    Collaborative Governance on Ecotourism: Towards Sustainable Tourism Development

    This study analyses collaborative governance in sustainable ecotourism development in Magelang Regency, Central Java province. Strengthening the collaboration of the three actors is needed in developing ecotourism because it comprehensively regulates natural destinations responsible for the sustainability of natural life, economic activity, and community welfare simultaneously. To explain further the fundamental phenomena that occur in sustainable development. The goal is to create a new environmental friendly concept while also improving people's welfare, the economy, and peaceful social activities. Data were collected from in-depth interviews and observations. Interviews were conducted with 8 local government staffs, 22 ecotourism managers, and 42 communities around the destination. Then an analysis was carried out with Nvivo12+ to see the collaboration of sustainable Ecotourism governance in Magelang Regency. Three variables become benchmarks in the study: planning, implementation, and utilization. Each was measured by using six indicators. The study results showed significant local communities and businesses/private involvement in managing and developing ecotourism. Meanwhile, the local government actors need to strengthen their involvement and response in ecotourism development. So far, the response has been relatively slow and waiting for the independent development of destinations that the community has carried out. Therefore, in the future, it is necessary to strengthen collaboration to ensure effective management of natural resources in ecotourism, which can be achieved through the support and cooperation of local government agencies, businesses/private, and the communities

    Assessing the Efficiency of Mass Transit Systems in the United States

    Frustrated with increased parking problems, unstable gasoline prices, and stifling traffic congestion, a growing number of metropolitan city dwellers consider utilizing the mass transit system. Reflecting this sentiment, a ridership of the mass transit system across the United States has been on the rise for the past several years. A growing demand for the mass transit system, however, necessitates the expansion of service offerings, the improvement of basic infrastructure/routes, and the additional employment of mass transit workers, including drivers and maintenance crews. Such a need requires the optimal allocation of financial and human resources to the mass transit system in times of shrinking budgets and government downsizing. Thus, the public transit authority is faced with the dilemma of “doing more with less.” That is to say, the public transit authority needs to develop a “lean” strategy which can maximize transit services with the minimum expenses. To help the public transit authority develop such a lean strategy, this report identifies the best-in-class practices in the U.S. transit service sector and proposes transit policy guidelines that can best exploit lean principles built upon best-in-class practices

    Sustainable water management in Iraq (Kurdistan) as a challenge for governmental responsibility

    During the last few decades, a critical scarcity of water has occurred in the Middle East due to climate change and the mismanagement of water resources. The situation is complicated by the absence of an effective legislative framework at the local level as well as by the incapability and disrepute of the local water authorities. Most Iraqi citizens depend on the surface waters of the Tigris and Euphrates rivers, which have their sources in upstream neighbouring countries. Water crises concerning the shared waters urgently require a solution at the international level. Unfortunately, Iraq has faced several wars in a row (1980-2003), which has prevented the country from establishing its institutions. The rapid increase in the population of the transboundary countries on the Tigris and Euphrates rivers, and the high demands on agriculture, are accelerating water exploitation. In this paper, the present state of water management in Iraq from the viewpoint of the legislative framework, water balance, and transboundary issues will be discussed, with special attention to Kurdistan. Many legislative documents have been established or amended by the Iraqi and Kurdistan parliaments since 2003. In 2015, the Kurdistan Government Ministry of Agriculture and Water Resources, in cooperation with the EU, issued a guide for environmental legislation related to all environmental components such as air, water, and soil. The recommendations on actions needed in the water management in Kurdistan will be presented; they are inspired by the Water Framework Directive (WFD) (2000/60/EC) implemented in EU member states.Web of Science1011art. no. 165
