    Expert Elicitation for Reliable System Design

    This paper reviews the role of expert judgement to support reliability assessments within the systems engineering design process. Generic design processes are described to give the context and a discussion is given about the nature of the reliability assessments required in the different systems engineering phases. It is argued that, as far as meeting reliability requirements is concerned, the whole design process is more akin to a statistical control process than to a straightforward statistical problem of assessing an unknown distribution. This leads to features of the expert judgement problem in the design context which are substantially different from those seen, for example, in risk assessment. In particular, the role of experts in problem structuring and in developing failure mitigation options is much more prominent, and there is a need to take into account the reliability potential for future mitigation measures downstream in the system life cycle. An overview is given of the stakeholders typically involved in large scale systems engineering design projects, and this is used to argue the need for methods that expose potential judgemental biases in order to generate analyses that can be said to provide rational consensus about uncertainties.     How do Early Years Educators sustain and define their professionalism? A methodological approach to eliciting early years educators’ thinking

    This research has been concerned with eliciting the voices and thinking of a group of early years’ educators across three Local Education Authorities in West Yorkshire. The early years of education require a reflective, articulate and highly qualified workforce. The ability to reflect on and evaluate practice, prescription and one’s own thoughts about it must be the key to professionalism in the early years. The objective of this research was to extrapolate the thinking of a small group of EYEs across three local education authorities (LEAs) in West Yorkshire. The methodology of eliciting teacher thinking was employed to gain access to their voices and discover what were their critical issues and interests, their professional and practical knowledge. Rather than directing the participants to responding to specific aspects, the research was conducted to enable them to demonstrate any areas of interest and critical issues arising from their professional roles.Teacher thinking’ is an effective methodology to determine the thinking and knowledge of experienced and complex professionals working in a variety of settings. This empirical research was undertaken to elicit educators' perspectives to determine their own understandings, with accounts in their own terms through in-depth open-ended interviews, questionnaires, personal/professional time-lines, video-reflective interviews on practice and focus group interviews. These varied different data collection strategies are key to the research as they elicited holistic and varied perspectives on the early years educators professionalism. The aim was to give early years educators a voice, promote recognition of the complexity of the phenomena to be studied and determine the most effective method of eliciting their thinking. Previously, (Shadbolt and Burton, 1995) the emphasis was on eliciting knowledge for the purpose of building expert or knowledge-based systems. These systems are computer programs intended to solve real-world problems, achieving the same level of accuracy as human experts.     Contingent Information Systems Development

    Situated approaches based on project contingencies are becoming more and more an important research topic for information systems development organizations. The Information Services Organization, which was investigated, has recognized that it should tune its systems development approaches to the specific situation. A model has been developed, dealing with the matching between prevailing contingency factors and the preconditions of already existing situated approaches. Furthermore, a generic process model for systems development, including the information systems operations stage, is proposed. This model makes it possible to derive from it specific systems development strategies. A number of basic development strategies, specific for the Information Services Organization, are described.     Understanding The Decision-Making Process of Local Level Emergency Managers and Future Impacts of Social Data

    During the course of a natural disaster, affected populations turn to different avenues to attempt to communicate their needs and locations while emergency managers are faced with the task of making quick decisions to aid in the response effort. The decisions that emergency managers face are affected by factors such as available resources, responder safety, and source of information. In this research, we interview emergency managers about the 2009 North American Ice Storm and a flooding event in late April of 2017 to understand the decisions made and the factors that affected these decisions. Using these interviews, a list of interview questions using the Critical Decision Method were created that could be used to more deeply understand the decisions and decision-making process of a local-level emergency manager during a disaster response event. Additionally, animations were created to illustrate the comparative effectiveness of disaster response routing plans developed with and without the consideration of social data based on data inspired by a real event
