Building institutional capacity for industrial symbiosis development : a case study of an industrial symbiosis coordination network in China
Recent research has examined how the concept of institutional capacity relates to the ability of organisations to deliver industrial symbiosis, and in particular how that ability itself can develop over time. One approach to developing industrial symbiosis has been to build a network of local bodies to work together to this end. Terming such a body an industrial symbiosis coordination network, this study innovatively applies institutional capacity building theory in the context of a Chinese eco-industrial park. It examines how the coordination network developed the expertise to encourage local companies to engage in industrial symbiosis. This research consisted of a qualitative study, including participant observation, semi-structured interviews and document analysis to analyse the development of an industrial symbiosis coordination network in Tianjin Binhai New Area. It is found that the network increased institutional capacity for local IS development by promoting relational links across organisational divisions and governance levels, and by increasing various types of knowledge for coordinating IS. The concept of institutional capacity building is shown to have cross-cultural applicability. Reflections on this study indicate that local government can play a vital role in building and maintaining an IS coordination network in the Chinese context, but that other bodies are also needed to mobilise institutional capacity for IS development
Empirical Coordination in a Triangular Multiterminal Network
In this paper, we investigate the problem of the empirical coordination in a
triangular multiterminal network. A triangular multiterminal network consists
of three terminals where two terminals observe two external i.i.d correlated
sequences. The third terminal wishes to generate a sequence with desired
empirical joint distribution. For this problem, we derive inner and outer
bounds on the empirical coordination capacity region. It is shown that the
capacity region of the degraded source network and the inner and outer bounds
on the capacity region of the cascade multiterminal network can be directly
obtained from our inner and outer bounds. For a cipher system, we establish key
distribution over a network with a reliable terminal, using the results of the
empirical coordination. As another example, the problem of rate distortion in
the triangular multiterminal network is investigated in which a distributed
doubly symmetric binary source is available.Comment: Accepted in ISIT 201
Demand Shocks, Capacity Coordination and Industry Performance: Lessons from Economic Laboratory
Antitrust exemptions granted to businesses under extenuating circumstances are often justified by the argument that they benefit the public by helping producers adjust to otherwise difficult economic circumstances. Such exemptions may allow firms to coordinate their capacities, as was the case of post-September 11, 2001 antitrust immunity granted to Aloha and Hawaiian Airlines. We conduct economic laboratory experiments to determine the effects of explicit capacity coordination on oligopoly firms' abilities to adjust to negative demand shocks and on industry prices. The results suggest that capacity coordination speeds the adjustment process, but also has a clear pro-collusive effect on firm behavior.economic experiments; demand shocks; capacity coordination; collusion

How does leadership support the activity of communities of practice ?
the purpose of this paper is to present leadership as an important mechanism underlying the coordination and the cohesion of communities of practice. More precisely, it will be shown that an important factor conditioning the coordination and the cohesion of a community rests on the leaders’ capacity to influence individual behaviors. This capacity of influence is grounded on the high degrees of reputation and trust they enjoy within the community. However, coordination of individual behaviors is not ensured by the mere existence of leadership. Strong Coordination over Noisy Channels: Is Separation Sufficient?
We study the problem of strong coordination of actions of two agents and
that communicate over a noisy communication channel such that the actions
follow a given joint probability distribution. We propose two novel schemes for
this noisy strong coordination problem, and derive inner bounds for the
underlying strong coordination capacity region. The first scheme is a joint
coordination-channel coding scheme that utilizes the randomness provided by the
communication channel to reduce the local randomness required in generating the
action sequence at agent . The second scheme exploits separate coordination
and channel coding where local randomness is extracted from the channel after
decoding. Finally, we present an example in which the joint scheme is able to

Empirical and Strong Coordination via Soft Covering with Polar Codes
We design polar codes for empirical coordination and strong coordination in
two-node networks. Our constructions hinge on the fact that polar codes enable
explicit low-complexity schemes for soft covering. We leverage this property to
propose explicit and low-complexity coding schemes that achieve the capacity
regions of both empirical coordination and strong coordination for sequences of
actions taking value in an alphabet of prime cardinality. Our results improve
previously known polar coding schemes, which (i) were restricted to uniform
distributions and to actions obtained via binary symmetric channels for strong
coordination, (ii) required a non-negligible amount of common randomness for
empirical coordination, and (iii) assumed that the simulation of discrete
memoryless channels could be perfectly implemented. As a by-product of our
results, we obtain a polar coding scheme that achieves channel resolvability
for an arbitrary discrete memoryless channel whose input alphabet has prime
