    Understanding Knowledge Coordination Dynamics in Traditional and Fast-Response IT Organizations

    This research takes a dynamic view on the knowledge coordination process, aiming to explain how the process is affected by changes in the operating environment, from normal situations to emergencies in traditional and fast-response organizations, and why these changes occur. We first conceptualize the knowledge coordination process by distinguishing between four dimensions – what, when, how and who – that together capture the full scope of the knowledge coordination process. We use these dimensions to analyze knowledge coordination practices and the activities constituting these practices, in the IT functions of traditional and fast-response (military) organizations where we distinguish between “normal” and “emergency” operating conditions. Our findings indicate that (i) inter-relationships between knowledge coordination practices change under different operating conditions, and (ii) the patterns of change are different in traditional and fast-response organizations

    Under pressure: Understanding the dynamics of coordination in IT functions under business-as-usual and emergency conditions

    In an era when technologies have become a backbone of most organizations, IT support functions are under immense pressure not only to ensure provision and reliability of IS and technologies but also to resolve IS incidents of different severity when they disrupt organizations’ “business-as-usual.” This article addresses this challenge by investigating how organizational IT functions coordinate their work under different degrees of uncertainty in order to provide reliable IT services. We conceptualize coordination in IT support functions as a process that unfolds over time through interactions between four underlying coordination practices employed to provide reliable IT services: prioritizing tasks, following procedures, using roles and responsibilities, and utilizing networks. Furthermore, we show how these coordination practices change when IT incidents cause a shift from normal (i.e. “business-as-usual”) to emergency conditions. Our empirical research in two IT functions supporting two types of organizations (traditional and fast-response) demonstrate that IT functions in these two types of organizations respond to emergencies differently. Specifically, in emergencies, an IT function supporting a fast-response organization shifts to emergency coordination practices momentarily, as it abandons “normal” coordination practices to rely on an extensive set of formal practices specifically designed for such situations. In contrast, an IT function supporting a traditional organization is unprepared for emergencies—coordinating under emergency conditions involves improvisation, because coordination practices designed to support business-as-usual are not suitable for dealing with emergency situations

    The Impact of Task- and Team-Generic Teamwork Skills Training on Team Effectiveness

    This study examined the effects of training team members in three task- and teamgeneric teamwork skills: planning and task coordination, collaborative problem solving, and communication. We first examined the degree to which task- and team-generic teamwork skills training impacted team performance on a task unrelated to the content of the training program.We then examined whether the effects of task- and team-generic teamwork skills training on team performance were due to the transfer of skills directly related to planning and task coordination, collaborative problem solving, and communication. Results from 65 four-person project teams indicated that task- and team-generic teamwork skills training led to significantly higher levels of team performance. Results also indicated that the effects of task- and teamgeneric teamwork skills training on team performance were mediated by planning and task coordination and collaborative problem solving behavior. Although communication was positively affected by the task- and team-generic teamwork skills training, it did not mediate the relationship between task- and team-generic teamwork skills training and team performance.Theoretical and practical implications of these results are discussed, as well as possible limitations and directions for future research

Early warning system is an interrelated set of hazard warning, risk assessment, communication and preparedness activities that enable individuals, communities, businesses and others to take timely action to reduce their risks. Third revolution digital technology with semantic features such as standard protocols can facilitate standard data exchange therefore proactive decision making.     Monitoring Climate Finance in Developing Countries: Challenges and Next Steps

    At the 18th Conference of the Parties to the United Nations Framework Convention on Climate Change (UNFCCC), the parties agreed to a standard format for developed countries to follow when reporting on the climate finance they provide to developing countries. Developed countries will use these formats for the first time when they submit their Biennial Reports to the UNFCCC in early 2014. Later in 2014, developing countries are expected to submit Biennial Update Reports showing the financial support that they have received. From initial attempts to measure and report climate finance by developed and developing countries, it is already apparent that information on finance provided is unlikely to match information on finance received.Aside from the reporting requirements of the UNFCCC, better financial data can help decision makers in developing countries identify gaps, improve coordination and management, and raise funds to mitigate and adapt to climate change. Better climate finance information can also enable countries to draw lessons from the use of different financial instruments and develop strategies and policies that aim to expand finance for climate change. Improved data will allow the information reported by developed countries to be cross-checked, thus promoting transparency, completeness, and accuracy. Finally, it can contribute to a more comprehensive picture of climate financial flows in relation to development assistance at the national and international levels. This working paper reports on three workshops in Asia, Africa, and Latin America, in which participants discussed some of the steps that developing countries and their international partners can take toward monitoring and tracking climate finance more effectively. More than 40 representatives from 20 developing countries, regional development banks, and national organizations attended the three workshops. Participants shared information on the limits of existing legislation and mandates, national planning and approval processes, financial management systems, efforts to coordinate among ministries and development partners, and many other unique challenges faced by the participating countries. WRI obtained additional information via a questionnaire, follow-up correspondence, and interviews with representatives of the countries
