    A collaborative approach for national cybersecurity incident management

    Collaborative-based national cybersecurity incident management benefits from the huge size of incident information, large-scale information security devices and aggregation of security skills. However, no existing collaborative approach has been able to cater for multiple regulators, divergent incident views and incident reputation trust issues that national cybersecurity incident management presents. This paper aims to propose a collaborative approach to handle these issues cost-effectively. A collaborative-based national cybersecurity incident management architecture based on ITU-T X.1056 security incident management framework is proposed. It is composed of the cooperative regulatory unit with cooperative and third-party management strategies and an execution unit, with incident handling and response strategies. Novel collaborative incident prioritization and mitigation planning models that are fit for incident handling in national cybersecurity incident management are proposed. Use case depicting how the collaborative-based national cybersecurity incident management would function within a typical information and communication technology ecosystem is illustrated. The proposed collaborative approach is evaluated based on the performances of an experimental cyber-incident management system against two multistage attack scenarios. The results show that the proposed approach is more reliable compared to the existing ones based on descriptive statistics. The approach produces better incident impact scores and rankings than standard tools. The approach reduces the total response costs by 8.33% and false positive rate by 97.20% for the first attack scenario, while it reduces the total response costs by 26.67% and false positive rate by 78.83% for the second attack scenario.N/

    PHOENI2X -- A European Cyber Resilience Framework With Artificial-Intelligence-Assisted Orchestration, Automation and Response Capabilities for Business Continuity and Recovery, Incident Response, and Information Exchange

    As digital technologies become more pervasive in society and the economy, cybersecurity incidents become more frequent and impactful. According to the NIS and NIS2 Directives, EU Member States and their Operators of Essential Services must establish a minimum baseline set of cybersecurity capabilities and engage in cross-border coordination and cooperation. However, this is only a small step towards European cyber resilience. In this landscape, preparedness, shared situational awareness, and coordinated incident response are essential for effective cyber crisis management and resilience. Motivated by the above, this paper presents PHOENI2X, an EU-funded project aiming to design, develop, and deliver a Cyber Resilience Framework providing Artificial-Intelligence-assisted orchestration, automation and response capabilities for business continuity and recovery, incident response, and information exchange, tailored to the needs of Operators of Essential Services and the EU Member State authorities entrusted with cybersecurity

    System for Continuous Collection of Contextual Information for Network Security Management and Incident Handling

    In this paper, we describe a system for the continuous collection of data for the needs of network security management. When a cybersecurity incident occurs in the network, the contextual information on the involved assets facilitates estimating the severity and impact of the incident and selecting an appropriate incident response. We propose a system based on the combination of active and passive network measurements and the correlation of the data with third-party systems. The system enumerates devices and services in the network and their vulnerabilities via fingerprinting of operating systems and applications. Further, the system pairs the hosts in the network with contacts on responsible administrators and highlights critical infrastructure and its dependencies. The system concentrates all the information required for common incident handling procedures and aims to speed up incident response, reduce the time spent on the manual investigation, and prevent errors caused by negligence or lack of information

    Cyber Babel: Finding the Lingua Franca in Cybersecurity Regulation

    Cybersecurity regulations have proliferated over the past few years as the significance of the threat has drawn more attention. With breaches making headlines, the public and their representatives are imposing requirements on those that hold sensitive data with renewed vigor. As high-value targets that hold large amounts of sensitive data, financial institutions are among the most heavily regulated. Regulations are necessary. However, regulations also come with costs that impact both large and small companies, their customers, and local, national, and international economies. As the regulations have proliferated so have those costs. The regulations will inevitably and justifiably diverge where different governments view the needs of their citizens differently. However, that should not prevent regulators from recognizing areas of agreement. This Note examines the regulatory regimes governing the data and cybersecurity practices of financial institutions implemented by the Securities and Exchange Commission, the New York Department of Financial Services, and the General Data Protection Regulations of the European Union to identify areas where requirements overlap, with the goal of suggesting implementations that promote consistency, clarity, and cost reduction

    State of Iowa Cybersecurity Strategy, July 2016

    On December 21, 2015, Governor Branstad issued Executive Order 87 (EO87); a cybersecurity initiative for the State of Iowa. The executive order establishes a multi-agency partnership, the EO87 Leadership Team, with the Office of the Chief Information Officer, Iowa National Guard, Department of Public Safety, Iowa Communications Network, and the Iowa Homeland Security and Emergency Management Department. The order directs these agencies to develop a comprehensive cybersecurity strategy which addresses lifeline critical infrastructure, risk assessments, best practices, awareness training, public education and communication, collaboration, K-12 and higher education, data breach notifications, and incident response planning to protect the citizens of Iowa and Iowa businesses. The EO87 Leadership Team, along with several key partners, worked diligently over the last six months to prepare recommendations that will have a direct and sustainable impact on protecting lifeline critical infra-structure, reducing risk to government operations, and creating sustainable partnerships in cybersecurity
