A conceptual model for EAI adoption in an e-government environment
The non-integrated nature of Local Government Authority (LGA) Information Systems (IS) is
strongly associated with the inconsistency and duplication of data, reduction in data integrity and
quality, and high operational and maintenance cost. The reason is that legacy IS within the LGAs
are usually tailored to support particular business processes and functions and are as a
consequence usually difficult to integrate. This gives rise to a strong need for an integrated
architecture that facilitates reuse of existing applications and flexibly implementing business
processes across the functional boundaries within the LGAs. This paper examines a potentially
important area of IS integration in the United Kingdom (UK) LGAs through Enterprise
Application Integration (EAI) technology. A review of the literature indicates that EAI has been a
focal technology for several organisations in solving their integration problems. However, is new
in the LGAs; thus research literature around it is limited. Yet the effect of IS integration using
EAI technology remains under explored, as little research has been conducted to comprehend the
LGAs perception of integration that influences their decisions and actions. The author
demonstrates that it is of high importance to investigate this area within LGAs and result in
research that contributes towards successful EAI adoption. Therefore, resulting in the
development of a conceptual model that may be used to assist the government decision-making
process for EAI adoption in an electronic Government (e-Government) environment

Mapping factors influencing EAI adoption in the local government authorities on different phases of the adoption lifecycle
Several private and public organisations have adopted Enterprise Application Integration (EAI), however, its application in the Local Government Authorities (LGAs) is limited. Although, there exist few EAI adoption models, these models mainly focus on a number of different factors (e.g. benefits, barriers, cost) influencing the decision making process for EAI adoption. Moreover, these models do not illustrate which factor(s) influence the decision making process for EAI adoption on the adoption lifecycle phases. Literature indicates that the adoption process involves a sequence of phases an organisation passes through before taking the decision for adoption. This exemplifies that LGAs may also have to pass through several adoption phases before taking the decision to adopt EAI. However, due to the: (a) multiplicity of diverse EAI adoption factors and (b) not able to recognise which factor(s) influence EAI on adoption lifecycle phases, it may not be easy for LGAs to take decisions to adopt EAI by merely focusing on different factors. This may impede the decision making process for EAI adoption in LGAs. Notwithstanding, the implications of EAI have yet to be assessed, leaving scope for timeliness and novel research. Therefore, it is of high importance to investigate this area within LGAs and result in research that contributes towards successful EAI adoption. This paper makes a step forward as it: (a) investigates and proposes four adoption lifecycle phases, (b) validates the adoption lifecycle phases and (c) mapping the factors influencing EAI adoption on the adoption lifecycle phases, through a case study. Hence, it significantly contributes to the body of knowledge and practice. In doing so, providing sufficient support to the decision makers for speeding up the decision making process for EAI adoption in LGAs
Electronic information sharing in local government authorities: Factors influencing the decision-making process

To satisfy their information requirements, effective information sharing within and among LGAs is necessary. Nevertheless, the dilemma of Inter-Organisational Information Sharing (IOIS) has been regarded as an inevitable issue for the public sector. Despite a decade of active research and practice, the field lacks a comprehensive framework to examine the factors influencing Electronic Information Sharing (EIS) among LGAs. The research presented in this paper contributes towards resolving this problem by developing a conceptual framework of factors influencing EIS in Government-to-Government (G2G) collaboration. By presenting this model, we attempt to clarify that EIS in LGAs is affected by a combination of environmental, organisational, business process, and technological factors and that it should not be scrutinised merely from a technical perspective. To validate the conceptual rationale, multiple case study based research strategy was selected. From an analysis of the empirical data from two case organisations, this paper exemplifies the importance (i.e. prioritisation) of these factors in influencing EIS by utilising the Analytical Hierarchy Process (AHP) technique. The intent herein is to offer LGA decision-makers with a systematic decision-making process in realising the importance (i.e. from most important to least important) of EIS influential factors. This systematic process will also assist LGA decision-makers in better interpreting EIS and its underlying problems. or revolutionary integration technologies has
influenced pivotal decisions within top management
to strategically transform Local Government
Authorities (LGAs). These technologies may
represent a huge cost for adopting LGAs, but may
also offer the chance to achieve competitive
advantage through superior service delivery. With

Government), LGAs are turning to integration
technologies to fully automate and e-enable their
business processes and integrate their IT
infrastructures. While prior research on the adoption
of integration technologies in the private and public
domain has considered several determinants (e.g.
benefits, barriers, costs), little attention has been
given to investigate the attitudinal and behavioural
determinants influencing top managementâs decision
making process for the adoption of integration
technologies in LGAs. Notwithstanding, the
implications of this research have yet to be assessed,
leaving scope for timeliness and novel research.

E-government adoption in Qatar: An investigation of the citizens' perspective
Electronic government (e-government) initiatives are in their early stages in many developing countries and faced
with various issues pertaining to their implementation, adoption and diffusion. Like many other developing
countries, the e-government initiative in the state of Qatar has faced a number of challenges since its inception in
2000. Using a survey based study this paper describes citizensâ behavioural intention and adoption in terms of
applying and utilising the Unified Theory of Acceptance and Use of technology (UTAUT) model to explore the
adoption and diffusion of e-government services in the state of Qatar. A regression analysis was conducted to
examine the influence of e-government adoption factors and the empirical data revealed that performance
expectancy, effort expectancy, and social influences determine citizensâ behavioural intention towards e-government.
Moreover, facilitating conditions and behavioural intention were found to determine citizensâ use of e-government
services in the state of Qatar. Implications for practice and research are discussed
A Multi Perspective Approach for Understanding the Determinants of Cloud Computing Adoption among Australian SMEs
Cloud computing is proved to be an effective computing technology for organisations through the advantages that it offers such as IT technical agility and scalability, enhancing businesses processes, and increasing enterprises competitiveness. In Australia, there is an emerging trend that small and medium-sized enterprises (SMEs) begin to adopt this technology in the conventional working practices. However, there is a dearth of prior studies on examining the factors that influence the cloud computing adoption among Australian SMEs. To fill the empirical vacuum, this research-in-progress proposes an integrated framework for examining the determinants of cloud computing service adoption with the consideration of the unique characteristics of Australian SMEs, such as relatively low adoption of cloud computing services, less innovative, and limited knowledge about cloud computing and its benefits and hindrances. To this end, we are conducting consecutive studies to investigate this research issue. An exploratory interview study will be applied to observe and verify the characteristics of Australian SMEs toward the cloud computing adoption. This is followed by an organisational level survey that examines the effects of determinants on cloud computing adoption. Finally, a decision model for cloud computing adoption among Australian SMEs will be developed by using a Multi Criteria Decision Approach (MCDA) through rating, prioritising, and ranking of various criteria and alternatives available to the decision makers. Adopting the mixed-method research fashion, this research-in-progress intends to make significant implications to scholars and practitioners alike in the cloud computing research and applications areas
CLOUD COMPUTING ADOPTION DETERMINANTS: AN ANALYSIS OF AUSTRALIAN SMES
In Australia, there is an emerging tendency among SMEs towards the adoption of cloud computing. However, there are limited studies investigating the factors that influence cloud computing adoption within Australian SMEs. To fill the research vacuum, we developed a research model based on the diffusion of innovation theory (DOI), the technology-organisation-environment (TOE) framework, and our prior exploratory study to investigate the determinants that influence the adoption of cloud computing. An organizational-level survey was conducted across Australia to collect data from technology decision makers in SMEs. Data collected from 203 firms are used to test the related hypotheses. This study contributes a statistically validated model of the influential determinants of cloud computing adoption. Data analysis indicates that Technological Factors (cost savings, relative advantages, compatibility, and trialability), Organizational Factors (firm size, top management support, innovativeness of the firm, and IS knowledge), and Environmental Factors (market scope and external computing support) were found to be determinants of the adoption of cloud computing services. Benefits of the findings are twofold. First, they provide knowledge about cloud computing determinants in the Australian marketplace. Second, they provide policy planners and SMEsâ decision makers with insights and directions for successful adoption of cloud computing technology
ES ADOPTION IN CHINESE SMES: INSTITUTIONAL EFFECTS ON USERS AND PROVIDERS (40)
The main literature on Enterprise Systems (ES) is dominated by research on large Western firms. The survey based research method, which is commonly employed with focal concerns about user perspectives and critical success factors (CSFs), shows a great emphasis on the analysis of before-after effects. In contrast, this research examines ES engagement in Chinese SMEs through case studies. It argues that ES adoption and implementation is a complex process that operates within a broader institutional context, and the significance of institutional influence needs to be identified and explored. Both King et al.\u27s (1994) institutional framework and DiMaggio & Powell\u27s (1983) institutional isomorphism have informed the institutional analysis of this paper. The findings signify that the Chinese government potentially plays an important role in influencing ES engagement, however its effectiveness is limited. The importance of normative and mimetic power is also highlighted
