An agent-based architecture for managing the provision of community care - the INCA (Intelligent Community Alarm) experience

Community Care is an area that requires extensive cooperation between independent agencies, each of which needs to meet its own objectives and targets. None are engaged solely in the delivery of community care, and need to integrate the service with their other responsibilities in a coherent and efficient manner. Agent technology provides the means by which effective cooperation can take place without compromising the essential security of both the client and the agencies involved as the appropriate set of responses can be generated through negotiation between the parties without the need for access to the main information repositories that would be necessary with conventional collaboration models. The autonomous nature of agents also means that a variety of agents can cooperate together with various local capabilities, so long as they conform to the relevant messaging requirements. This allows a variety of agents, with capabilities tailored to the carers to which they are attached to be developed so that cost-effective solutions can be provided. </p

Implementing Session Centered Calculi

Recently, specific attention has been devoted to the development of service oriented process calculi. Besides the foundational aspects, it is also interesting to have prototype implementations for them in order to assess usability and to minimize the gap between theory and practice. Typically, these implementations are done in Java taking advantage of its mechanisms supporting network applications. However, most of the recurrent features of service oriented applications are re-implemented from scratch. In this paper we show how to implement a service oriented calculus, CaSPiS (Calculus of Services with Pipelines and Sessions) using the Java framework IMC, where recurrent mechanisms for network applications are already provided. By using the session oriented and pattern matching communication mechanisms provided by IMC, it is relatively simple to implement in Java all CaSPiS abstractions and thus to easily write the implementation in Java of a CaSPiS process

An Organizational Analysis of Foreign National Prisoners’ Participation Possibilities in Flanders (Belgium)

This mixed-method study first provides insight into the Belgian prison population — particularly foreign national prisoners — based on an analysis of the penal database SIDIS Suite (N = 10,356). Second, qualitative telephone interviews have been conducted with the activity coordinators of all Flemish and Brussels prisons (N = 17) to investigate which prison activities (e.g., cultural, educational, and health-related activities, sports, vocational training, and forensic welfare services) are available to, and accessible by foreign national prisoners. This article demonstrates several initiatives that have been taken to enhance foreign nationals’ participation in prison activities and highlights the struggles that activity coordinators face in offering activities that are suitable for this population

The analysis of mutual learning processes in the European employment strategy: a social constructivist approach

The paper is structured as follows: Section 2 summarizes the recent debate in the political science literature on analytical approaches to learning, which has gradually developed in a direction of being less and less individualistic. Section 3 follows up on this development and introduces a social constructivist approach to learning that redefines learning as changes in language-constituted relations to others. In section 4 this argument is elaborated into a model for mutual learning. Section 5 contains a qualitative analysis of the organisation of the EES in practice with regard to the possibilities of policy diffusion of the EES learning processes as predicted in the model in section 4. Section 6 deals with the conflictual views on the size and character of the learning processes of the EES in recent studies and proposes a new methodological path to investigate the mutual learning processes based upon a social constructivist approach. Section 7 is the conclusion of the article which sums up the examination of the both the various approaches to learning analysed in the paper and the evaluation of the possibilities of policy diffusion resulting from the learning processes.Mutual learning, European employment strategy, social constructivism
