The Politics of Exhaustion: Immigration Control in the British-French Border Zone

Within a climate of growing anti-immigration and populist forces gaining traction across Europe, and in response to the increased number of prospective asylum seekers arriving in Europe, recent years have seen the continued hardening of borders and a disconcerting evolution of new forms of immigration control measures utilised by states. Based on extensive field research carried out amongst displaced people in Europe in 2016-2019, this article highlights the way in which individuals in northern France are finding themselves trapped in a violent border zone, unable to move forward whilst having no obvious alternative way out of their predicament. The article seeks to illustrate the violent dynamics inherent in the immigration control measures in this border zone, characterised by both direct physical violence as well as banalised and structural forms of violence, including state neglect through the denial of services and care. Responding to Cross Border Child Trafficking in South Asia: An Analysis of the Feasibility of a Technologically Enabled Missing Child Alert System

This report examines the feasibility of a technologically enabled system to help respond to the phenomenon of cross-border child trafficking in South Asia, and makes recommendations on how to proceed with a pilot project in the selected areas of Bangladesh, Nepal and India. The study was commissioned by the Missing Child Alert (MCA) programme which is an initiative led by Plan. MCA is an initiative to address cross-border child trafficking in South Asia, led by Plan. The aim of the programme is to link existing institutions, mechanisms and resources in order to tackle the phenomenon from a regional perspective. To achieve this, Plan propose to implement a technologically equipped, institutionalised system of alert that can assist in the rescue, rehabilitation, repatriation and reintegration of children who are at risk of, or are victims of, cross-border trafficking

Unmanned Aerial Systems for Rapid Mapping - UASRapidMap 2013 4th JRC ECML Crisis Management Technology Workshop

The 4th JRC ECML Crisis Management Technology Workshop on Unmanned Aerial Systems for Rapid Mapping was co-organised by the European Commission Joint Research Centre and the United Nations Institute for Training and Research - Operational Satellite Applications Programme (UNITAR - UNOSAT). It took place in Geneva & Dardagny, Switzerland from 11 to 13 September 2013. 74 participants from UN and EC stakeholders, NGOs, civil protection bodies, academia, and industry attended the workshop. The workshop's purpose was to present, demonstrate, and explore the state-of-the-art and future potential of unmanned aerial systems for rapid mapping applications in the context of humanitarian crisis aid and natural disaster relief operations. Main impressions from the workshop were the diversity in technological solutions for various practical uses, the rapid turnaround time from flight to having useable data at hand in the field and a reality check on what are still challenges related to flight permissions. Within the European Union a process on the harmonisation of the diverse regulations for UAS operations and the introduction of UAS into the civil airspace is ongoing. The UAS technology will most likely make a large impact on data collection in future emergency situations.
