    Networking Innovation in the European Car Industry : Does the Open Innovation Model Fit?

    The automobile industry is has entered an innovation race. Uncertain technological trends, long development cycles, highly capital intensive product development, saturated markets, and environmental and safety regulations have subjected the sector to major transformations. The technological and organizational innovations related to these transformations necessitate research that can enhance our understanding of the characteristics of the new systems and extrapolate the implications for companies as well as for the wider economy. Is the industry ready to change and accelerate the pace of its innovation and adaptability? Have the traditional supply chains transformed into supply networks and regional automobile ecosystems? The study investigates the applicability of the Open Innovation concept to a mature capital-intensive asset-based industry, which is preparing for a radical technological discontinuity - the European automobile industry - through interviewing purposely selected knowledgeable respondents across seven European countries. The findings contribute to the understanding of the OI concept by identifying key obstacles to the wider adoption of the OI model, and signalling the importance of intermediaries and large incumbents for driving network development and OI practices as well as the need of new competencies to be developed by all players.Peer reviewe

    It is now an accepted fact that in the 21st century competition will be between networks of organisations and individuals, which efficiently and effectively integrate their competencies and resources in order to compete in a global economy (Bititci et al, 2004). Similarly the SME'2000 conference, which was held in Bologna, concluded that 'SMEs belonging to networks are often more competitive and innovative than those operating in isolation.     Improving SMEs' guidance within public innovation supports

    In the eighties, public bodies became aware of the importance of the SMEs in the regional economic development. In order to stimulate their innovativeness and to overcome their inward limits, public policies set up innovation agencies all over European countries. Criticisms arose after ten years of existence because of their low usefulness. This article aims to develop a better understanding of the relationship between SMEs and innovation agencies (RTTAs – Regional Technology Transfer Agencies) : it presents the implementation of a management scheme which experimented new solutions, in French SMEs, to overcome previous gaps. Our article seeks to enrich researches exploring the links between the SME and the RTTA ; it advocates new principles to improve SMEs' guidance in innovation processes.

    R&D Collaboration by SMEs: new opportunities and limitations in the face of globalisation

    Globalisation has systemically affected the way all firms undertake innovation. First, there has been a growing use of non-internal technology development, both by outsourcing and strategic alliances. Second, products are increasingly multi-technology. This has led to the growing use of networks by all firms, previously a primary competitive advantage of SMEs. These developments have created both opportunities and threats for the SME. On the one hand, large firms have increasingly sought out SMEs as they have developed their use of external networks. On the other hand, by doing so, larger firms are able to avail themselves of the flexibility long-enjoyed by SMEs. This is particularly so in the electronics hardware-based sector, where we have evaluated the R&D activities of both large and small firms. Although SMEs continue to have the advantages of flexibility and rapid response, the traditional disadvantages due to size limitations may have worsened due to the demand for multiple technological competences and by increased cross-border competition.economics of technology ;

    Global Value Chains, Technology Transfer and Local Firm Upgrading in Non-OECD Countries

    The productivity and competitiveness of local firms in non-OECD countries depends as much on technological capacities and successful upgrading as in industrialized countries. However, developing countries undertake very little to no original R&D and primarily depend on foreign technology. Long-term contracts and subcontracting arrangements within global value chains are here very important forms of transnational cooperation and therefore also important channels for technology transfer, especially as the majority of these countries attract only limited foreign direct investment.     Regional Learning Networks in Medium-Tech Technologies and European Integration

    The paper aims at investigating the transfer of tacit knowledge both at the regional and at the interregional level and it focuses on the factors and forms of the processes of interactive learning between small and medium size in medium technology sectors. The analysis proceeds from the contributions of four strands of literature, focusing on economics of agglomeration, cognitive economics, industrial strategic alliances and governance in a knowledge economy. While industrial economics interprets technology spill-over at the local level as an automatic and chaotic process allowed by geographical proximity of the firms, regional economics identifies different specific types of flows and networks, which link together in an organized way the various firms and other private and public actors within a given regional innovation system. Cognitive economics may bring a significant contribution, as it considers the relevance for economics of human cognitive aspects and it discovers the key role in the creation of new ideas of selected factors, such as the stimulus by changes in the external environment, the process of “neurognosis†or negative reaction aiming to the protection of the internal integrity, the search process constrained by cognitive proximity, the success in pattern making and the achievement of consistency and compatability, the process of “exaptation†or reconversion leading to path-dependency, the creation of new connections and routines and institutions, which allows to save the limited cognitive capacity of individuals and organizations. This theoretical framework in the analysis of the processes of knowledge creation may be schematically represented through the model of “Territorial Knowledge Managementâ€, which aims at promoting the interactive learning processes within the regional innovation systems and focuses on a selected list of knowledge levers, such as: market orientation, accessibility, receptiveness, common identity, creativity and governance. On the base of these theoretical concepts and tools, the paper analyses various case studies of firms embedded in different industrial clusters in Europe, focusing on the forms of the process of interactive learning and innovation between the various regional actors. Finally, the paper attempts to derive from that analysis useful indications for the possible extension of knowledge and innovation networks at the interregional and international level and for decreasing the regional divide in a modern knowledge economy. The research has been undertaken within the framework of the project: “IKINET – International Knowledge and Innovation Network†(EU FP6, N° CIT2-CT-2004-506242).     Towards a framework for the evaluation of policies of cluster upgrading and innovation

    In the current scenario, a large and growing number of policies for local development and cluster upgrading explicitly incorporate the idea of innovation as a systemic process, embedded in specific socio-cultural and institutional contexts and intermingled with international challenges, opportunities, and strategies. These policies bring new challenges to the activities of analysis and evaluation: despite the diffusion of a systemic approach both in innovation thinking and in innovation policies, a proper system-based framework for the analysis and evaluation of these policies is far from being achieved (Bellandi and Caloffi, 2010). Trying to advance our reflection on this field, we propose some exemplifications on a quite delimited set of contexts, i.e. those of industrial districts (Italian, in particular), characterized by SMEs clusters facing contemporary globalization challenges. Focusing on innovation policies aimed at supporting functional upgrading of districts and clusters soaked in changing international filières and value chains, the paper discusses the meaning of evaluation of industrial policies when a systemic perspective is considered. On such premises a couple of exemplifications are illustrate some features of appropriate evaluation methods.
