    Incident Analysis & Digital Forensics in SCADA and Industrial Control Systems

    SCADA and industrial control systems have been traditionally isolated in physically protected environments. However, developments such as standardisation of data exchange protocols and increased use of IP, emerging wireless sensor networks and machine-to-machine communication mean that in the near future related threat vectors will require consideration too outside the scope of traditional SCADA security and incident response. In the light of the significance of SCADA for the resilience of critical infrastructures and the related targeted incidents against them (e.g. the development of stuxnet), cyber security and digital forensics emerge as priority areas. In this paper we focus on the latter, exploring the current capability of SCADA operators to analyse security incidents and develop situational awareness based on a robust digital evidence perspective. We look at the logging capabilities of a typical SCADA architecture and the analytical techniques and investigative tools that may help develop forensic readiness to the level of the current threat environment requirements.     Designing the venue logistics management operations for a World Exposition

    World Expositions, due to their size and peculiar features, pose a number of logistics challenges. This paper aims at developing a design framework for the venue logistics management (VLM) operations to replenish food products to the event site, through a combination of qualitative and quantitative research approaches. First, an in-depth interview methodology, combined with the outcomes of a literature review, is adopted for defining the key variables for the tactical and operational set-up of the VLM system. Second, a quantitative approach is developed to define the necessary logistics resources. The framework is then applied to the case of Milan 2015 World Exposition. It is the first time that such a design framework for a World Exposition is presented: the originality of this research lies in the proposal of a systematic approach that adds to the experiential practices constituting the current body of knowledge on event logistics

    Differences between values of Australian Aboriginal and non-Aboriginal students

    [Abstract]: In this study, the Values Questionnaire developed by Schwartz and Bilsky (1987, 1990) was used to examine differences in the values held by a group of Aboriginal university students (N=112) and a group of non-Aboriginal students (N=106) studying at an Australian university. Results indicated that the Aboriginal group placed greater emphasis on values associated with Tradition, Conformity and Security and significantly less emphasis on values associated with Achievement, Self-direction, Stimulation, Hedonism and Benevolence. These data, in conjunction with a separate analysis of the ten highest ranked values for each group, support the view that the main differences between the groups lie in values serving collective (Aboriginal) as opposed to individual (non-Aboriginal) interests. These findings are consistent with previous research (eg. Christie, 1987) on the world view of traditional Aboriginal people and suggest that even among younger, more 'Westernised', representatives of this culture, collective values are likely to be strong determinants of behaviour

    A platform for discovering and sharing confidential ballistic crime data.

    Criminal investigations generate large volumes of complex data that detectives have to analyse and understand. This data tends to be "siloed" within individual jurisdictions and re-using it in other investigations can be difficult. Investigations into trans-national crimes are hampered by the problem of discovering relevant data held by agencies in other countries and of sharing those data. Gun-crimes are one major type of incident that showcases this: guns are easily moved across borders and used in multiple crimes but finding that a weapon was used elsewhere in Europe is difficult. In this paper we report on the Odyssey Project, an EU-funded initiative to mine, manipulate and share data about weapons and crimes. The project demonstrates the automatic combining of data from disparate repositories for cross-correlation and automated analysis. The data arrive from different cultural/domains with multiple reference models using real-time data feeds and historical databases

    Testing for linear and quadratic effects between price adaptation and export performance: The impact of values and perceptions

    Managerial perceptions are essential in explaining strategic decisions. It is, therefore, surprising that despite the number of studies that have examined the impact of managerial characteristics in exporting, little research has been reported in the export literature that investigates the importance of managers' perceptions on strategic decisions and resultant performance outcomes. To address this gap in the literature, the authors examine the key determinants of managers' psychic distance as well as its influence on international pricing decisions, and this in turn, on the export performance of SMEs. We also examine the quadratic effects of price adaptation on export performance. This is particularly relevant since price adaptation and export performance have been assumed in the literature to have a linear relationship. The results show that managers' perceptions have a significant impact on pricing decisions and resultant performance outcomes. Our findings also indicate that price adaptation has an inverted U-shaped relationship with export performance

    No. 04: Silenced by Nation-Building: African Immigrants and Language Policy in the New South Africa

    All people in South Africa have constitutionallyguaranteed language rights. To what extent do these rights apply to non-citizens and are they actually observed by various state departments and officials? This report presents the results of a preliminary investigation into this question by focusing on the rights and treatment of foreigners in South Africa, particularly foreigners from other African countries. The report was commissioned by the Southern African Migration Project (SAMP) as part of a broader programme to understand the reception and treatment of non-South Africans in the new South Africa. Our aim, as authors, is to encourage government departments and nongovernmental organisations (NGO’s) to continue to work towards policies which enhance the guarantee of multilingualism enshrined in the Constitution, and which enable marginalised constituencies to be recognised and heard. The report focuses on the national departments of Home Affairs, Safety and Security, and Justice. These are the main points of immigrant and migrant contact with the state, and therefore the most likely to require policy guidelines. Other departments dealing with immigrants – such as Correctional Services, Defence, Health, Education and Welfare, as well as their provincial counterparts – will also require investigation in order to get a comprehensive picture account of current language policies and practices. To this end, the report includes recommendations for further research. Two assumptions inform this report. Firstly, we assume that the interests of structures like the Pan South African Labour Board (PanSALB) as well as NGOs are distinct from the interests vying for power within government and state structures. We therefore conclude that various civil society groups and possibly the PanSALB will actively defend the Constitution and advance a progressive and inclusive approach to language policy that benefits everyone. In a country where language has been used to divide and undermine certain political, social, economic and cultural interests, it would seem necessary for language policy to become central in the elaboration of democracy and human rights. Secondly, we assume that it is in the long term interests of the new political order in South Africa to use sensible language planning to maintain peace (by promoting tolerance of diversity), and prosperity (by using linguistic resources effectively). It should be possible for nongovernmental interests to forge a consensus with government on the use of language policy to promote and sustain democracy (through promotion of diverse voices, in an inclusive and participatory political system). However, the research for this report provided a striking reminder that few state officials have considered the impact of language policy (and its absence) on broader issues of transformation. Although faced daily with language capacity problems, and the visible manifestation of contested uses of language, state officials interviewed tend not to see a link between their immediate concerns and the role of language policy in providing solutions in both the short and long term. Furthermore, senior civil servants are not necessarily aware of the link between language policy at departmental level, and national priorities of reconstruction and development. Administrative justice and state bureaucratic procedures concerning migrants and immigrants are currently not informed by an explicit, coherent language policy. In some cases there may be violations of constitutionally guaranteed language rights, particularly in situations involving detained persons where their rights, including the written provision of reasons for negative administrative action, are not adequately communicated; and in courts where inadequate language facilitation discriminates against individuals on the basis of language and place of origin. Reasons for the lack of a coherent policy include: Absence of co-ordination between legislative and bureaucratic decision-making on language issues; Inadequate understanding in most government departments of the role and function of language policy; Poor co-ordination within and between departments on language issues; Lack of consultation, negotiation and transparency in decision-making within departments; Inadequate human resource management, including the management of linguistic resources which exist within departments; Avoidance of multilingual policy due to the current power struggle between newly appointed, English speakers in the civil service, and existing Afrikaans speakers; The weak capacity of African migrants and immigrants to advocate on their own behalf; and Increasing xenophobia against, and exclusion of, African immigrants, which is partially an expression of the ambiguity of nation-building. The nature of internal departmental policies and practice, including that of language, directly impacts on public service delivery. The absence of language policy in general contributes to the lack of policy regarding language facilitation for immigrants. This contributes to an overall governmental silence about the legitimate linguistic and cultural presence of other Africans in South Africa. This silence has the potential to obscure real and potential human rights abuses by government, civil society and South African citizens. It is in the interests of democracy and the integrity of the new Constitution to reach into the silence and make apparent the presence and rights of speakers of officially unacknowledged languages of African provenance. The actions taken to make this policy area explicit and to ensure the upholding of the Constitution for marginalised constituencies, can contribute to making language policy and practice part of inclusive democratic state building rather than exclusive nation- building. Redress and correction of the current situation would provide an opportunity to replace the idea of “language as a problem” with “language as a resource”. Hence, immigrants’ linguistic and cultural resources could be recognised as contributing to South African reconstruction and development, and the multilingual abilities of civil servants would be acknowledged, promoted and rewarded. Owing to the complex power dynamics within the state bureaucracy, it is necessary to assign particular responsibility within government and state departments for redress and corrective action, and for organisations of civil society to be made aware and become vigilant on the issue of language access

    Conflicting Tendencies in the Development of Scientific and Technical Language Varieties: Metaphorization vs. Standardization

    The present paper discusses relations between meaning and context as an interactive process that promotes cognition and communication, both intralingual and interlingual. The article also studies two evident conflicting tendencies in the development of technical language: metaphorization and standardization. Metaphorical meaning extension is characteristic of technical vocabulary in all discourse domains. At the same time, contemporary development of corpus linguistics facilitates standardization of terms. Taking into account pragmatic aspects of the text environment, i.e. referential, situational, cultural and social contexts, language users can interpret the meaning of new terms, establish relations and interconnections between terms and concepts within a text, domain and entire scientific and technical discourse. In the present article, observations on the nature and application of contemporary technical terminology are made on the basis of extensive empirical research

    Unequal partners : security and identity at the Polish-German border

    The sovereignty of the European nation states in the realm of security politics is gradually eroding. At the same time the European integration to a large degree influences the level of direct bilateral police cooperation, since cross-border crime has come to be perceived not as only a national, but as a common problem for the European nation states. At the German-Polish border, "Europe's Rio Grande", these high expectations concerning security policy are put into practice. With Poland's EU accession, Polish and German border guards are no longer spatially separated, but jointly control travellers. Joint patrols and contact points have already existed since 1998. On the one hand, the enforced meeting of German and Polish border policemen may help dismantle mutual prejudices. On the other hand, other cleavages may appear, based on cultural, systemic and institutional factors, which hinder the development of mutual trust and reinforce the asymmetrical relationship between the Schengen member Germany and the "junior partner" Poland
