Don\u27t Bring a CAD File to a Gun Fight: A Technological Solution to the Legal and Practical Challenges of Enforcing ITAR on the Internet
This Essay begins by outlining Cody Wilsonâs motivation to found his organization, Defense Distributed, and the organizationâs progress toward its goals. Then, Part II provides a brief overview of the protracted legal battle between Wilson and the State Department over the right to publish Computer-Aided Design (CAD) files on the internet that enable the 3D printing of guns and lower receivers. Part III.A takes a brief look at whether these CAD files are rightly considered speech at all and, if so, what level of protection they might receive. Part III.B then addresses the problem of even asking whether the files are speech subject to regulation. Part III.B also highlights the similarities between regulating internet speech and regulating public-order crimes, focusing on the impact that enforcement problems in both areas can have on government credibility. It ultimately questions whether these legal battles provide any utility to society. In Part IV, this Essay argues that the State Department is utilizing old and incongruent regulations to enforce practically unenforceable laws to little or no effect, ultimately hurting the credibility of the State and martyring people like Wilson. This Essay advocates for a solution that focuses on 3D printer manufacturers as a control point for gun manufacturing. This solution avoids First Amendment issues and makes import and export control a physical reality, rather than an unbounded problem relegated to an open internet. This Essay looks beyond a judicial solution to practical solutions that stem the growth of in-house manufacturing of weapons

STEM@1000mph: developing open educational resources in a live engineering project
Higher education institutions are recognising the clear benefits of open educational resources, and academics are engaging with the development of these resources. This paper presents a case study of OERs being developed using the live, current BloodhoundSSC world land speed record project as a basis. The paper outlines the rationale for the BloodhoundSSC project and its focus on educational engagement across the age spectrum. The work undertaken to develop a web-based repository along with activities to stimulate academic and student engagement are described. The paper explores how academics have engaged with developing OERs based on this openly available content, the issues encountered and ways in which these issues can be mitigated

Global communication part 2: the use of apparel product data management technology
Improving IT communication systems, through the evolution of future PDM applications, is a theme that has received attention due to its perceived benefits in developing global supply chain success factors. This paper discusses the developments and capabilities of such systems, found within global fashion supply chain relationships and environments. Major characteristics identified within the data suggest that PDM technology appears to be improving the speed of data transfer; however, evidence also suggest that the technologies are evolving quicker than consumer understanding, and arguably cost more to implement, train staff and maintain. Nevertheless, PDM technology increases communication efficiency and helps to enhance social economic and corporate development. The article discusses the findings and also presents the issues regarding human interaction; iconography, infrastructure necessity and individual communication enhancements using a variety of technology processes. PDM technology adoption is still a prevalent topic for the long-term developments of global strategy and communication amalgamation
Institutional logics, blended and suspended
This paper examines how a new institution, a code of conduct, arises and develops over time. It shows how the process of debate airs competing logics, questions and fails to question assumptions taken for granted, and yet achieves a large degree of legitimacy without having resolved certain core issues. The UK code of corporate governance has been emulated around the world as a model of good practice. By examining in detail one aspect of the debate â the issue over unitary or two-tier boards â the paper shows how the contest of logics leads not just to new, blended or hybrid logics, but also to suspended logics. The process of consultation brings together actors from differing organizational fields and institutional orders, offering an opportunity to create a new field in a different order, with specific lessons for the practice of corporate governance and general lessons for institution-building
Revisiting the Revolving Door: Capital Flight from Southeast Asia
The paper revisits hypothesized direct linkages between external borrowing and capital flight. It reviews the cases of Indonesia, Malaysia, the Philippines and Thailand to see if such linkages exist. The results indicate that, indeed, large sums of capital flowed in and out of these four countries in a revolving door process. Thus, the results lend support to the need for: better domestic management of external debt, sound macroeconomic management and solid macro-organizational foundations (with the government at the centre of policy making), active management of capital flows, and effective domestic and international involvement and coordination in capital flows.capital flight, external debt, revolving door, Southeast Asia
The golden circle: A way of arguing and acting about technology in the London ambulance service
This paper analyses the way in which the London Ambulance Service recovered from the events of October 1992, when it implemented a computer-aided despatch system (LASCAD) that remained in service for less than two weeks. It examines the enactment of a programme of long-term organizational change, focusing on the implementation of an alternative computer system in 1996. The analysis in this paper is informed by actor-network theory, both by an early statement of this approach developed by Callon in the sociology of translation, and also by concepts and ideas from Latourâs more recent restatement of his own position. The paper examines how alternative interests emerged and were stabilized over time, in a way of arguing and acting among key players in the change programme, christened the Golden Circle. The story traces four years in the history of the London Ambulance Service, from the aftermath of October 1992 through the birth of the Golden Circle to the achievement of National Health Service (NHS) trust status. LASCAD was the beginning of the story, this is the middle, an end lies in the future, when the remaining elements of the change programme are enacted beyond the Golden Circle
