; and, the ability to identify potential areas for improvement. The objective of this paper is to discuss some of the management techniques, which are purported to support various process performance concerns and perspectives, and present the major factors that remain unsupported in identifying, measuring and understanding design process performance

Eligible assets, investment strategies and investor protection in light of modern portfolio theory: Towards a risk-based approach for UCITS. ECMI Policy Briefs No. 2, 18 September 2006

As the European Commission is currently in the process of preparing its White Paper on the enhancement of the EU framework for investment funds (scheduled for November 2006), now is a good time to reflect on whether the UCITS framework needs a radical overhaul if the regulatory landscape is going to adapt itself to the reality of market evolutions. European Capital Markets Institute (ECMI) Head of Research Jean-Pierre Casey contributes to this important debate with the second ECMI Policy Brief, in which he argues that UCITS ought to move to a risk-based approach as opposed to a reliance on the product approach. Casey concludes that both the product approach, which necessitates defining eligible assets – a laborious exercise – and the investment restrictions which form the other cornerstone of investor protection in UCITS, are outdated and out of sync with the lessons of modern portfolio theory. ECMI is an independent research body specialising in research on capital markets. It is managed by CEPS staff
