    Monitoring sanitation and hygiene in the 2030 agenda for sustainable development: A review through the lens of human rights

    International monitoring of drinking water and sanitation has been jointly carried out by WHO and UNICEF through their Joint Monitoring Programme (JMP). With the end of the Millennium Development Goals (MDGs) era in 2015, the JMP has proposed a post-2015 framework for integrated monitoring of water and sanitation targets included in the Sustainable Development Goal no. 6. This article discusses how each element of the proposed sanitation target and corresponding indicators can be understood from a human rights perspective. Building on the MDGs, and although some of the weaknesses and gaps persist, the discussion suggests that the post-2015 proposal is a step forward towards a monitoring framework where human rights elements related to sanitation are effectively promoted. In addition, to support the interpretation and implementation of the normative content of human rights obligations related to sanitation, the study proposes a reduced set of easy-to-assess indicators to measure the normative criteria of this right, which are then grouped in a multidimensional framework to describe increasing levels of sanitation service. To do this, the study combines literature review and specific local experience from three case studies. It is shown that the proposed monitoring tools, namely the indicators and the multidimensional indicator framework, provide guidance on monitoring the human right to sanitation.     Forst on Reciprocity of Reasons: a Critique

    According to Rainer Forst, (i) moral and political claims must meet a requirement of reciprocal and general acceptability (RGA) while (ii) we are under a duty in engaged discursive practice to justify such claims to others, or be able to do so, on grounds that meet RGA. The paper critically engages this view. I argue that Forst builds a key component of RGA, i.e., reciprocity of reasons, on an idea of the reasonable that undermines both (i) and (ii): if RGA builds on this idea, RGA is viciously regressive and a duty of justification to meet RGA fails to be agent transparent. This negative result opens the door for alternative conceptions of reciprocity and generality. I then suggest that a more promising conception of reciprocity and generality needs to build on an idea of the reasonable that helps to reconcile the emancipatory or protective aspirations of reciprocal and general justification with its egalitarian commitments. But this requires to downgrade RGA in the order of justification and to determine on prior, substantive grounds what level of discursive influence in reciprocal and general justification relevant agents ought to have

These small, short-range vehicles with all-electric or hybrid-electric propulsion systems, tailored to metropolitan aerial transportation needs, promise to radically change passenger mobility and cargo distribution in cities.     Measuring and comparing the reliability of the structured walkthrough evaluation method with novices and experts

    Effective evaluation of websites for accessibility remains problematic. Automated evaluation tools still require a significant manual element. There is also a significant expertise and evaluator effect. The Structured Walkthrough method is the translation of a manual, expert accessibility evaluation process adapted for use by novices. The method is embedded in the Accessibility Evaluation Assistant (AEA), a web accessibility knowledge management tool. Previous trials examined the pedagogical potential of the tool when incorporated into an undergraduate computing curriculum. The results of the evaluations carried out by novices yielded promising, consistent levels of validity and reliability. This paper presents the results of an empirical study that compares the reliability of accessibility evaluations produced by two groups (novices and experts). The main results of this study indicate that overall reliability of expert evaluations was 76% compared to 65% for evaluations produced by novices. The potential of the Structured Walkthrough method as a useful and viable tool for expert evaluators is also examined. Copyright 2014 ACM

    Concepts, reflections and applications of social equity: approaches to accessibility to primary goods and services in the region of Flanders, Belgium

    Mobility presents a variety of opportunities as it allows users to access locations and services, and to meet people beyond their immediate surroundings. While the concept of mobility primarily focuses on the ease of moving, accessibility delineates the actual potential to participate in out-of-home activities. As a result, accessibility is a complex concept with a multitude of foci. This complexity is presented in the first section, which explains the general concept of accessibility, how it is defined and how it is related to the notion of transport-related exclusion. This section also gives an overview of the body of literature on the measures to determine area-based as well as personal accessibility levels and points out the important contrast between the simple, easy-to-interpret methods, adopted by policy makers and the complex methods preferred by experts. The second section clarifies how the dichotomous relationship between the urban and rural environment is reflected in transport policy that emphasizes on (especially car-based) mobility rather than on accessibility. Furthermore, the environmental and economic points of view are highlighted and the common policy strategies focused on sustainability are illustrated. Subsequently, the shortcomings in the way in which the contemporary debates concerning mobility, sustainability and the social implications of transport planning are conducted, are criticized. Finally, the last part of this section is dedicated to an extensive discussion on the ability of transport policies to, on the one hand, generate spatially as well as temporally uneven accessibility effects that give preference to certain population groups above others, and on the other hand, their ability to strive for a more equitable distribution of transport services amongst the population. The third section proposes two methodologies for measuring transport-related social exclusion implemented in a literature-based case study in Flanders. These studies comprise the following topics: measuring transport gaps by relating the social to the transport disadvantage and measuring modal disparities by comparing accessibility by private and public transport. The former investigates in which areas the provision of the public transport system is not tailored to specific public transport needs. The latter examines the disparity in access by private and public transport in order to highlight the car dependency. Both case studies incorporate the temporal variability in provision through the private and public transport network, as the time-of-day strongly influences accessibility levels

    Sustainable mobility in Europe: Problems in defining and implementing an operational measure

    Transport policy in Europe, both at the European Union level and the national level, has been dominated by the concept of sustainable mobility. This concept is rarely adequately defined, and even more rarely is an operational measure of the concept identified. We know that sustainable mobility is an attempt to relate both the environmental damage and other negative externalities associated with transport, on the one hand, and the positive benefits linked to the role played by an efficient transport system in sustaining and enhancing a given level of activity and its growth in the economy as a whole, on the other hand, to the mobility of both individuals and goods. Sustainability in any system implies that the system is capable of maintaining itself in the long term so that current levels of activity do not damage future prospects. These concepts are well known and broadly accepted, what has proved more difficult is the definition of operational measures in the context of a fully worked through model linking transport, the economy and the environment. This paper attempts to provide such a framework. It argues that sustainability can only be understood in a model which is explicitly spatial, since the distribution of economic activity and of the externalities associated with transport are a key element in the definition of sustainability. The paper provides a framework which synthesises recent work in the new economic geography, in the economics of transport infrastructure and the environmental effects of transport as the basis for a definition of a set of indicators which can be used as tests of the sustainability of transport policy measures.

    Identifying public transport gaps using time-dependent accessibility levels

    One of the concerns that has aroused much scholarly attention in transport geography lately is the extent to which public transport provision enables the less privileged population segments, especially those without privately owned motorized vehicles, to participate in activities that are deemed normal within the society they live in. This study contributes to this line of inquiry by proposing a methodology for identifying public transit gaps, a mismatch between the socially driven demand for transit and the supply provided by transit agencies. The methodology draws on the latest accomplishments in the field of modeling time-continuous, schedule-based public transport accessibility. Accessibility levels to key destinations are calculated at regular time intervals, and synoptic metrics of these levels over various peak and off-peak time windows are computed for weekdays and weekends. As a result, a temporally reliable picture of accessibility by public transport is constructed. The obtained index of public transport provision is compared to a public transport needs index based on the spatial distribution of various socio-demographics, in order to highlight spatial mismatches between these two indices. The study area consists of Flanders, which is the northern, Dutch-speaking region of Belgium. The results indicate that mainly suburban areas are characterized by high public transport gaps.     Culture-based artefacts to inform ICT design: foundations and practice

    Cultural aspects frame our perception of the world and direct the many different ways people interact with things in it. For this reason, these aspects should be considered when designing technology with the purpose to positively impact people in a community. In this paper, we revisit the foundations of culture aiming to bring this concept in dialogue with design. To inform design with cultural aspects, we model reality in three levels of formality: informal, formal, and technical, and subscribe to a systemic vision that considers the technical solution as part of a more complex social system in which people live and interact. In this paper, we instantiate this theoretical and methodological view by presenting two case studies of technology design in which culture-based artefacts were employed to inform the design process. We claim that as important as including issues related to culture in the ICT design agenda—from the conception to the development, evaluation, and adoption of a technology—is the need to support the design process with adequate artefacts that help identifying cultural aspects within communities and translating them into sociotechnical requirements. We argue that a culturally informed perspective on design can go beyond an informative analysis, and can be integrated with the theoretical and methodological framework used to support design, throughout the entire design process
