An airborne meteorological data collection system using satellite relay (ASDAR)
The National Aeronautics and Space Administration (NASA) has developed an airborne data acquisition and communication system for the National Oceanic and Atmospheric Administration (NOAA). This system known as ASDAR, the Aircraft to Satellite Data Relay, consists of a microprocessor based controller, time clock, transmitter and antenna. Together they acquire meteorological and position information from existing aircraft systems on B-747 aircraft, convert and format these, and transmit them to the ground via the GOES meteorological satellite series. The development and application of the ASDAR system is described with emphasis on unique features. Performance to date is exceptional, providing horizon-to-horizon coverage of aircraft flights. The data collected is of high quality and is considered a valuable addition to the data base from which NOAA generates its weather forecasts
Data Base Creation of Counselor Profile for The Small Business Administration
This study analyzes the Small Business Administration procedures for the assigning of business counselors to a small firm needing assistance. The present system is done manually and is somewhat inefficient. The proposed system would automate to a large extent the present system, thus increasing efficiency and reducing the number of hours required to assign counselors and maintain the system.
The study is divided into two parts. The first part concerns itself with reviewing literature on data bases, in general, and the current data base programs on the market. These programs were compared for applicability to the proposed system. The second phase of the project looked at what was required for changing from a manual to an automated counselor selection system.
More specifically, in the second phase of the project the present system was reviewed for input and output requirements. From these requirements, the data base files needed were defined and the proposed system specifications were created. Finally, the new system\u27s advantages over the old system were discussed

Salary & Benefits Schedule and Teacher Tenure Study
House Bill 278, passed by the legislature in spring 2014, instructed the Department of Administration to “present to the legislature a written proposal for a salary and benefits schedule for school districts, including an evaluation of, and recommendations for, teacher tenure” (Sec. 52). In order to meet this mandate, the Alaska Department of Administration contracted with the UAA Center for Alaska Education Policy Research (CAEPR) to produce the following deliverables:
Develop geographic cost differentials for different school districts
Develop base salary and benefit schedules for teachers and principals
Describe superintendent duties, compensation, and responsibilities in Alaska districts
Prepare a list of different benefit options school districts offer their employees and their associated costs
Provide recommendations regarding teacher tenure policy
Describe similarities and differences between the certified and classified labor markets in Alaska

Km4City Ontology Building vs Data Harvesting and Cleaning for Smart-city Services
Presently, a very large number of public and private data sets are available
from local governments. In most cases, they are not semantically interoperable
and a huge human effort would be needed to create integrated ontologies and
knowledge base for smart city. Smart City ontology is not yet standardized, and
a lot of research work is needed to identify models that can easily support the
data reconciliation, the management of the complexity, to allow the data
reasoning. In this paper, a system for data ingestion and reconciliation of
smart cities related aspects as road graph, services available on the roads,
traffic sensors etc., is proposed. The system allows managing a big data volume
of data coming from a variety of sources considering both static and dynamic
data. These data are mapped to a smart-city ontology, called KM4City (Knowledge
Model for City), and stored into an RDF-Store where they are available for
applications via SPARQL queries to provide new services to the users via
specific applications of public administration and enterprises. The paper
presents the process adopted to produce the ontology and the big data
architecture for the knowledge base feeding on the basis of open and private
data, and the mechanisms adopted for the data verification, reconciliation and
validation. Some examples about the possible usage of the coherent big data
knowledge base produced are also offered and are accessible from the RDF-Store

Evaluation of data box introduction process in the Czech Republic
One of base building stones of eGovernment development in the Czech Republic is so called Data boxes which were introduced to unify communication and to increase efficiency in public administration. The aim of a study carried out by the Department of Information Technologies was to analyze the implementation procedure and to use data boxes. The questioning took place in December 2009, i.e. c.6 weeks after introduction of duty to use a data box. Obtained results are important above all because the development process of eGovernment still does not end. Detecting Mortgage Delinquencies
Economic hardship is strongly reflected by the housing market. It is the concern of much research, but its analysis is often obstructed by insufficient lagged data. This paper evaluates search intensity for "hardship letter" from Google Insights to detect ensuing mortgage delinquencies. Such searches locate documents which assist to write a successful loan modification request. Other relevant searches for "short sale", "REO" (as in Real Estate Owned) or "FHA" (as in Federal Housing Administration) are used to provide a comprehensive view of the housing market. Using data from the great recession and benchmarking them against data from the labor market, the paper demonstrates that internet activity captures socioeconomic phenomena in real time very well, with no interviewer effect at a high frequency. Evaluation of the impact of excipients and an albendazole salt on albendazole concentrations in upper small intestine using an in vitro biorelevant gastrointestinal transfer (BioGIT) system
An in vitro biorelevant gastrointestinal transfer (BioGIT) system was assessed for its ability to mimic recently reported albendazole concentrations in human upper small intestine after administration of free base suspensions to fasted adults in absence and in presence of supersaturation promoting excipients (hydroxypropylmethylcellulose and lipid self-emulsifying vehicles). The in vitro method was also used to evaluate the likely impact of using the sulfate salt on albendazole concentrations in upper small intestine. In addition, BioGIT data were compared with equilibrium solubility data of the salt and the free base in human aspirates and biorelevant media. The BioGIT system adequately simulated the average albendazole gastrointestinal transfer process and concentrations in upper small intestine after administration of the free base suspensions to fasted adults. However, the degree of supersaturation observed in the duodenal compartment was greater than in vivo. Albendazole sulfate resulted in minimal increase of albendazole concentrations in the duodenal compartment of the BioGIT, despite improved equilibrium solubility observed in human aspirates and biorelevant media, indicating that the use of a salt is unlikely to lead to any significant oral absorption advantage for albendazole

This paper presents a data oriented model of the statistical production process which is used as a basis for a review of the state of
experience within statistical offices with commercially available
data base management systems. We conclude with a presentation of
some important data management facilities which must be enhanced or

The Guarantees of Freedom
Hayek (1960) distinguishes the institutions of English freedom, which guarantee the independence of judges from political interference in the administration of justice, from those of American freedom, which allow judges to restrain law-making powers of the sovereign through constitutional review. We create a data base of constitutional rules in 71 countries that reflect these institutions of English and American freedom, and ask whether these rules predict economic and political freedom in a cross-section of countries. We find that the English institutions of judicial independence are strong predictors of economic freedom and weaker predictors of political freedom. The American institutions of checks and balances are strong predictors of political but not of economic freedom. Judicial independence explains half of the positive effect of common law legal origin on measures of economic freedom.
