    New Generation of Educators Initiative: Reform Focus at Comprehensive Grant Sites

    This first analysis of the early NGEI work at comprehensive grant campuses shows that collectively campuses are working across points on the pipeline to address the need for teachers who are better prepared to effectively teach to the new standards. While the bulk of the NGEI reform efforts are targeted at teacher preparation program reform, we see NGEI campuses reaching as far back as high school to cultivate early interest in, and preparedness for, teaching in response to local conditions such as limited candidate pools.Within teacher preparation, the early NGEI work of campuses is primarily clustered around the reform of the teacher preparation program coursework and clinical work (reflecting the first and third Key Transformation Elements). Partnerships with districts are at various stages of development and, in several cases, are focused primarily at the school level. A few campuses are reforming the formative feedback process for candidates through their NGEI work (Element 4). Work with district partners on the identification of the key skills, knowledge, and dispositions of well-prepared new teachers (Element 2) and work on continuous improvement based on data on candidates and program completers (Element 5) are less prominent in the NGEI work to date.As campuses clear the hurdle of launching their reforms in the summer and fall and look toward the next phase of NGEI funding, the evaluation (WestEd/SRI) and the facilitation (ConnectEd) teams are poised to provide support to grantees on the Key Transformation Elements that are not yet fully developed across all comprehensive sites, that is:* Partnerships with K–12 district partners to align programming as much as possible.* Shared understandings with K–12 district partners about the key knowledge, skills, and dispositions of a well-prepared new teacher that are used to inform teacher preparation program elements.* Feedback to candidates on their mastery of prioritized skills during preparation.* Data on candidate progress toward mastery of identified knowledge and practices during their training and after program completion.Specifically, ConnectEd is available to assist with implementation coaching and support for comprehensive campus teams and can support the work with K–12 partners.In addition to providing ongoing formative evaluation work across the comprehensive grant sites, the WestEd/SRI team can provide technical support for grantees to assist with the development of high-quality data on candidate progress toward mastery of identified knowledge and practices during their training and after program completion. The data inventories that the evaluation team developed for each campus show that there are opportunities to: a) enhance the quality of existing data, b) improve access to those data, and c) develop new data sources targeted toward the measurement of prioritized skills and knowledge for formative feedback to candidates. In the coming months, the evaluation team will also be seeking opportunities to bridge the system-level work described above in Box 1 with campus efforts to strengthen systems for continuous improvement.

    The Organization and Control of an Evolving Interdependent Population

    Starting with Darwin, biologists have asked how populations evolve from a low fitness state that is evolutionarily stable to a high fitness state that is not. Specifically of interest is the emergence of cooperation and multicellularity where the fitness of individuals often appears in conflict with that of the population. Theories of social evolution and evolutionary game theory have produced a number of fruitful results employing two-state two-body frameworks. In this study we depart from this tradition and instead consider a multi-player, multi-state evolutionary game, in which the fitness of an agent is determined by its relationship to an arbitrary number of other agents. We show that populations organize themselves in one of four distinct phases of interdependence depending on one parameter, selection strength. Some of these phases involve the formation of specialized large-scale structures.     Towards a Performance Measurement Framework for Community Development Finance Institutions in the UK

    Community Development Finance Institutions (CDFIs) are publicly funded organisations that provide small loans to people in financially underserved areas of the UK. Policy makers have repeatedly sought to understand and measure the performance of CDFIs to ensure the efficient use of public funds, but have struggled to identify an appropriate way of doing so. In this article, we empirically derive a framework which measures the performance of CDFIs through an analysis of their stakeholder relationships. Based on qualitative data from 20 English CDFIs, we develop a typology of CDFIs according to three dimensions: organisational structure, type of lending, and type of market served. Following on from this, we derive several propositions that consider how these dimensions relate to the financial and social performance of CDFIs, and provide the basis for a performance measurement framework.Community Development Finance, Performance Measurement, Stakeholder Theory

    Predicting Human Cooperation

    The Prisoner's Dilemma has been a subject of extensive research due to its importance in understanding the ever-present tension between individual self-interest and social benefit. A strictly dominant strategy in a Prisoner's Dilemma (defection), when played by both players, is mutually harmful. Repetition of the Prisoner's Dilemma can give rise to cooperation as an equilibrium, but defection is as well, and this ambiguity is difficult to resolve. The numerous behavioral experiments investigating the Prisoner's Dilemma highlight that players often cooperate, but the level of cooperation varies significantly with the specifics of the experimental predicament. We present the first computational model of human behavior in repeated Prisoner's Dilemma games that unifies the diversity of experimental observations in a systematic and quantitatively reliable manner. Our model relies on data we integrated from many experiments, comprising 168,386 individual decisions. The computational model is composed of two pieces: the first predicts the first-period action using solely the structural game parameters, while the second predicts dynamic actions using both game parameters and history of play. Our model is extremely successful not merely at fitting the data, but in predicting behavior at multiple scales in experimental designs not used for calibration, using only information about the game structure. We demonstrate the power of our approach through a simulation analysis revealing how to best promote human cooperation.Comment: Added references. New inline citation style.     Cooperation with Defection

    The Prisoner Dilemma is a typical structure of interaction in human societies. In spite of a long tradition dealing with the matter from different perspectives, the emergence of cooperation or defection still remains a controversial argument from both empirical and theoretical point of views. In this paper an innovative model is presented and analyzed in the attempt to provide a reasonable framing of the issue. A population of boundedly rational agents repeatedly chooses to cooperate or defect. Each agent’s action affects only her interacting mates, according to a network of relationships which is endogenously modifiable since agents are given the possibility to substitute undesired mates with unknown ones. Full cooperation, full defection and coexistence of both cooperation and defection in homogeneous clusters are possible outcomes of the model. A computer program is developed with the purpose of understanding the impact of parameters values on the type of outcome.     Analyzing Social Network Structures in the Iterated Prisoner's Dilemma with Choice and Refusal

    The Iterated Prisoner's Dilemma with Choice and Refusal (IPD/CR) is an extension of the Iterated Prisoner's Dilemma with evolution that allows players to choose and to refuse their game partners. From individual behaviors, behavioral population structures emerge. In this report, we examine one particular IPD/CR environment and document the social network methods used to identify population behaviors found within this complex adaptive system. In contrast to the standard homogeneous population of nice cooperators, we have also found metastable populations of mixed strategies within this environment.     TeachOregon: Year 2 Evaluation Report

    Foundations for a Better Oregon and the Chalkboard Project launched TeachOregon in 2012 to provide the opportunity for university teacher preparation programs and their community college and school district partners to work together to cocreate and pilot innovative models for collaborative, needs driven teacher preparation. The evaluation for the 3 year project is assessing (1) program implementation through a process study and (2) short term program outcomes through an impact study. The first two years of the TeachOregon initiative have featured important shifts in practice and an ongoing focus on a road set of interventions. The highlights of the Year 2 process study, based primarily on project teams' focus group descriptions of Year 2 work, can be summarized as follows.  TeachOregon grantees continue to be actively engaged and highly committed to implementing the road set of interventions introduced during Year 1. TeachOregon grantees report positive changes are taking place in each of the blueprint areas. Partners are planning for TeachOregon activities to continue beyond the grant.TeachOregon provides a framework and resources for responding to externally driven changes (e.g., edTPA, program accreditation).Partners are successfully navigating leadership changes and internal and external communication challenges.Partners are working to overcome internal and institutional barriers to change.Collecting and reporting data required for the impact evaluation presented significant challenges to the grantees.     In an earlier paper ,was discussed the necessary evolution from smart business networks, as based on process need satisfaction and governance, into business genetics [1] based on strategic bonds or decay and opportunistic complementarities. This paper will describe an approach and diffusion algorithms whereby to discover the dynamics of emergent smart business network structures and their performance in view of collaboration patterns over time. Some real life early analyses of dynamics are discussed based on cases and date from the high tech sector. Lessons learnt from such cases are also given on overall smart network dynamics with respect to local interaction strategies, as modelled like in business genetics by individual partner profiles, goals and constraints. It shows the weakness of static "business operating systems", as well as the possibly destabilizing clustering effects amongst nodes linked to filtering, evaluation and own preferences.dynamics;network performance;smart business networks;SBN;business genetics
