Transportation Security Administration: Oversight of Explosive Detection Systems Maintenance Contracts Can Be Strengthened

A letter report issued by the Government Accountability Office with an abstract that begins "Mandated to screen all checked baggage by using explosive detection systems at airports by December 31, 2003, the Transportation Security Administration (TSA) has deployed two types of screening equipment: explosive detection systems (EDS), which use computer-aided tomography X-rays to recognize explosives, and explosive trace detection (ETD) systems, which use chemical analysis to detect explosive residues. This report discusses (1) EDS and ETD maintenance costs, (2) factors that played a role in these costs, and (3) the extent to which TSA conducts oversight of maintenance contracts. GAO reviewed TSA's contract files and processes for reviewing contractor cost and performance data.

Continuous maintenance and the future – Foundations and technological challenges

High value and long life products require continuous maintenance throughout their life cycle to achieve required performance with optimum through-life cost. This paper presents foundations and technologies required to offer the maintenance service. Component and system level degradation science, assessment and modelling along with life cycle ‘big data’ analytics are the two most important knowledge and skill base required for the continuous maintenance. Alignment model for trunk road network maintenance outsourcing

Road maintenance outsourcing is now the foremost strategy by which road authorities procure maintenance works. Despite growing application of road maintenance outsourcing, there are conflicting estimates on the effective­ness of road maintenance outsourcing and shortage of appropriate models to align over optimistic expectations of road authorities from road maintenance outsourcing with substantiated benefits. This paper investigates the efficacy of road maintenance outsourcing. In this paper, the different variants of road maintenance outsourcing and road maintenance works are evaluated with a SWOT analysis and a comprehensive literature review respectively. In addition, a road main­tenance outsourcing alignment model based on a decision tree and Balance Score Card is proposed and illustrated with a Nigerian trunk road network authority as a case study. The result of the SWOT analysis and comprehensive literature review establishes fresh insight into road maintenance outsourcing dynamics. The presented road maintenance outsourc­ing alignment model provides adequate pathways that could assist road authorities identify the most appropriate road maintenance outsourcing variant for road maintenance procurement. In addition it aligns actual benefits and expectations of road maintenance outsourcing and facilitates development of SMART metrics for effective assessment of road main­tenance outsourcing. Resale Price Maintenance After Monsanto: A Doctrine Still at War With Itself

In this article, two enforcement officials at the Federal Trade Commission reexamine resale price maintenance in light of the Supreme Court\u27s recent decision in Monsanto Co. v. Spray-Rite Service Corp. Commissioner Calvani and Mr. Berg consider both antitrust law and economic policy in their review of the history of resale price maintenance; they point out the chronic inconsistencies to which this antitrust regime has been subject, and identify these same inconsistencies at work in Monsanto. The authors set forth three theses with respect to Monsanto: first, that the Court intimated a willingness to reconsider at some future time the per se standard of illegality for resale price maintenance; second, that the Court recognized the continuing vitality of the Colgate doctrine, which had been seriously questioned in recent years; and, third, that the Monsanto Court unsuccessfully attempted to delineate a workable evidentiary standard applicable to communications between sellers and resellers when it is alleged that such communications constitute an illegal contract, combination, or conspiracy under section one of the Sherman Act. The authors suggest that, taken together, these elements in Monsanto display a doctrine at war with itself. The authors conclude by examining the possible implications of the Monsanto decision for the future direction of the law of resale price maintenance

Vendors are Undermining the Structure of U.S. Elections

As we approach the 2008 general election, the structure of elections in the United States -- once reliant on local representatives accountable to the public -- has become almost wholly dependent on large corporations, which are not accountable to the public. Most local officials charged with running elections are now unable to administer elections without the equipment, services, and trade-secret software of a small number of corporations. If the vendors withdrew their support for elections now, our election structure would collapse. Case studies presented in this report give examples of the pervasive control voting system vendors now have over election administration in almost every state, and the consequences some jurisdictions are already experiencing.However, some states and localities are recognizing the threat that vendor-dependency poses to elections. They are using ingenuity and determination to begin reversing the direction. This report examines the situation, how we got here, and steps we can take to limit corporate control of our elections in 2008 and reduce it even further in the future

Decision Support Tools for Cloud Migration in the Enterprise

This paper describes two tools that aim to support decision making during the migration of IT systems to the cloud. The first is a modeling tool that produces cost estimates of using public IaaS clouds. The tool enables IT architects to model their applications, data and infrastructure requirements in addition to their computational resource usage patterns. The tool can be used to compare the cost of different cloud providers, deployment options and usage scenarios. The second tool is a spreadsheet that outlines the benefits and risks of using IaaS clouds from an enterprise perspective; this tool provides a starting point for risk assessment. Two case studies were used to evaluate the tools. The tools were useful as they informed decision makers about the costs, benefits and risks of using the cloud.Comment: To appear in IEEE CLOUD 201

Sustainable product development strategies: Business planning and performance implications

In this paper the opportunities for improving the environmental impact of products within the constraints of existing manufacturing infrastructure are examined. Approaches which support sustainability in two aspects are proposed, firstly, the provision of products to the users in ways which extend the product life and secondly, manufacturing approaches which reduce resource usage. This paper outlines three different sustainable development strategies for different product types and describes the cost implications for manufacturers across the life-cycle. The performance measures affected by these strategies are examined drawing on product development case studies from a number of high technology sectors to highlight the different approaches taken. The results are intended to aid manufacturers during the earliest stages of business planning to consider alternative product development approaches which are more sustainable
