    Collaborative working to overcome barriers to active transport: Learning from a living lab

    Innovative research on barriers to active transport in Palmerston North set out to “disrupt” conventional approaches to research in a number of ways. First, council managers and planners worked collaboratively with university researchers to determine the focus of research and the approach that was taken. Second, the two organisations (council and university) chose to focus on their own staff in order to be able to demonstrate leadership in the community in addressing the challenge of promoting active transport. An online questionnaire was developed and administered to staff of both organisations. Third, recognising the need to have a long-term approach, both organisations have continued to collaborate in carrying out follow-up research and implementing the findings. This paper outlines the background to the research that was initiated in 2014 and discusses the importance of the long-term relationships between planners, policy advisors and active transport researchers. It shares insights for local government, district health boards and other key agencies about working collaboratively to co-create research about and implement solutions to increase participation in active transport

    Using Boundary Objects to Stimulate Transformational Thinking: Storm Resilience for the Port of Providence, Rhode Island (USA)

    Like many coastal ports around the world, Rhode Island’s Port of Providence in USA is at risk for climate-related natural hazards, such as catastrophic storm surges and significant sea level rise (0.5–2.0 m), over the next century. To combat such events, communities may eventually adopt so-called “transformational adaptation” strategies, like the construction of major new infrastructure, the reorganization of vulnerable systems, or changes in their locations. Such strategies can take decades or more to plan, design, find consensus around, fund, and ultimately implement. Before any meaningful decisions can be made, however, a shared understanding of risks, consequences, and options must be generated and allowed to percolate through the decision-making systems. This paper presents results from a pre-planning exercise that utilized “boundary objects” to engage the Port of Providence\u27s stakeholders in an early dialogue about the transformational approaches to hazard–risk mitigation. The research team piloted the following three boundary objects as a means to initiate meaningful dialogue about long-term storm resilience challenges amongst key stakeholders of this exposed seaport system: (1) a storm scenario with local-scale visualizations, (2) three long-term transformational resilience concepts, and (3) a decision support tool called Wecision. The team tested these boundary objects in a workshop setting with 30 port business owners and policy makers, and found them to be an effective catalyst to generate a robust dialogue around a very challenging topic

    Superfund: An Assessment of Superfund Site Remedy Selectioin and Implementation

    Since its inception in 1980, the U.S. Environmental Protection Agency’s (EPA) Superfund Program has served as the primary mechanism for coordinating the remediation of sites contaminated with hazardous substances. Although the program has successfully overseen cleanup at hundreds of sites, experts have identified a number of weaknesses in the remedy selection and implementation processes. Our study focuses on two weaknesses that have been identified at individual Superfund sites in the previous literature: Remedy Selection: ‱ Selection of non-permanent remedies over permanent remedies Remedy Implementation: ‱ Inconsistency and non-transparency shown in the documentation of cleanup objectives, site cleanup progress, and problems during remedy implementation Although these weaknesses were well documented in previous literature, our group found little evidence that the underlying cause of these weaknesses had been addressed. Our study adds to the current understanding of these weaknesses by investigating their origins using established policy and engineering systems analysis techniques. We have based our analysis on three Superfund site case studies. We offer several recommendations that address the observed weaknesses in site remedy selection and implementation. Lastly, we include suggestions for areas in which further inquiry may be useful

    Large-scale educational telecommunications systems for the US: An analysis of educational needs and technological opportunities

    The needs to be served, the subsectors in which the system might be used, the technology employed, and the prospects for future utilization of an educational telecommunications delivery system are described and analyzed. Educational subsectors are analyzed with emphasis on the current status and trends within each subsector. Issues which affect future development, and prospects for future use of media, technology, and large-scale electronic delivery within each subsector are included. Information on technology utilization is presented. Educational telecommunications services are identified and grouped into categories: public television and radio, instructional television, computer aided instruction, computer resource sharing, and information resource sharing. Technology based services, their current utilization, and factors which affect future development are stressed. The role of communications satellites in providing these services is discussed. Efforts to analyze and estimate future utilization of large-scale educational telecommunications are summarized. Factors which affect future utilization are identified. Conclusions are presented

    Blueprint Buffalo Action Plan: Regional Strategies for Reclaiming Vacant Properties in the City and Suburbs of Buffalo

    Over a period of about nine months, the NVPC team conducted interviews and gathered insights that have resulted in this report. During the study period, Buffalo–Niagara emerged as a region broadly challenged by decades of disinvestment and population loss, but also as a close network of communities singularly blessed with a wealth of historic, transit-friendly, and affordable neighborhoods and commercial areas. Building on the City of Buffalo’s “asset management” strategy first proposed in 2004 by the Cornell Cooperative Extension Association—and now formally adopted by the Buffalo Common Council as part of its comprehensive 20-year plan for the city—the NVPC team sought to reexamine how the revitalization of Buffalo’s vacant properties could actually serve as a catalyst to address the region’s other most pressing problems: population loss, a weak real estate market in the inner city, signs of incipient economic instability in older suburbs, quality-of-life issues, school quality, and suburban sprawl

    Enhancing the health of women living with HIV: the SMART/EST Women’s Project

    The principal objective of these multisite studies (Florida, New York, New Jersey: epicenters for human immunodeficiency virus [HIV] among women) was to develop and implement effective combinations of behavioral interventions to optimize the health status of the most neglected and understudied population affected by the acquired immunodeficiency syndrome (AIDS) epidemic in the United States: poor women of color living with HIV. The two studies enrolled nearly 900 women randomly assigned to “high intensity” (cognitive–behavioral stress management training combined with expressive–supportive therapy [CBSM]+ group) or “low intensity” (individual psychoeducational program) treatment conditions over a period of 9 years. The initial study of the stress management and relaxation training/expressive–supportive therapy (SMART/EST) Women’s Project (SWP I) focused on reducing depression and anxiety, as well as improving self-efficacy and overall quality of life for women with case-defined AIDS. Findings from this study demonstrated the utility of CBSM+ in reducing distress (depression, anxiety) and denial, while improving social support, self-efficacy, coping skills, and quality of life. The second study (SWP II), which included all women living with HIV, extended these findings by demonstrating that exposure to CBSM+ significantly improved the ability of the participants to take advantage of a health behavior change program encouraging the adoption and maintenance of healthier lifestyle behaviors (high levels of medication adherence, appropriate nutritional intake and physical activity, safer sexual practices, and reduced alcohol use/abuse) essential for optimal health in the context of living with HIV. SWP II also determined that the intervention program was equally beneficial to less-acculturated segments of the affected population (ie, non-English speaking HIV+ women) through the creation of culturally and linguistically sensitive Spanish and Creole versions of the program. A third study (SWP III) is currently underway to “translate” this evidence-based treatment program into Community Health Centers in Miami, New York City, and metropolitan New Jersey

    Current challenges of car manufacturers are to make roads safe, to achieve free flowing traffic with few congestions, and to reduce pollution by an effective fuel use. To reach these goals, many improvements are performed in-car, but more and more approaches rely on connected cars with communication capabilities between cars, with an infrastructure, or with IoT devices. Monitoring and coordinating vehicles allow then to compute intelligent ways of transportation. Connected cars have introduced a new way of thinking cars - not only as a mean for a driver to go from A to B, but as smart cars - a user extension like the smartphone today. In this report, we introduce concepts and specific vocabulary in order to classify current innovations or ideas on the emerging topic of smart car. We present a graphical categorization showing this evolution in function of the societal evolution. Different perspectives are adopted: a vehicle-centric view, a vehicle-network view, and a user-centric view; described by simple and complex use-cases and illustrated by a list of emerging and current projects from the academic and industrial worlds. We identified an empty space in innovation between the user and his car: paradoxically even if they are both in interaction, they are separated through different application uses. Future challenge is to interlace social concerns of the user within an intelligent and efficient driving
