Business Incubators: Creation of a Fit in Armenia
In this paper, we evaluate the extent to which business incubation services meet tenantâs needs. Additionally, we pose the question of whether the current business incubators actually cover the needs of a particular industry. Our empirical setting is a developing country in the Caucasian Region (Armenia) and we chose to research solely the IT industry. We employed a two stage procedure: first, we conducted interviews with pivotal people familiar with business incubation in Armenia; second, an electronic questionnaire survey was sent to the entire Armenian IT population. The results suggest a moderate need of IT companies for the typical business incubation services. Further, we show that incubated companies are generally satisfied with the services they enjoy albeit this satisfaction level decreases as the needs increase. Non-incubated companies, on the other hand, perceive incubation services to be valuable for their development and this value increases when their needs increase. Our study implies that a more extensive service provision is necessary to fully cover the needs of the Armenian IT industry for business incubation services

Singapore as an innovative city in East Asia : an explorative study of the perspectives of innovative industries
The city-state of Singapore has achieved rapid economic development in the past by its positioning as an efficient business hub in Asia. To remain competitive in the global knowledge economy, however, Singapore needs to move beyond efficiency by developing a strong"innovative"edge as well. This paper examines the challenges that Singapore faces in seeking to do so through an explorative survey of 40 firms from three innovative sectors: high-tech manufacturing industries, knowledge-intensive business services (KIBS), and creative content industries. Overall, while the survey confirms Singapore's continuing competitive strength in efficiency infrastructure, it also finds a favorable perception of Singapore as an innovative city. Indeed, many of the industry actors indicated that an efficient business infrastructure is a prerequisite for locating their innovative activities in Singapore, suggesting that the relationship between innovation and efficiency is complementary, rather than substitutional. While the study found that intellectual property and its protection are widely recognized by actors in all three sectors, interesting differences exist. In particular, intellectual property protection appears to be of greater concern to the high-tech research and development-intensive manufacturing sector and the creative contents sector than to the KIBS sector. Another interesting difference is that while competition in high-tech innovation tends to be global, competition in creative content tends to have a stronger local or regional dimension. Public policy in East Asia has traditionally emphasized the development of technological innovation capabilities in the manufacturing sector. In light of the findings, public policymakers may need to be more sensitive to the nuanced differences in policies needed to promote the new creative content industries and the associated supporting KIBS.ICT Policy and Strategies,Health Monitoring&Evaluation,Economic Theory&Research,Health Economics&Finance,Environmental Economics&Policies
Big Data and the Internet of Things
Advances in sensing and computing capabilities are making it possible to
embed increasing computing power in small devices. This has enabled the sensing
devices not just to passively capture data at very high resolution but also to
take sophisticated actions in response. Combined with advances in
communication, this is resulting in an ecosystem of highly interconnected
devices referred to as the Internet of Things - IoT. In conjunction, the
advances in machine learning have allowed building models on this ever
increasing amounts of data. Consequently, devices all the way from heavy assets
such as aircraft engines to wearables such as health monitors can all now not
only generate massive amounts of data but can draw back on aggregate analytics
to "improve" their performance over time. Big data analytics has been
identified as a key enabler for the IoT. In this chapter, we discuss various
avenues of the IoT where big data analytics either is already making a
significant impact or is on the cusp of doing so. We also discuss social

Fostering Bibliodiversity in Scholarly Communications: A Call for Action!
Diversity is an important characteristic of any healthy ecosystem, including scholarly communications. Diversity in services and platforms, funding mechanisms, and evaluation measures will allow the scholarly communication system to accommodate the different workflows, languages, publication outputs, and research topics that support the needs and epistemic pluralism of different research communities. In addition, diversity reduces the risk of vendor lock-in, which inevitably leads to monopoly, monoculture, and high prices. Bibliodiversity has been in steady decline for decades.1 Far from promoting diversity, the dominant âecosystemâ of scholarly publishing today increasingly resembles what Vandana Shiva (1993) has called the âmonocultures of the mindâ2, characterized by the homogenization of publication formats and outlets that are largely owned by a small number of multinational publishers who are far more interested in profit maximization than the health of the system. Yet, a diverse scholarly communications system is essential for addressing the complex challenges we face. As we transition to open access and open science, there is an opportunity to reverse this decline and foster greater diversity in scholarly communications; what the Jussieu Call refers to as bibliodiversity3. Bibliodiversity, by its nature, cannot be pursued through a single, unified approach, however it does require strong coordination in order to avoid a fragmented and siloed ecosystem. Building on the principles outlined in the Jussieu Call, this paper explores the current state of diversity in scholarly communications, and issues a call for action, specifying what each community can do individually and collectively to support greater bibliodiversity in a more intentional fashion
