    Who loses if nothing is done? The city of Atlanta, with its central location, mature transit network, excess capacity in utilities, and reasonably aggressive public officials will probably thrive no matter what happens outside the I-285 perimeter. Communities outside the boundaries of the ten-county Atlanta Regional Commission (ARC) area will enjoy the temporary fruits of being the next ring of new suburban development. Caught between the Atlanta magnet and the sprawling communities outside the ARC, ARC's suburban communities may bear the worst of the downside effects of the current regional decision-making structure. In the end, though, it is all of North Georgia that loses as congestion, pollution, rising taxes, and reduced quality of life diminish its attractiveness to economic development

    The economy of the Chicago metropolitan region has reached a critical juncture. On the one hand, Chicagoland is currently a highly successful global region with extraordinary assets and outputs. The region successfully made the transition in the 1980s and 1990s from a primarily industrial to a knowledge and service-based economy. It has high levels of human capital, with strong concentrations in information-sector industries and knowledge-based functional clusters -- a headquarters region with thriving finance, business services, law, IT and emerging bioscience, advanced manufacturing and similar high-growth sectors. It combines multiple deep areas of specialization, providing the resilience that comes from economic diversity. It is home to the abundant quality-of-life amenities that flow from business and household prosperity.On the other hand, beneath this static portrait of our strengths lie disturbing signs of a potential loss of momentum. Trends in the last decade reveal slowing rates, compared to other regions, of growth in productivity and gross metropolitan product. Trends in innovation, new firm creation and employment are comparably lagging. The region also faces emerging challenges with respect to both spatial efficiency and governance.In this context, the Chicago Metropolitan Agency for Planning (CMAP) has just released GO TO 2040, its comprehensive, long-term plan for the Chicago metropolitan area. The plan contains recommendations aimed at shaping a wide range of regional characteristics over the next 30 years, during which time more than 2 million new residents are anticipated. Among the chief goals of GO TO 2040 are increasing the region's long-term economic prosperity, sustaining a high quality of life for the region's current and future residents and making the most effective use of public investments. To this end, the plan addresses a broad scope of interrelated issues which, in aggregate, will shape the long-term physical, economic, institutional and social character of the region.This report by RW Ventures, LLC is an independent assessment of the plan from a purely economic perspective, addressing the impacts that GO TO 2040's recommendations can be expected to have on the future of the regional economy. The assessment begins by describing how implementation of GO TO 2040's recommendations would affect the economic landscape of the region; reviews economic research and practice about the factors that influence regional economic growth; and, given both of these, articulates and illustrates the likely economic impacts that will flow from implementation of the plan. In the course of reviewing the economic implications of the plan, the assessment also provides recommendations of further steps, as the plan is implemented, for increasing its positive impact on economic growth

    Optimizing public transit is an important issue in the 21st century. This research project was focused on the run time performance of the Ride On bus system in Montgomery County, MD. Through a focus group, field observations, and interviews we were able to create a set of comprehensive recommendations targeting addressable issues such as bus boarding, traffic signal idle time, and scheduling. Besides recommending common solutions, such as smartcards and transit signal prioritization, we developed an innovative scheduling paradigm

    Multi-Dimensional Assessment of Transit System Efficiency and Incentive-based Subsidy Allocation

    Over the past several decades, contending with traffic congestion and air pollution has emerged as one of the imperative issues across the world. Development of a transit-oriented urban transport system has been realized by an increasing number of countries and administrations as one of the most effective strategies for mitigating congestion and pollution problems. Despite the rapid development of public transportation system, doubts regarding the efficiency of the system and financing sustainability have arisen. Significant amount of public resources have been invested into public transport; however complaints about low service quality and unreliable transit system performance have increasingly arisen from all walks of life. Evaluating transit operational efficiency from various levels and designing incentive-based mechanisms to allocate limited subsidies/resources have become one of the most imperative challenges faced by responsible authorities to sustain the public transport system development and improve its performance and levels of service. After a comprehensive review of existing literature, this dissertation aims to develop a multi-dimensional framework composed of a series of robust multi-criteria evaluation models to assess the operational and financial performance of transit systems at various levels of application (i.e. region/city level, operator level, and route level). It further contributes to bridging the gap between transit efficiency evaluation and the subsequent subsidy allocation by developing a set of incentive-based resource allocation models taking various levels of operational and financial efficiencies into consideration. Case studies using real-world transit data will be performed to validate the performance and applicability of the proposed models

    DEVELOPING A SMART AND SUSTAINABLE PUBLIC TRANSPORTATION SYSTEM: A CASE STUDY IN CAMDEN, NEW JERSEY

    The transportation sector is a major contributor to air pollution and Greenhouse Gas (GHG) emissions. As a significant source of emissions, public transportation presents an opportunity for mitigation through electrification. However, transitioning to an electric bus fleet necessitates substantial investments in bus procurement and charging infrastructure. To address the associated costs, this study introduces a mixed-integer linear mathematical model developed to optimize the location of on-route fast charging stations within bus networks. The central objective of this optimization formulation is to minimize the overall cost of establishing the charging infrastructure. The study employs a real-world case study focusing on a Camden, NJ, USA bus network. Key considerations include optimizing charging station locations considering time constraints at bus stops to avoid schedule delays and inconvenience for passengers during the charging process. Furthermore, the study investigates the sensitivity of the optimization model in response to variations in parameters. Notably, battery capacity, charger power, average energy consumption, dwell time, and minimum and maximum state of charge significantly affect the optimal locations and required number of chargers. The insights generated from this study are anticipated to offer valuable guidance to policymakers, practitioners, and researchers involved in planning the transition of bus fleets towards zero-emission vehicles

    This report summarizes current computer simulation capabilities and the availability of near-real-time data sources allowing for a novel approach of analyzing and determining optimized responses during disruptions of complex multi-agency transit system. The authors integrated a number of technologies and data sources to detect disruptive transit system performance issues, analyze the impact on overall system-wide performance, and statistically apply the likely traveler choices and responses. The analysis of unaffected transit resources and the provision of temporary resources are then analyzed and optimized to minimize overall impact of the initiating event

    Transforming European Metropolitan Regions

    Transportation in urban areas, particularly metropolitan regions, generates congestion and vast greenhouse gas emissions, and thus imposes enormous challenges upon authorities in providing healthy living conditions and a supportive environment for businesses. Thus, the overall objective of the SMART-MR project was to support local and regional authorities in improving transport policies and providing sustainable measures for achieving resilient low-carbon transportation and mobility in metropolitan regions. To tackle this issue, ten project partners from eight metropolitan regions (Oslo, Gothenburg, Helsinki, Budapest, Ljubljana, Rome, Porto, and Barcelona) have shared their experience in transport and mobility planning by holding seven topically interrelated workshops. The goal of this publication is not to present all of the project results. It only focuses on the main lessons learned during the seven workshops.Promet v metropolitanskih regijah povzroča zastoje in velike količine toplogrednih plinov ter s tem nalaga velike izzive oblastem pri zagotavljanju zdravih življenjskih pogojev za prebivalce in podpornega okolja za razvoj gospodarstva. Tako je glavni cilj projekta SMART-MR podpreti lokalne in regionalne oblasti pri izboljšanju prometne politike in zagotavljanju trajnostnih ukrepov za dosego prožne nizkoogljične mobilnosti v metropolitanskih regijah. Za rešitev tega vprašanja je 10 projektnih partnerjev iz 8 metropolitanskih regij (Oslo, Göteborg, Helsinki, Budimpešta, Ljubljana, Rim, Porto in Barcelona) delilo svoje izkušnje s področja prometa in načrtovanja mobilnosti in v tem okviru organiziralo 7 delavnic. Namen publikacije ni predstaviti vseh rezultatov projekta, temveč se osredotoča zgolj na glavna sporočila, ki jih prikazujemo v obliki osmih korakov za vodenje sprememb
