Off-Policy Evaluation of Probabilistic Identity Data in Lookalike Modeling
We evaluate the impact of probabilistically-constructed digital identity data
collected from Sep. to Dec. 2017 (approx.), in the context of
Lookalike-targeted campaigns. The backbone of this study is a large set of
probabilistically-constructed "identities", represented as small bags of
cookies and mobile ad identifiers with associated metadata, that are likely all
owned by the same underlying user. The identity data allows to generate
"identity-based", rather than "identifier-based", user models, giving a fuller
picture of the interests of the users underlying the identifiers. We employ
off-policy techniques to evaluate the potential of identity-powered lookalike
models without incurring the risk of allowing untested models to direct large
amounts of ad spend or the large cost of performing A/B tests. We add to
historical work on off-policy evaluation by noting a significant type of
"finite-sample bias" that occurs for studies combining modestly-sized datasets
and evaluation metrics involving rare events (e.g., conversions). We illustrate
this bias using a simulation study that later informs the handling of inverse
propensity weights in our analyses on real data. We demonstrate significant
lift in identity-powered lookalikes versus an identity-ignorant baseline: on
average ~70% lift in conversion rate. This rises to factors of ~(4-32)x for
identifiers having little data themselves, but that can be inferred to belong
to users with substantial data to aggregate across identifiers. This implies
that identity-powered user modeling is especially important in the context of
identifiers having very short lifespans (i.e., frequently churned cookies). Our
work motivates and informs the use of probabilistically-constructed identities
in marketing. It also deepens the canon of examples in which off-policy
learning has been employed to evaluate the complex systems of the internet

Big Brother is Listening to You: Digital Eavesdropping in the Advertising Industry
In the Digital Age, information is more accessible than ever. Unfortunately, that accessibility has come at the expense of privacy. Now, more and more personal information is in the hands of corporations and governments, for uses not known to the average consumer. Although these entities have long been able to keep tabs on individuals, with the advent of virtual assistants and âalways-listeningâ technologies, the ease by which a third party may extract information from a consumer has only increased. The stark reality is that lawmakers have left the American public behind. While other countries have enacted consumer privacy protections, the United States has no satisfactory legal framework in place to curb data collection by greedy businesses or to regulate how those companies may use and protect consumer data. This Article contemplates one use of that data: digital advertising. Inspired by stories of suspiciously well-targeted advertisements appearing on social media websites, this Article additionally questions whether companies have been honest about their collection of audio data. To address the potential harms consumers may suffer as a result of this deficient privacy protection, this Article proposes a framework wherein companies must acquire users\u27 consent and the government must ensure that businesses do not use consumer information for harmful purposes
Tackling food marketing to children in a digital world: trans-disciplinary perspectives. Childrenâs rights, evidence of impact, methodological challenges, regulatory options and policy implications for the WHO European Region
There is unequivocal evidence that childhood obesity is influenced by marketing of foods and non-alcoholic beverages high in saturated fat, salt and/or free sugars (HFSS), and a core recommendation of the WHO Commission on Ending Childhood Obesity is to reduce childrenâs exposure to all such marketing. As a result, WHO has called on Member States to introduce restrictions on marketing of HFSS foods to children, covering all media, including digital, and to close any regulatory loopholes. This publication provides up-to-date information on the marketing of foods and non-alcoholic beverages to children and the changes that have occurred in recent years, focusing in particular on the major shift to digital marketing. It examines trends in media use among children, marketing methods in the new digital media landscape and childrenâs engagement with such marketing. It also considers the impact on children and their ability to counter marketing as well as the implications for childrenâs rights and digital privacy. Finally the report discusses the policy implications and some of the recent policy action by WHO European Member States
The Digital Architectures of Social Media: Comparing Political Campaigning on Facebook, Twitter, Instagram, and Snapchat in the 2016 U.S. Election
The present study argues that political communication on social media is
mediated by a platform's digital architecture, defined as the technical
protocols that enable, constrain, and shape user behavior in a virtual space. A
framework for understanding digital architectures is introduced, and four
platforms (Facebook, Twitter, Instagram, and Snapchat) are compared along the
typology. Using the 2016 US election as a case, interviews with three
Republican digital strategists are combined with social media data to qualify
the studyies theoretical claim that a platform's network structure,
functionality, algorithmic filtering, and datafication model affect political
campaign strategy on social media
Mobile Privacy and Business-to-Platform Dependencies: An Analysis of SEC Disclosures
This Article systematically examines the dependence of mobile apps on mobile platforms for the collection and use of personal information through an analysis of Securities and Exchange Commission (SEC) filings of mobile app companies. The Article uses these disclosures to find systematic evidence of how app business models are shaped by the governance of user data by mobile platforms, in order to reflect on the role of platforms in privacy regulation more generally. The analysis of SEC filings documented in the Article produces new and unique insights into the data practices and data-related aspects of the business models of popular mobile apps and shows the value of SEC filings for privacy law and policy research more generally. The discussion of SEC filings and privacy builds on regulatory developments in SEC disclosures and cybersecurity of the last decade. The Article also connects to recent regulatory developments in the U.S. and Europe, including the General Data Protection Regulation, the proposals for a new ePrivacy Regulation and a Regulation of fairness in business-to-platform relations
Multichannel in a complex world
The proliferation of devices and channels has brought new challenges to just about every
organisation in delivering consistently good customer experiences and effectively joining up
service provision with marketing activity, data and content. A good multichannel strategy and
execution is increasingly becoming essential to marketers and customer experience
professionals from every sector. This report seeks to identify the key issues, challenges and opportunities that surround
multichannel and provide some best practice insight and principles on the elements that are
key to multichannel success. As part of the research for this report, we spoke to six
experienced customer experience and marketing practitioners from large organisations
across different sectors.
In Multichannel Marketing: Metrics and Methods for On and Offline Success, Akin Arikan
(2008) said:
âBecause customers are multichannel beings and demand relevant, consistent experiences
across all channels, businesses need to adopt a multichannel mind-set when listening to
their customers.â
It was clear from the companies interviewed for this report that it remains challenging for
many organisations to maintain consistency across so many customer touchpoints. Not only
that, but the ability to balance consistency with the capability to fully exploit the unique
attributes of each channel remains an aspiration for many.
The proliferation of devices and digital channels has added complexity to customer journeys,
making issues around the joining up of customer experience and the attribution of value of
key importance to many. Whilst senior leaders within the organisations spoken to seem to be
bought in to multichannel, this buy-in was not always replicated across the rest of the
organisation and did not always translate into a cohesive multichannel strategy. A number of companies were undertaking work around customer journey mapping and
customer segmentation, using a variety of passive and actively collected data in order to
identify specific areas of poor customer experience and create action plans for improvement.
Others were undertaking projects using sophisticated tracking and tagging technologies to
develop an understanding of the value and role of specific channels and to provide better
intelligence to the business on attribution that might be used to inform future investment
decisions.
A consistent barrier to improving customer experience is the ability to join up many different
legacy systems and data in order to provide a single customer view and form the basis for
delivery of a more consistent and cohesive multichannel approach.
Whilst there remain significant challenges around multichannel, there are some useful
technologies allowing businesses to develop better insight into customer motivation and
activity. Nonetheless, delivery of seamless multichannel experience remains a work-inprogress
for many
Who's Feeding the Kids Online? Digital food marketing to children in Ireland: Advertisersâ tactics, childrenâs exposure and parentsâ awareness
Obesity in children and young people is a global health challenge. The widespread marketing of unhealthy foods (food and non-alcoholic drinks high in fat, sugar and salt, or HFSS) plays a causal role in unhealthy eating and obesity. Food and eating is typically presented as an issue of âchoiceâ. However, this disregards the fact that current obesogenic environments use many tactics to promote unhealthy foods, interfering with peopleâs ability to make good choices.
This study examined:
1. Content appealing to children and young people on websites of top food and drink retail brands in Ireland
2. Marketing techniques on Facebook: Pages of food brands that have the highest reach among young teens, the first such study of which we are aware
3. Parentsâ awareness of digital food marketing to their children in an online, two-stage survey with digital marketing examples and open-ended response options
