    Philosophy of Education as a Social Development Factor: World Trends and Prospects for Russia

    The author analyzes the correlation between the development of society and philosophy of education. The goal of this article is to demonstrate that social development is more clearly shaped when the process of education is given an appropriate philosophy, which means the presence of a sense-making and goal-setting strategy (paradigm, “religion”) of the evolution of society. The example of a number of the world's leading countries confirms the value of such correlation. Even when in a crisis, these countries adapt to the modern world's dynamics (globalization, informatization, etc.) with higher speed if they possess an adequate education philosophy. These leading countries’ philosophy of education is underlain by the thesis: the quality of education defines the quality of life. This outcome can be achieved by drawing on such values as freedom, creativity, partnership, and trust. World university rankings show that the most successful universities aim at achieving this outcome and rely on these basic values regardless of all the modern transformations. The author comes to the conclusion that Russia, represented by its leaders and its government, should, given its desire to join the ranks of the world's leading countries, should instate substantial indicators of quality of life for its citizens, as well as strive to generate an education philosophy of similar nature and actively introduce it in the process of education in the first place

    A Fellowship Approach to Accelerating Social Entrepreneurs

    When Echoing Green, a nonprofit focused on unleashing next-generation talent, was founded in 1987, the term "social entrepreneur" was not widely used. Emerging leaders who wanted to change the world had limited options to access capital and programmatic support aside from its Fellowship program. Forty million dollars in seed-stage funding and strategic assistance to nearly 700 entrepreneurs later, Echoing Green has witnessed social entrepreneurship become a global movement.In recent years, Echoing Green has recognized two field-level trends within its Fellow community. First, for-profit business models to effect social and environmental change and impact investing (investments made to generate social and environmental impact alongside a financial return) have increased in popularity. At the same time, the business accelerator landscape has grown, and many entrepreneurs are participating in multiple programs. Globally, a plethora of accelerator programs are now employing a variety of services and funding models to launch start-ups.Echoing Green also began accepting more entrepreneurs using for-profit business models into its Fellowship and deepening its engagement with its Fellow alumni community. In 2014, it piloted an impact investing "inflection cohort" of Fellow alumni running for-profit and hybrid social enterprises. Its goal was to fill gaps in support and funding through the Fellows' common critical inflection moment: transitioning from early-stage funding to raising more sophisticated institutional growth capital.In this white paper, Echoing Green describes this impact investing inflection cohort pilot and shares the social entrepreneurs' data to shed light on how and if the inflection cohort model succeeded in enabling the early-stage social entrepreneurs to grow, attract investment, and deliver impact

    Extent of congruence between student perception and media representations of quality of higher education institutions.

    This study examines the degree of congruence between students' use of indicators in judging university quality and media use of those indicators. Through a student survey and content analysis of the media, each one's treatment of universities is examined. The study finds that students use items related to reputation or impact when determining university quality. It finds that the media mentions reputation the most when describing university quality. Students and the media agree on the importance of reputation in determining university quality, but then agree on little else. Many items student consider important are not mentioned much by the media. This study also finds a strong congruence between how students rank universities in terms of quality and how often the media mentions those universities. This would indicate a presence of agenda setting, which is the theory that the media sets the agenda of its audience. However, an additional test in this study finds that varying levels of media exposure have little congruence with how students rank information or use items to judge university quality. This study, then, questions how much the media messages are related to student decisions about quality

    A Racial Impact Analysis of HB 994: Human Trafficking

    Human Trafficking has become an international crisis that has caused a devastating impact on the Commonwealth of Virginia. The purpose of this report is to examine the racial equity impact of Virginia House Bill 944. HB 994 was introduced to the House by Delegate Barbara Comstock, along with 13 other members of the House and was passed by the House of Delegates and was Passed Indefinitely in Courts of Justice with letter in 2014. This Bill, as initially introduced, would have made it a felony to participate in Human Trafficking by expanding the definition of abduction/kidnapping. It also would have provided additional protection for minors by taking away the defense of consent. This report reviews the practices of Human Trafficking and provides an overview of how HB 944 being passed indefinitely harms minority communities

    Análisis bibliométrico a través de indicadores de calidad metodológica de las revistas españolas de educación indizadas en JCR durante el trienio 2014-2016

    Este estudio pretende realizar una evaluación bibliométrica a través de indicadores de calidad metodológica de la producción científica publicada durante el trienio de 2014 a 2016 en las siete revistas españolas de educación indexadas en el Journal Citation Reports (JCR): Revista de Psicodidáctica; Comunicar; Revista de Educación; Educación XX1; Enseñanza de las Ciencias; Revista Española de Pedagogía; y Porta Linguarum. A través de una metodología bibliométrica-descriptiva se analiza cuantitativamente una muestra de artículos que asciende a 479 y seleccionados a través de un muestreo no probabilístico de tipo deliberado. Globalmente, los resultados obtenidos apuntan a que las revistas evaluadas han logrado niveles de cumplimiento de los indicadores metodológicos propuestos bastante altos que manifiestan la excelente calidad metodológica que atesoran dichas publicaciones, aunque mejor en unas revistas que en otras y sin menoscabo para que también se hayan detectado indicadores metodológicos mejorables. Dichos indicadores están relacionados, sobre todo, con la no explicitación de las tipologías de abordaje metodológico, del muestreo utilizado, así como de los criterios de calidad cuantitativos (fiabilidad y validez) y de naturaleza cualitativa. Finalmente, destacar que hay evidencias empíricas que apoyan que cuanto mejor considerada es una revista en JCR también es acreedora de una mejor calidad metodológica

    Stakeholder perspectives on payment reform in maternity care in the Netherlands:A Q-methodology study

    Based on theoretical notions, there is consensus that alternative payment models to the common fee-for-service model have the potential to improve healthcare quality through increased collaboration and reduced under- and overuse. This is particularly relevant for maternity care in the Netherlands because perinatal mortality rates are relatively high in comparison to other Western countries. Therefore, an experiment with bundled payments for maternity care was initiated in 2017. However, the uptake of this alternative payment model remains low, as also seen in other countries, and fee-for-service models prevail. A deeper understanding of stakeholders’ perspectives on payment reform in maternity care is necessary to inform policy makers about the obstacles to implementing alternative payment models and potential ways forward. We conducted a Q-methodology study to explore perspectives of stakeholders (postpartum care managers, midwives, gynecologists, managers, health insurers) in maternity care in the Netherlands on payment reform. Participants were asked to rank a set of statements relevant to payment reform in maternity care and explain their ranking during an interview. Factor analysis was used to identify patterns in the rankings of statements. We identified three distinct perspectives on payment reform in maternity care. One general perspective, broadly supported within the sector, focusing mainly on outcomes, and two complementary perspectives, one focusing more on equality and one focusing more on collaboration. This study shows there is consensus among stakeholders in maternity care in the Netherlands that payment reform is required. However, stakeholders have different views on the purpose and desired design of the payment reform and set different conditions. Working towards payment reform in co-creation with all involved parties may improve the general attitude towards payment reform, may enhance the level of trust among stakeholders, and may contribute to a higher uptake in practice.</p

    Content development for a physical activity and sedentary behaviour e-learning module for early childhood education students: a Delphi study

    Background: Early childhood educators play a prominent role in promoting healthy activity behaviours in childcare. However, they have expressed that they lack the appropriate pre-service training to confidently lead physical activity (PA), and minimize sedentary behaviour (SB), in childcare. As such, the purpose of this Delphi study was to generate and reach agreement on content areas for inclusion in a PA and SB e-Learning module for Early Childhood Education (ECE) students. Methods: Purposeful sampling of Canadian/international researchers was used to form two expert panels: a PA/SB expert panel (n = 26), and a Canadian ECE panel (n = 35). The PA/SB experts suggested their top 12 PA/SB topics for the module via online survey. These topics were then pooled to generate a list of 19 content areas. In a second online survey, both panels of experts rated the importance of each content area (0 = unimportant to 5 = very important). Mean ratings (M) were ranked separately for each panel, and then ratings were pooled to create an overall ranking of the 19 content areas. Inter-panel agreement of importance rankings was visually represented as a scatterplot and quantified using Spearman’s rho (rs). Results: The top-rated content area was Outdoor Play (M = 4.77 ± 0.64), followed by Benefits of PA in the Early Years (M = 4.75 ± 0.66), and Factors Influencing PA and SB in Childcare (M = 4.71 ±.74). Monitor PA and Sedentary Time Within Your Classroom had the lowest combined score (M = 3.77 ± 1.44). There was moderate-to strong inter-panel agreement for content area importance rankings (rs = 0.60, 95% CI: 0.20 to 0.83). The majority of the ECE expert panel considered this training important for ECE students (94.3%), aligning with ECE curriculum objectives (91.4%) and accreditation standards (78.8%), and complementary to the present ECE curriculum (88.6%). Conclusions: Providing PA and SB training to ECE students is a proactive way to ensure healthy movement behaviours are prioritized in childcare programming. With the PA/SB expert-developed content areas, and endorsement by the ECE expert panel, implementing this training within ECE programs is a necessary next step
