    Building a Corpus of 2L English for Automatic Assessment: the CLEC Corpus

    In this paper we describe the CLEC corpus, an ongoing project set up at the University of CĂĄdiz with the purpose of building up a large corpus of English as a 2L classified according to CEFR proficiency levels and formed to train statistical models for automatic proficiency assessment. The goal of this corpus is twofold: on the one hand it will be used as a data resource for the development of automatic text classification systems and, on the other, it has been used as a means of teaching innovation techniques

    The Search for the American Dream:Interpersonal, Cultural, and Structural Constraints on Immigrants

    The American Dream is a goal sought out by many people from around the globe. But immigrants must overcome many barriers that may inhibit that dream. This study attempted to understand, how structural (community distress and institutional prejudice), interpersonal, and bilingual constraints negatively impacted immigrant socioeconomic achievements and wealth accumulation. The study used a mixed methods approach; findings from a secondary quantitative survey data (Immigration and Intergenerational Mobility in Metropolitan Los Angeles) were elaborated on with qualitative interviews with six professionals who work with immigrants. Findings supported Feagin’s systemic racism, viewed as a fundamental cause, which set up structural, interpersonal, and cultural constraints that hindered immigrant progress towards the American Dream. Suggestions for future research included oral history interviews, both with immigrants who have successfully achieved the American Dream as well as with those at varying stages of progress towards the dream

    Vulnerabilities and Economic Wellbeing of Hispanics in Non-Metro Missouri

    Non-metro Missouri has observed a net in-migration in the last decennial period and great part of these immigrants are Latinos (Lazos and Jeanetta). The literature contends that Latinos are being pulled into the rural areas by large agricultural operations and pushed out of urban areas by harsh immigration laws, and low job availability. The "context of reception" (Portes and Rumbaut) of communities where Latino newcomers settle impacts on how well they can integrate to the economy and settle as residents. This research addresses the factors explaining vulnerabilities faced by Latinos, and their economic conditions in non-metro Missouri, using the 2000 Census and Public Use Microdata Sample (PUMS) as well as county level data on racial profiling and the Department of Elementary and Secondary Education (DESE) database. The livelihoods framework (Chambers and Conway; Valdivia and Gilles; Bebbington; Ellis), a focus on capabilities, capitals, and the enabling context frames the study of the vulnerability of Latinos with respect to economic success. Racial profiling is a measure of the enabling context in communities. Regression of US born Latino wages on educational attainment, English interacting with education, work experience and mobility are significant. For foreign born Latinos significant factors are education, the interaction of education and good and low English ability, gender, work experience, racial profiling, and mobility. Being a foreign born Latina, racial profiling and mobility have all negative effects on earnings. Both low and high English ability interacting with education has a positive impact.     Effective Accountability Mechanisms for New York State's English Language Learners

    In September 2011, the New York State Department of Education convened a School and District Accountability Think Tank to provide public input regarding the creation of a second generation educational accountability system for the State's Elementary and Secondary Education Act waiver application. The Asian American Legal Defense and Education Fund (AALDEF) and Advocates for Children of New York (AFC) participated in the Think Tank and submitted a set of comprehensive recommendations regarding sound accountability practices for English Language Learners (ELLs). In May 2012, the U.S. Department of Education granted New York's waiver application, which included several of AALDEF's and AFC's recommendations. We believe our ELL accountability recommendations have relevance beyond the ESEA waiver, and now release this paper which sets forth key principles for a sound ELL accountability framework in New York State

    Foreign language learning needs in higher education: Reasons for convergence and accountability

    Needs analysis is a relevant issue in language teaching as its final aim is to enhance the language learning process by setting realistic course objectives. This paper briefly reviews past and present approaches to the concept of “needs” and “needs analysis” in foreign language (FL) methodology with particular reference to the higher education context and the post-Bologna reform. It discusses the complex interplay of addressing target and learning FL needs by gathering data from different stakeholder groups and making use of different data collection instruments. Then, it explores current trends in needs analysis research and explains how “competences” and “profiling” have surpassed “needs” and “needs analysis” in the educational systems under the European Space of Higher Education. Last, this study addresses the implications of adopting a more critical, quality-driven approach to FL needs analysis with a view to attaining a more participatory and accountable higher education

    Migration To Rural Communities In The Midwest: Economic Wellbeing And Women At The Household Level

    Migration patterns are changing from large metropolis to rural towns. Rather than temporary migration of male heads of households the patterns are now for families to migrate in various stages. Rural Missouri towns have attracted newcomers. Foreign born Hispanics in non metro Missouri have low income earnings, and education, mobility and being woman have a negative effect on income earnings, as regression results show. The livelihoods of rural newcomers are vulnerable, with low income, multiple adults working in the households and with limited English proficiency.     Examining Scientific Writing Styles from the Perspective of Linguistic Complexity

    Publishing articles in high-impact English journals is difficult for scholars around the world, especially for non-native English-speaking scholars (NNESs), most of whom struggle with proficiency in English. In order to uncover the differences in English scientific writing between native English-speaking scholars (NESs) and NNESs, we collected a large-scale data set containing more than 150,000 full-text articles published in PLoS between 2006 and 2015. We divided these articles into three groups according to the ethnic backgrounds of the first and corresponding authors, obtained by Ethnea, and examined the scientific writing styles in English from a two-fold perspective of linguistic complexity: (1) syntactic complexity, including measurements of sentence length and sentence complexity; and (2) lexical complexity, including measurements of lexical diversity, lexical density, and lexical sophistication. The observations suggest marginal differences between groups in syntactical and lexical complexity.Comment: 6 figure

    Evidence-Informed Criminal Justice

    The American criminal justice system is at a turning point. For decades, as the rate of incarceration exploded, observers of the American criminal justice system criticized the enormous discretion wielded by key actors, particularly police and prosecutors, and the lack of empirical evidence that has informed that discretion. Since the 1967 President’s Commission on Law Enforcement and Administration of Justice report, The Challenge of Crime in a Free Society, there has been broad awareness that the criminal system lacks empirically informed approaches. That report unsuccessfully called for a national research strategy, with an independent national criminal justice research institute, along the lines of the National Institutes of Health. Following the report, police agencies continued to base their practices on conventional wisdom or “tried-and-true” methods. Prosecutors retained broad discretion, relying on their judgment as lawyers and elected officials. Lawmakers enacted new criminal statutes, largely reacting to the politics of crime and not empirical evidence concerning what measures make for effective crime control. Judges interpreted traditional constitutional criminal procedure rules in deference to the exercise of discretion by each of these actors. Very little data existed to test what worked for police or prosecutors, or to protect individual defendants’ rights. Today, criminal justice actors are embracing more data-driven approaches. This raises new opportunities and challenges. A deep concern is whether the same institutional arrangements that produced mass incarceration will use data collection to maintain the status quo. Important concerns remain with relying on data, selectively produced and used by officials and analyzed in nontransparent ways, without sufficient review by the larger research and policy community. Efforts to evaluate research in a systematic and interdisciplinary fashion in the field of medicine offer useful lessons for criminal justice.
