MISSIONS FOR EU INNOVATION POLICY WHY THE RIGHT SET-UP MATTERS. Bertelsmann Stiftung Policy Paper N0. 224 29 May 2018
The proposed introduction of research & innovation (R&I) missions in Horizon Europe, the next
EU research programme, seems to be the most significant and ambitious change on previous
programmes, especially given its implications for the governance of research projects.
R&I missions are an innovation policy instrument where the government sets the objective of
solving a certain technological or societal problem within a pre-defined time-frame that cannot
yet be reached technologically. Governments may employ various policy instruments ranging
from financial support for R&I activities to regulation to achieve this objective
NEW PRODUCT DEVELOPMENT PRACTICES OF THE U.S. CONFECTIONERY MANUFACTURERS: 2006 SURVEY PRELIMINARY FINDINGS
This paper reports on the new product development practices of the U.S. confectionery manufacturers. A mail survey method was used to collect data. Confectionery manufacturers, specifically, new product development managers listed in the Thomas Food and Beverage Marketplace were contacted. A donation to charity on behalf of the respondents was used as an incentive to participate in the study. Analyses of the data, including graphical, descriptive, cross-tabulation, and correlation were conducted using SAS and SPSS econometric softwares and Microsoft Excel. Preliminary findings of the survey are reported in this paper.Research and Development/Tech Change/Emerging Technologies,
The Politics of Democratizing Finance: A Radical View
How can finance be durably democratized? In the centers of financial power in both the United States and the United Kingdom, proposals now circulate to give workers and the public more say over how flows of credit are allocated. This article examines five democratization proposals: credit union franchises, public investment banks, sovereign wealth funds, inclusive ownership funds, and bank nationalization. It considers how these plans might activate worker and public engagement in decision making about finance by focusing on three modes of public participation: representative democracy, direct democracy, and deliberative minipublics. It then considers the degree to which democratization plans might be resilient to de-democratization threats from business. It argues that of the five, bank nationalization goes furthest in guarding against de-democratization threats but is still pocked with pitfalls if it relies solely on representative democracy. It argues that two criteria appear necessary for democratically durable alternatives: the active direct participation of workers and citizens and the weakening of businesses’ capacity for democratic retrenchment.

Reflections on the Cost of Low-Cost Whole Genome Sequencing: Framing the Health Policy Debate
The cost of whole genome sequencing is dropping rapidly. There has been a great deal of enthusiasm about the potential for this technological advance to transform clinical care. Given the interest and significant investment in genomics, this seems an ideal time to consider what the evidence tells us about potential benefits and harms, particularly in the context of health care policy. The scale and pace of adoption of this powerful new technology should be driven by clinical need, clinical evidence, and a commitment to put patients at the centre of health care policy
