    Decision-making in semi-democratic contexts

    Producción CientíficaA general problem, which may concern practical contexts of different nature, is to aggregate multi-experts rankings on a set of alternatives into a single fused ranking. Aggregation should also take into account the experts’ importance, which may not necessarily be the same for all of them. We synthetically define this context as semi-democratic. The main aim of the paper is the analysis of the possible semi-democratic paradigms that can be conceived when the experts’ importance is not the same: (i) the importance is described by means of a weighting vector; (ii) the importance is expressed by a weak order on the set of experts; (iii) the importance is described by a weak order on the set of experts with additional information on the ordinal proximities among them. The three paradigms can be applied in different decision-making situations, where some experts perform multiple assignments. In this paper various situations are discussed and analyzed in detail.     The Social Capital of Cohousing Communities

    This article aims to discuss the possibility that cohousing communities might combine both civil engagement and governance systems in order to simultaneously generate three forms of social capital: bonding, bridging, and linking social capitals. Cohousing communities intend to create a ‘self-sufficient micro-cosmos’, but struggle against the relationships of ‘anonymous’ neighbourhood. Cohousers build their bonding social capital through the creation of a supportive (formal and informal) network within the community; while at the same time they develop bridging social capital when they try to integrate with the wider context, by organizing activities and making available spaces towards the outside. Finally, when cohousers try to collaborate with external partners (e.g. non-profit organizations and public institutions) they build linking social capital in relation to the ideas, information and advantages obtained through the collaboration with these institutions

    Institutional stakeholder participation in urban redevelopment in Tehran: An evaluation of decisions and actions

    Experimentation with citizen participation in urban redevelopments is increasing worldwide. This paper aims to scrutinise this trend through an in-depth case study of the decisions and actions taken by the institutional stakeholders involved in participatory urban redevelopment in Tehran, Iran. The discussion is based around two contrasting urban redevelopment areas which set out to adopt a participatory approach involving various stakeholders including institutions (the Municipality of Tehran and the Heritage Organisation) and local owner-occupiers, developing new knowledge, understanding, and clarity about the concept and application of participation in urban redevelopments in developing countries. In both areas, the institutions invited owners to participate in the physical and economic improvements of their places through land assemblage or sharing redevelopment costs. In this study a range of qualitative methods are used including photo-elicitation techniques (PEI) and semi-structured interviews with locals, officials and professionals. The results show the vulnerability of the process. This was revealed when one institution did not maintain their role and when some owner-occupiers acted as free-riders. This highlights the challenge of building an enduring collaboration between institutional stakeholders from the planning to in-use stages, in particular the difficulties that arise as different institutions become involved in the process. This issue is more problematic when resources are limited and/or intermittent. As the results show, the institutional collaboration was smoother when fewer stakeholders were involved in decision making. In the commercial case, there were more complaints about overdue completion in the projects due to poor institutional collaboration. We recommend the need for an agreed mechanism prior to such initiatives where the role of the various stakeholders and their responsibilities are clearly cited, and where all different impact scenarios from the planning to in-use stage are set out

    Democratic Education In The Egyptian Higher Education: Investigation Of Tutors’ Perception Of Democratic Education In The Egyptian Higher Education

    Democratic education (DE) sees young people not as passive recipients of knowledge, but rather as active co-creators of their own learning and valued participants in a learning community. This study investigates tutors’ understanding and implementation of DE in the Egyptian Higher Education (HE). It investigates HE tutors’ conception about learners controlling their educational process by being fully embedded in it. Data for this qualitative paper was collected from 20 tutors from two Egyptian universities via one-to-one interviews and focus groups. This study highlighted the inference of political events in Egypt, since 2011, on HE students in their way of thinking and reflecting and addressed the need of DE to be a part of the educational paradigm. This paper concluded that DE is based on placing students in the centre of their learning and empowering them. Also, tutor-student dialogic approach and tutor-student trust are essential approaches to implement DE

    Designing democratic institutions for collaborative economic development: a European perspective

    Collaborative approaches to local economic development have developed in a number of European countries. However collaborative working presents a new problem for policy makers and public management researchers. The problem is to design an institutional framework for the governance of economic development that provides for anchorage in the democratic system without loosing the benefits of flexible policy design and delivery. This is particularly important in a European context. The European Union has recognised the need for citizens to be more engaged in the governance of public policy at all scales - from local neighbourhoods to the transnational level. This chapter addresses the problem by examining the basic questions that any form of democratic governance design needs to address, and relating this to the case of economic development. The core democratic design questions are: How can legitimacy be secured? In what ways can relevant publics give consent to decisions? Through what means can the institution be held to account? The chapter discusses these three democratic imperatives and shows that different responses to these produce three archetypical governance designs - club, agency and polity. We then explore the way in which the problems of democratic governance have been solved empirically through longitudinal case studies of the expansion of Mainport Rotterdam and the management of economic, environmental, residential and transportation agendas in the Ghent canal area of the Flanders region of Belgium. The analysis shows that although different national and regional political contexts matter, the typology of archetypes offers a way of understanding the overall democratic orientation of a particular governance design as well as offering a basis from which policy makers can create their own solutions

    The recruitment and selection of pension trustees:an integrative approach

    The role of a pension trustee is significant, which makes the recruitment and selection of labour trustees an important issue. In this article, we examine and combine aspects of two approaches to recruitment and selection: the political nomination model and the more professional HRM approach. We argue that an integrative approach would acknowledge the political, regulatory and organisational context while incorporating valid selection criteria such as domain-specific skills and performance on the job. Such an integrated process can help trade unions in filling labour trustee positions with talented individuals who are more likely to be effective in achieving labour's goals in pension governance
