    Reinforcement learning applied to metamaterial design

    This paper presents a semi-analytical method of suppressing acoustic scattering using reinforcement learning (RL) algorithms. We give a RL agent control over design parameters of a planar configuration of cylindrical scatterers in water. These design parameters control the position and radius of the scatterers. As these cylinders encounter an incident acoustic wave, the scattering pattern is described by a function called total scattering cross section (TSCS). Through evaluating the gradients of TSCS and other information about the state of the configuration, the RL agent perturbatively adjusts design parameters, considering multiple scattering between the scatterers. As each adjustment is made, the RL agent receives a reward negatively proportional to the root mean square of the TSCS across a range of wavenumbers. Through maximizing its reward per episode, the agent discovers designs with low scattering. Specifically, the double deep Q-learning network and the deep deterministic policy gradient algorithms are employed in our models. Designs discovered by the RL algorithms performed well when compared to a state-of-the-art optimization algorithm using fmincon

    Web-ased innovation indicators - which firm website characteristics relate to firm-level innovation activity?

    Web-based innovation indicators may provide new insights into firm-level innovation activities. However, little is known yet about the accuracy and relevance of web-based information. In this study, we use 4,485 German firms from the Mannheim Innovation Panel (MIP) 2019 to analyze which website characteristics are related to innovation activities at the firm level. Website characteristics are measured by several text mining methods and are used as features in different Random Forest classification models that are compared against each other. Our results show that the most relevant website characteristics are the website’s language, the number of subpages, and the total text length. Moreover, our website characteristics show a better performance for the prediction of product innovations and innovation expenditures than for the prediction of process innovations

    JRC horizon scanning on dual-use civil and military research

    This report presents the results of a horizon scanning exercise carried out by the JRC, aiming at identifying “emerging” issues displaying potentiality for dual-use research and further applications, i.e. use of civilian research outcomes for defence purposes and vice versa. The exercise allowed the identification of 14 issues, seven of which being further commented: six perceived as having very high relevance for dual-use applications in short- to mid-term (between now and ca. 10 years), plus one assessed as emerging at the longer-term. Interestingly four issues out of these seven ones fall entirely or partially under the realm of biology: “Multifunctional materials”, “CRISPR and genetic manipulations”, “Enhancing humans” and “Synthetic biology”. All together, these thematic issues, actually interrelated, show that the importance of the manipulation of the living, including that of human bodies, with all its aspects, positive and negative, bright and dark, defensive and offensive, is expected to increase in time and impact.JRC.E.7-Knowledge for Security and Migratio

    The Singularity Isn’t Simple! (However We Look at It) A Random Walk between Science Fiction and Science Fact

    It seems to be accepted that intelligence—artificial or otherwise—and ‘the singularity’ are inseparable concepts: ‘The singularity’ will apparently arise from AI reaching a, supposedly particular, but actually poorly-defined, level of sophistication; and an empowered combination of hardware and software will take it from there (and take over from us). However, such wisdom and debate are simplistic in a number of ways: firstly, this is a poor definition of the singularity; secondly, it muddles various notions of intelligence; thirdly, competing arguments are rarely based on shared axioms, so are frequently pointless; fourthly, our models for trying to discuss these concepts at all are often inconsistent; and finally, our attempts at describing any ‘post-singularity’ world are almost always limited by anthropomorphism. In all of these respects, professional ‘futurists’ often appear as confused as storytellers who, through freer licence, may conceivably have the clearer view: perhaps then, that becomes a reasonable place to start. There is no attempt in this paper to propose, or evaluate, any research hypothesis; rather simply to challenge conventions. Using examples from science fiction to illustrate various assumptions behind the AI/singularity debate, this essay seeks to encourage discussion on a number of possible futures based on different underlying metaphysical philosophies. Although properly grounded in science, it eventually looks beyond the technology for answers and, ultimately, beyond the Earth itself
