    Students with Disabilities in Dutch VET: An Exploratory Study

    [Excerpt] The inclusion of persons with disabilities in general programmes of vocational training has been called for by the ILO in international labour standards over many years, including standards relating to Human Resources Development and disability-related standards. This call is taken up strongly in the UN Convention on the Rights of Persons with Disabilities which calls on States Parties to take appropriate steps to enable persons with disabilities to have effective access to general tertiary education, vocational and life-long learning without discrimination and on an equal basis with others, and to ensure that reasonable accommodation is provided to that effect. While many countries have expressed commitment to this vision of inclusive vocational training, progress has been limited, even in countries which have adopted policies to promote, and there has been limited analysis of the factors hindering the effective implementation of such policies. It was thus appropriate for the ILO to undertake this exploratory study, to seek to pinpoint elements of policy and practice that might need to be addressed, if these policies on inclusion are to make a difference to persons with disabilities seeking to develop their skills with a view to obtaining decent jobs. The issues identified in this study will hopefully contribute to the wider policy debate, particularly on the matter of instructor preparation for disability inclusion and on the impact of funding arrangements. It will also hopefully stimulate further research to establish whether the patterns identified here are general patterns to be found and tackled elsewhere

    The accessibility of administrative processes: Assessing the impacts on students in higher education

    Administrative processes that need to be completed to maintain a basic standard of living, to study, or to attain employment, are perceived to create burdens for disabled people. The navigation of information, forms, communications, and assessments to achieve a particular goal raises diverse accessibility issues. In this paper we explore the different types of impacts these processes have on disabled university students. We begin by surveying literature that highlights the systemic characteristics of administrative burdens and barriers for disabled people. We then describe how a participatory research exercise with students led to the development of a survey on these issues. This was completed by 104 respondents with a diverse range of declared disabilities. This provides evidence for a range of impacts, and understanding of the perceived level of challenge of commonly experienced processes. The most common negative impact reported was on stress levels. Other commonly reported impacts include exacerbation of existing conditions, time lost from study, and instances where support was not available in a timely fashion. Processes to apply for disability-related support were more commonly challenging than other types of processes. We use this research to suggest directions for improving accessibility and empowerment in this space

    Supporting strategic cultural change: The Strathclyde learning technology initiative as a model

    This paper describes the strategies being developed at the University of Strathclyde in response to the vision in the Dearing Report of a learning society in which Communication and Information Technology (C&IT) is central to students' learning experiences. The Strathclyde Learning Technology Initiative aims to support strategic change in the development and use of new learning technologies to improve the quality and efficiency of teaching and learning within the University. In order for a major cultural shift in teaching and learning to take effect there are three main areas that need to be addressed: (i) many academics still work within a traditional teaching framework and believe that these methods can simply be transferred to the Web, (ii) students who have been taught in a traditional teaching environment need support in acquiring new learning skills for an electronic learning environment, and (iii) new methods of learning and teaching can only be successfully integrated within the environment of a supporting infrastructure and institutional climate. These key elements are further explored, drawing on the lessons learned from the implementation of the Initiative, and suggestions are made for ways of surmounting the barriers to the uptake of C&IT perceived by academics

    The sustainable delivery of sexual violence prevention education in schools

    Sexual violence is a crime that cannot be ignored: it causes our communities significant consequences including heavy economic costs, and evidence of its effects can be seen in our criminal justice system, public health system, Accident Compensation Corporation (ACC), and education system, particularly in our schools. Many agencies throughout New Zealand work to end sexual violence. Auckland-based Rape Prevention Education: Whakatu Mauri (RPE) is one such agency, and is committed to preventing sexual violence by providing a range of programmes and initiatives, information, education, and advocacy to a broad range of audiences. Up until early 2014 RPE employed one or two full-time positions dedicated to co-ordinating and training a large pool (up to 15) of educators on casual contracts to deliver their main school-based programmes, BodySafe – approximately 450 modules per year, delivered to some 20 high schools. Each year several of the contract educators, many of whom were tertiary students, found secure full time employment elsewhere. To retain sufficient contract educators to deliver its BodySafe contract meant that RPE had to recruit, induct and train new educators two to three times every year. This model was expensive, resource intense, and ultimately untenable. The Executive Director and core staff at RPE wanted to develop a more efficient and stable model of delivery that fitted its scarce resources. To enable RPE to know what the most efficient model was nationally and internationally, with Ministry of Justice funding, RPE commissioned Massey University to undertake this report reviewing national and international research on sexual violence prevention education (SVPE)

    Supporting inclusive classrooms: can Western approaches to teaching be applied within an Indian context?

    As there has been an increase in Western Higher Education Institutions delivering their degree programmes in the emerging economies of Asia so have concerns been expressed that these initiatives may become a form of ‘colonialism’ seen as offering ‘superior’ understanding of how universal educational challenges should be addressed. This concern quite rightly demands that future partnerships for the development of professional development courses needs should be built upon secure and established principles of equity and collaboration. Demands for a more inclusive education system, endorsed through such international agreements as the Salamanca Statement (1994), and more recently through the Millennium Development Goals have led to an increase in training programmes aimed at equipping teachers with the skills to address the needs of a diverse school population. However, in many instances this has resulted in attempts to transport a westernised approach to education to cultural contexts which differ greatly from those in which inclusive schooling has been advanced. The potential for cultural dislocation is clearly in evidence and may prove to be an inhibiting factor rather than a means of promoting the inclusion agenda. This paper is based on a small scale research project which examines the tensions and challenges in transferring skills, knowledge and research findings within a UK accredited University master’s degree programme in inclusive education delivered in India. Course participants were asked to report on the application of ideas and strategies presented on the course and to identify issues related to cultural interpretation and transfer. A survey instrument enabled the researchers to gain data related to teacher expectations, application of learning and cultural transfer and was followed by interviews to elaborate on data acquired at the survey level. Initial findings indicate the importance of course planning and delivery being undertaken in partnership with local educators and the early recognition of cultural factors that may influence assumptions made about learning. Examples of student interpretation of definitions and ideas around inclusion and approaches to teaching illustrate the value of such collaborative initiatives. Aspects of the programme funding, delivery and assessment of outcomes will be shared based on qualitative data accrued from participating staff and students. This will include the presentation of practical learning outcomes demonstrating a synthesis between theory and practice and the implementation of teaching approaches in Indian classrooms which foster increased inclusion of children with learning difficulties. The authors will suggest a successful outcome based upon a well-established learning partnership whilst highlighting points of sensitivity and potential challenge between differing perceptions of inclusive education especially in relation to special educational needs an identification of universal ‘truths’ which transcend cultures and creeds will be offered
