    Can supply chain's coordination mechanisms include small holders? Insight from an empirical work in Costa Rica.

    Small holders' agriculture is currently facing new stakes due to State's withdrawal from agricultural support and to higher market requests for producing agricultural products. Different coordination mechanisms can be observed inside the supply chains involving farmers, farmers' organizations, and others stakeholders. They depend on the nature of the product, the characteristics of the stakeholders involved, the technical specifications related to the transactions, and the institutional environment. Relying on a comparative case study methodology, the paper analyzes the consequences of different coordination mechanisms on inclusion or exclusion of small farmers in the northern region of Costa Rica. Market coordination could be an efficient way to integrate farmers in supply chains in the case of low technical specifications and of existence of adequate selling mechanisms. Hybrid coordination is the main mechanism and facilitates the inclusion of small farmers, depending on the farmers' organizations capacities to negotiate adequate rules.     Natural resources conservation management and strategies in agriculture

    This paper suggests a holistic framework for assessment and improvement of management strategies for conservation of natural resources in agriculture. First, it incorporates an interdisciplinary approach (combining Economics, Organization, Law, Sociology, Ecology, Technology, Behavioral and Political Sciences) and presents a modern framework for assessing environmental management and strategies in agriculture including: specification of specific “managerial needs” and spectrum of feasible governance modes (institutional environment; private, collective, market, and public modes) of natural resources conservation at different level of decision-making (individual, farm, eco-system, local, regional, national, transnational, and global); specification of critical socio-economic, natural, technological, behavioral etc. factors of managerial choice, and feasible spectrum of (private, collective, public, international) managerial strategies; assessment of efficiency of diverse management strategies in terms of their potential to protect diverse eco-rights and investments, assure socially desirable level of environmental protection and improvement, minimize overall (implementing, third-party, transaction etc.) costs, coordinate and stimulate eco-activities, meet preferences and reconcile conflicts of individuals etc. Second, it presents evolution and assesses the efficiency of diverse management forms and strategies for conservation of natural resources in Bulgarian agriculture during post-communist transformation and EU integration (institutional, market, private, and public), and evaluates the impacts of EU CAP on environmental sustainability of farms of different juridical type, size, specialization and location. Finally, it suggests recommendations for improvement of public policies, strategies and modes of intervention, and private and collective strategies and actions for effective environmental protection

    From governance to meta-governance in tourism?: Re-incorporating politics,interests and values in the analysis of tourism governance

    Despite its theorization in the political and policy sciences in the early 1990s, the concept of metagovernance has gained relatively little recognition in tourism studies. Nevertheless, its significance in the political sciences and policy literature, especially as a result of the perceived failure of governance systems following the recent global financial crisis, has only served to reinforce its relevance. Metagovernance addresses some of the perceived failures of traditional governance approaches and associated interventions, and has enabled the understanding of central-state led regimes of shadowed hierarchical authorities and local-level micro-practices of social innovation and self-government. In contrast, tourism studies have tended to restrict study of the political dimension of tourism governance and the role of the state under the traditional parallelism between government and governance. Examination of how governance is itself governed enables a better understanding of the practices of planning and policy making affecting tourism and destinations. In particular, the applications of concepts of governance are inextricably linked to a given set of value assumptions which predetermine the range of its application. A short example of the application of the metagovernance paradigm is provided from the New Zealand context. It is concluded that governance mechanisms are not value-neutral and instead serve to highlight the allocation of power in a destination and the dominance of particular values and interests

    Strengthening financial innovations in energy supply projects for rural exploitations in developing countries

    Sustainable energy supply models are needed to achieve the Millennium Development Goals established by the United Nations for 2015. On the other hand, sustainability of agricultural exploitations in rural areas is a pre-requisite to achieve the objective of halving the proportion of people that lives in poverty, and productivity of such exploitations is closely related to energy supply. This article analyses the results of a survey of experts, suggesting that there may be good chances to innovate in the financing of agricultural electrification projects in developing countries. The experts’ opinion suggests that new sources of financing could be mobilised and oriented towards the promotion of sustainable initiatives in developing countries. Financial mechanisms should be adapted to the characteristics of decentralised systems of energy production with renewable sources or with mixed technologies, in order to overcome the barriers derived from the high initial price of the applications, and to the specific conditions of the agricultural sector. The participation of funds from the beneficiaries and the incorporation of the beneficiaries in the initial phases of project organisation would allow for the development of productive solutions with a higher potential to generate resources and to articulate sustainable proposals. r 2007 Elsevier Ltd.     The European Union (EU) aspires to play a part in conflict prevention, crisis management and post-conflict peace- building through civil and/or military operations, through stabilisation efforts, and by building resilience at home and abroad. To bring this ambition to fruition, EU institutions have gradually expanded their ‘comprehensive approach to external conflict and crisis’ (CA) to become a full-fledged ‘integrated approach to conflict and crisis’ (IA).1 In their most basic form, CAs seek coordination and coherence in responding to external conflicts and crises by adopting a system-wide ‘whole-of-government approach’ (WGA). In their more elaborate form, IAs have incorpo- rated non-traditional security concepts, variously known as conflict transformation, (non-liberal) peacebuilding and human-security approaches.     Agricultural adjustment policies in sub Saharan Africa have not delivered substantial increases in agricultural growth. We examine alternative explanations for this and argue that transitions and thresholds in agricultural growth processes are not sufficiently recognised and understood in dominant policy discourses. This is a particular problem with market failures for goods and services with private good characteristics and we need a greater emphasis on and understanding of the causes and nature of coordination failures which lead to these market failures. This paper examines core features of poor rural areas, the nature of coordination problems faced by different potential economic actors, the impacts of these problems on markets and economic development, and the ways that these have been addressed or ignored in different policies and policy approaches in Asia and Africa in the last 40 years. We conclude by drawing out the implications for policies seeking to promote pro-poor economic growth in poor rural areas today.Agricultural and Food Policy,
