    Rural Community Participation, Social Networks, and Broadband Use: Examples from Localized and National Survey Data

    Although attention has been given to how broadband access is related to economic development in rural areas, scant consideration has been given to how it may be associated with voluntary participation. This issue is important in that numerous studies have shown how much more vital community participation is in rural areas as compared to suburban and urban places. Drawing on three diverse data sets, we examine the influence of broadband access on community participation. In addition, we explore whether broadband access exerts its influence through, in conjunction with, or independent of social networks.     Diffusion of e-health innovations in 'post-conflict' settings: a qualitative study on the personal experiences of health workers.

    BACKGROUND: Technological innovations have the potential to strengthen human resources for health and improve access and quality of care in challenging 'post-conflict' contexts. However, analyses on the adoption of technology for health (that is, 'e-health') and whether and how e-health can strengthen a health workforce in these settings have been limited so far. This study explores the personal experiences of health workers using e-health innovations in selected post-conflict situations. METHODS: This study had a cross-sectional qualitative design. Telephone interviews were conducted with 12 health workers, from a variety of cadres and stages in their careers, from four post-conflict settings (Liberia, West Bank and Gaza, Sierra Leone and Somaliland) in 2012. Everett Roger's diffusion of innovation-decision model (that is, knowledge, persuasion, decision, implementation, contemplation) guided the thematic analysis. RESULTS: All health workers interviewed held positive perceptions of e-health, related to their beliefs that e-health can help them to access information and communicate with other health workers. However, understanding of the scope of e-health was generally limited, and often based on innovations that health workers have been introduced through by their international partners. Health workers reported a range of engagement with e-health innovations, mostly for communication (for example, email) and educational purposes (for example, online learning platforms). Poor, unreliable and unaffordable Internet was a commonly mentioned barrier to e-health use. Scaling-up existing e-health partnerships and innovations were suggested starting points to increase e-health innovation dissemination. CONCLUSIONS: Results from this study showed ICT based e-health innovations can relieve information and communication needs of health workers in post-conflict settings. However, more efforts and investments, preferably driven by healthcare workers within the post-conflict context, are needed to make e-health more widespread and sustainable. Increased awareness is necessary among health professionals, even among current e-health users, and physical and financial access barriers need to be addressed. Future e-health initiatives are likely to increase their impact if based on perceived health information needs of intended users

    Creating a climate for food security: the business, people & landscapes in food production

    AbstractBalancing human and environmental needs is urgent where food security and sustainability are under pressure from population increases and changing climates. Requirements of food security, social justice and environmental justice exacerbate the impact of agriculture on the supporting ecological environment. Viability of the Australian rural economy is intrinsically linked to food production and food security requiring systematic evaluation of climate change adaptation strategies for agricultural productivity.This food-systems research drew on global climate change literature to identify risks and adaptation. The transdisciplinary team applied specialist experience through collaboration in social science, economics and land-management to provide comprehensive methods to engage researchers and decision-makers making decisions across the food-system. Research focus on the dairy and horticulture sectors in the SW-WA and SEQld provided a comparative context in food-systems and regional economies. Expert knowledge was engaged through a series of panel meetings to test and challenge existing practice applying conceptual and empirical approaches in Structural Equation, Value-Chain, Supply-Chain modelling and Analytical Hierarchy modelling. This iterative action-research process provided immediate generation and transfer of expert knowledge across the involved sectors. The scenarios and adaptive strategies provide evidence-based pathways to strengthen food-systems; account for climate change mitigation and adaptation; and weather-proof regional economies in the face of climate change. Balancing human and environmental needs is urgent where food security and sustainability are under pressure from population increases and changing climates. Without intervention strategies to build viability and support, farm businesses are more likely to fail as a consequence of climate change. A framework of capitals that includes social components - cultural, human and social capital-, economic components -economic and physical capital - and ecological components -ecological and environmental capital - should be applied to address capacities. A priority assessment of climate change intervention strategies shows that strategies categorised as ‘Technology & Extension’ are most important in minimising risk from climate change impacts. To implement interventions to achieve ‘Food Business Resilience’, ‘Business Development’ strategies and alternative business models are most effective. ‘Research and Development’ interventions are essential to achieve enhanced ‘Adaptive Capacity’.The individual components of TBL Adaptive Capacity can be achieved through ‘Policy and Governance’ interventions for building ‘Social Capital’ capacity, ‘Research and Development’ will develop ‘Economic Capital’, and ‘Business Development’ strategies will build ‘Ecological Capital’.These strategic interventions will promote food security and maintain resilience in local food systems, agricultural production communities and markets, global industrial systems, and developing world food systems.     Energy and Smart Growth: It's about How and Where We Build

    By efficiently locating development, smarter growth land use policies and practices offer a viable way to reduce U.S. energy consumption. Moreover, by increasing attention on how we build, in addition to where we build, smart growth could become even more energy smart. The smart growth and energy efficiency movements thus are intrinsically linked, yet these two fields have mostly operated in separate worlds. Through greater use of energy efficient design, and renewable energy resources, the smart growth movement could better achieve its goals of environmental protection, economic security and prosperity, and community livability. In short, green building and smart growth should go hand in hand. Heightened concern about foreign oil dependence, climate change, and other ill effects of fossil fuel usage makes the energy-smart growth collaboration especially important. Strengthening this collaboration will involve overcoming some hurdles, however, and funders can play an important role in assisting these movements to gain strength from each other. This paper contends there is much to be gained by expanding the smart growth movement to include greater attention on energy. It provides a brief background on current energy trends and programs, relevant to smart growth. It then presents a framework for understanding the connections between energy and land use which focuses on two primary issues: how to build, which involves neighborhood and building design, and where to build, meaning that location matters. The final section offers suggestions to funders interesting in helping accelerate the merger of these fields
