    Crisis Communication Patterns in Social Media during Hurricane Sandy

    Hurricane Sandy was one of the deadliest and costliest of hurricanes over the past few decades. Many states experienced significant power outage, however many people used social media to communicate while having limited or no access to traditional information sources. In this study, we explored the evolution of various communication patterns using machine learning techniques and determined user concerns that emerged over the course of Hurricane Sandy. The original data included ~52M tweets coming from ~13M users between October 14, 2012 and November 12, 2012. We run topic model on ~763K tweets from top 4,029 most frequent users who tweeted about Sandy at least 100 times. We identified 250 well-defined communication patterns based on perplexity. Conversations of most frequent and relevant users indicate the evolution of numerous storm-phase (warning, response, and recovery) specific topics. People were also concerned about storm location and time, media coverage, and activities of political leaders and celebrities. We also present each relevant keyword that contributed to one particular pattern of user concerns. Such keywords would be particularly meaningful in targeted information spreading and effective crisis communication in similar major disasters. Each of these words can also be helpful for efficient hash-tagging to reach target audience as needed via social media.     Courting Disaster: An Analysis of Federal Government Twitter Usage during Hurricane Sandy Resulting in a Suggested Model for Future Disaster Response

    abstract: ABSTRACT This dissertation examined how seven federal agencies utilized Twitter during a major natural disaster, Hurricane Sandy. Data collected included tweets between October 26-31, 2012 via TweetTracker, as well as federal social media policy doctrines and elite interviews, to discern patterns in the guidance provided to federal public information officers (PIOs). While scholarly research cites successful local and state government efforts utilizing social media to improve response efforts in a two-way communications interaction, no substantive research addresses social media’s role in crisis response capabilities at the federal level. This study contributes to the literature in three ways: it focuses solely on the use of social media by federal agencies in a crisis setting; it illuminates policy directives that often hamper federal crisis communication response efforts; and it suggests a proposed model that channels the flow of social media content for PIOs. This is especially important to the safety of the nation moving forward, since crises have increased. Additionally, Twitter was adopted only recently as an official communications tool in 2013. Prior to 2013, social media was applied informally and inconsistently. The findings of this study reveal a reliance upon a one-way, passive communication approach in social media federal policy directives, as well as vague guidelines in existing crisis communications models. Both dimensions are counter to risk management and crisis communication research, which embrace two-way interactivity with audiences and specific messaging that bolsters community engagement, which are vital to the role of the PIO.     Finding Eyewitness Tweets During Crises

    Disaster response agencies have started to incorporate social media as a source of fast-breaking information to understand the needs of people affected by the many crises that occur around the world. These agencies look for tweets from within the region affected by the crisis to get the latest updates of the status of the affected region. However only 1% of all tweets are geotagged with explicit location information. First responders lose valuable information because they cannot assess the origin of many of the tweets they collect. In this work we seek to identify non-geotagged tweets that originate from within the crisis region. Towards this, we address three questions: (1) is there a difference between the language of tweets originating within a crisis region and tweets originating outside the region, (2) what are the linguistic patterns that can be used to differentiate within-region and outside-region tweets, and (3) for non-geotagged tweets, can we automatically identify those originating within the crisis region in real-time

    Abstract: This paper examines the discursive aspects of Twitter communication during the floods in the summer of 2010–2011 in Queensland, Australia. Using a representative sample of communication associated with the #qldfloods hashtag on Twitter, we coded and analysed the patterns of communication. We focus on key phenomena in the use of social media in crisis communication: communal sense-making practices, the negotiation of participant roles, and digital convergence around shared events.     How Mobile Devices are Transforming Disaster Relief and Public Safety

    With its growing usage, mobile technology is greatly improving disaster relief and public safety efforts. Countries around the world face threats from natural disasters, climate change, civil unrest, terrorist attacks, and criminal activities, among others. Mobile devices, tablets, and smart phones enable emergency providers and the general public to manage these challenges and mitigate public safety concerns.In this paper, part of the Brookings Mobile Economy Project, we focus on how mobile technology provides an early warning system, aids in emergency coordination, and improves public communications. In particular, we review how mobile devices assist with public safety, disaster planning, and crisis response. We explain how these devices are instrumental in the design and functioning of integrated, multi-layered communications networks. We demonstrate how they have helped save lives and ameliorate human suffering throughout the world
