This set of case studies has two main purposes Case studies illustrating the usefulness of the quality monitoring framework set out in chapter one of The Future of Quality News Journalism: a cross-continental analysis The material that is produced below is still under development and may be modified when the final draft is produced shortly. a) Introduction This set of case studies has two main purposes. First, to provide examples of how the quality monitoring framework outlined in chapter one might be applied to online news stories of quality mainstream news providers. Second, to provide some representative sample evidence of the quality of the hard news provision of some of the best of the mainstream news providers. This is intended to back up the case for their continuing importance that is made within the bonus chapter (available only online at: HTTP://CLOK.UCLAN.AC.UK/7824) There are several things that it is important to emphasise. First, as chapter one makes clear, the preferred means of quality assessment would be via the kind of expert/professional panels outlined and suggested there. This should enhance the rigour of the evaluative process in so far as several pairs of expert eyes are likely to pick up inconsistencies in the application of that process in a way that would not be possible for one. Given that such panels do not yet exist to apply it and that the purpose here is mainly illustrative, the evaluations have been made by the author alone. That means that they should be treated with greater caution than had they been panel produced, but providing that is remembered it does not detract from their illustrative value. For the purposes of transparency and the need to provide readers with enough information to help them cross-check the judgments for themselves if they so wish, concise sample reasons are provided at the end of each piece as to why the individual quality ratings have been arrive

Activity-based management accounting in the health care sector, with specific reference to private hospital groups in South Africa

ThesisThe health care sector, worldwide, is characterised by increasing patient loads, more complex procedures - and ever-increasing medical costs, with the cost of hospitalisation being the predominant cost factor absorbing the most resources. Leyenaar (1997: 14) maintains that the health care market has shifted from revenue to a cost focus. Increases in private hospital cost of between 13 and 15 percent at the beginning of 1999 were, according to Bisseker (1999: I), not justified, especially in the light of the healthy fmancial results achieved by many of the listed private hospital groups. Administrators of large medical aid schemes and of managed care companies are having great difficulty in explaining these increases to their members. Member contributions increased by as much as 20 percent, this despite promises that managed care would bring these costs under control (Bisseker, 1999: I ). Another problem facing South African hospitals is currencY related. Since the beginning of 1999, the Rand has lost a great deal of ground against foreign currencies, making it very expensive for hospitals to purchase any medical equipment from the overseas market. Hospitals purchase much of their technologically advanced equipment and medication from foreign countries and with the depreciating Rand, these items become even more expensive. The hospitals must bring this currencY component into their pricing policies. Another factor contributing to the recessionary climate existing in South Africa is one of medical inflation. Medical inflation rates have, over the past few years been much higher than the average inflation rate. An increased emphasis on cost management and cost contaimnent in hospitals, together with managed health care, has created an urgent need amongst health care providers for relevant, accurate, timeous and meaningful cost information (Williams, 1997: 16). In this regard Canby (1995:51) is of the opinion that by tracing healthcare activities and costs back to the events that generate and cause the cost, and by focusing on the process that drives cost, a more accurate measurement of financial information and performance is obtained. This, in tum, will enable private hospital groups to make necessary price changes only if these changes are justified by the information obtained from the new system. The health care industry may use the ABC technique, developed by manufacturing organisations to enhance their profitability, eliminate unnecessary costs and plan for change (Schuneman, 1997: I). This technique, which identifies the relationship between the activity and the source needed to complete it, can thus also be applied successfully to the medical practice. Hospital management systems may use all the components associated with ABMA to effectively control, plan, administer and monitor the activities and resources in the hospital

    Down at the Hospital

Down at the hospital the other day the ambulance brought us an old German lady who had fallen down on Main Street. We admitted her in east wing and found no bodily damage, but did discover that she was thoroughly drunk. We removed her warmed-over cabbage tennis shoes and were in the process of replacing her Salvation Army discount dress with a hospital gown when three or four bags of Hershey\u27s chocolate kisses fell out from some hidden foyer of her person. All the while she was yelling about her husband\u27s federal pension and how her bishop and the police department would protect her from us. Last night she escaped from the hospital, and I, being the orderly on duty, had to hyperambulate down the street to capture her and return her to east wing, using force if necessary. It was. A half-hour later back in room 6, I was gratified to see 5 cc’s of dilantin enter her left buttock via hypodermic needle because I knew that she would be as happy in dreamland as I was to see her transported there

Sackett v. U.S. Environmental Protection Agency: Waters of the United States Defined by 0.63 Acres

This case note analyzes Sackett v. U.S. Env’t Prot. Agency, 8 F.4th 1075, 1080 (9th Cir. 2021), a case wherein the U.S. Court of Appeals for the Ninth Circuit set forth the proper test for determining whether wetlands are “waters of the United States” within the meaning of the Clean Water Act (33 U.S.C. §1251 et seq. (1972)). In 2007, the Sacketts had purchased a 0.63 acre lot in Idaho, obtained building permits, and began constructing a house, which resulted in the deposit of sand and gravel in areas of standing water on the property. Soon thereafter, the Environmental Protection Agency (EPA) found that the property included wetlands that fell under the regulatory jurisdiction of the Clean Water Act. The EPA issued a formal compliance order instructing the Sacketts to restore the wetlands on their property or face fines of up to $40,000 per day. Eighteen years later, after lengthy litigation, the Sacketts went to the U.S. Supreme Court for the second time. In January 2022, the Supreme Court granted certiorari on the question of whether the Ninth Circuit had set forth the proper test. Within the context of Sackett, this Note outlines the history of the Clean Water Act. Next, it reviews the relatively recent cases that have shaped the definition of “waters of the United States” and the jurisdiction of the Clean Water Act, including the origin of the term “significant nexus.” Third, this Note surveys the executive branch’s role in defining key terms of the Clean Water Act, including how definitions change with each succeeding administration. Finally, this Note explores the Ninth Circuit’s decision in Sackett. Ultimately, this Note argues that Congress must address the criticisms that arose in Sackett by creating regulatory clarity to meet the needs of the environment

National research, development, test, and evaluation ground testing capabilities in the United States are at risk. There is a lack of vision and consensus on what is and will be needed, contributing to a significant threat that ground test capabilities may not be able to meet the national security and industrial needs of the future. To support future decisions, the AIAA Ground Testing Technical Committees (GTTC) Future of Ground Test (FoGT) Working Group selected and reviewed 20 seminal documents related to the application and direction of ground testing. Each document was reviewed, with the content main points collected and organized into sections in the form of a gap analysis current state, future state, major challenges/gaps, and recommendations. This paper includes key findings and selected commentary by an editing team

Process assessment for the extended enterprise during early product development using novel computational techniques

Manufacturing practices have evolved over the last quarter of a century in the light of changes to manufacturing technology and demand. To sustain this growth companies are increasingly focused on better design and quicker time to market, to stay one step ahead of the competition. Expanding technology capabilities have included microcomputers and telecommunications. In particular the Internet has allowed businesses to trade with an extended customer base, resulting in a greater demand and perpetuating the cycle. To mirror this statement, businesses are looking increasingly far and wide for suitable suppliers. This work identifies a need in the market for an Internet based supplier selection function, during early product development. The development of this work differs significantly from other process selection methods by the use of the Internet to link companies. It has advantages for product development relating to the scope of the opportunities, diversity of possible manufacturing operations and rapid assessment of processes. In particular the system can be broken down into two main functions. Process Selection (PS) and Factory Selection (FS). The PS method presented enables many processes to be modelled, in multiple organisations for a single product. The Internet is used to gain access to supplier facilities by adopting the same principles as on-line banking, or shopping, for data input and access. The results of these assessments are retained by the system for later analysis. The FS method utilises this data to model and compare supplier attributes, allowing the user to manipulate the data to fit their requirements. Testing of the system has proved encouraging for many operations, including Injection Moulding and CNC Machining. It can be concluded that the identification of manufacturing operations outside the remit of companies' normal scope will create further opportunities for supplier integration

Integrated orbital servicing study for low-cost payload programs. Volume 2: Technical and cost analysis

Orbital maintenance concepts were examined in an effort to determine a cost effective orbital maintenance system compatible with the space transportation system. An on-orbit servicer maintenance system is recommended as the most cost effective system. A pivoting arm on-orbit servicer was selected and a preliminary design was prepared. It is indicated that orbital maintenance does not have any significant impact on the space transportation system
