    Towards UAV Assisted 5G Public Safety Network

    Ensuring ubiquitous mission-critical public safety communications (PSC) to all the first responders in the public safety network is crucial at an emergency site. The first responders heavily rely on mission-critical PSC to save lives, property, and national infrastructure during a natural or human-made emergency. The recent advancements in LTE/LTE-Advanced/5G mobile technologies supported by unmanned aerial vehicles (UAV) have great potential to revolutionize PSC. However, limited spectrum allocation for LTE-based PSC demands improved channel capacity and spectral efficiency. An additional challenge in designing an LTE-based PSC network is achieving at least 95% coverage of the geographical area and human population with broadband rates. The coverage requirement and efficient spectrum use in the PSC network can be realized through the dense deployment of small cells (both terrestrial and aerial). However, there are several challenges with the dense deployment of small cells in an air-ground heterogeneous network (AG-HetNet). The main challenges which are addressed in this research work are integrating UAVs as both aerial user and aerial base-stations, mitigating inter-cell interference, capacity and coverage enhancements, and optimizing deployment locations of aerial base-stations. First, LTE signals were investigated using NS-3 simulation and software-defined radio experiment to gain knowledge on the quality of service experienced by the user equipment (UE). Using this understanding, a two-tier LTE-Advanced AG-HetNet with macro base-stations and unmanned aerial base-stations (UABS) is designed, while considering time-domain inter-cell interference coordination techniques. We maximize the capacity of this AG-HetNet in case of a damaged PSC infrastructure by jointly optimizing the inter-cell interference parameters and UABS locations using a meta-heuristic genetic algorithm (GA) and the brute-force technique. Finally, considering the latest specifications in 3GPP, a more realistic three-tier LTE-Advanced AG-HetNet is proposed with macro base-stations, pico base-stations, and ground UEs as terrestrial nodes and UABS and aerial UEs as aerial nodes. Using meta-heuristic techniques such as GA and elitist harmony search algorithm based on the GA, the critical network elements such as energy efficiency, inter-cell interference parameters, and UABS locations are all jointly optimized to maximize the capacity and coverage of the AG-HetNet

    Technology Assessment for the Future Aeronautical Communications System

    To address emerging saturation in the VHF aeronautical bands allocated internationally for air traffic management communications, the International Civil Aviation Organization (ICAO) has requested development of a common global solution through its Aeronautical Communications Panel (ACP). In response, the Federal Aviation Administration (FAA) and Eurocontrol initiated a joint study, with the support of NASA and U.S. and European contractors, to provide major findings on alternatives and recommendations to the ICAO ACP Working Group C (WG-C). Under an FAA/Eurocontrol cooperative research and development agreement, ACP WG-C Action Plan 17 (AP-17), commonly referred to as the Future Communications Study (FCS), NASA Glenn Research Center is responsible for the investigation of potential communications technologies that support the long-term mobile communication operational concepts of the FCS. This report documents the results of the first phase of the technology assessment and recommendations referred to in the Technology Pre-Screening Task 3.1 of AP-17. The prescreening identifies potential technologies that are under development in the industry and provides an initial assessment against a harmonized set of evaluation criteria that address high level capabilities, projected maturity for the time frame for usage in aviation, and potential applicability to aviation. A wide variety of candidate technologies were evaluated from several communications service categories including: cellular telephony; IEEE-802.xx standards; public safety radio; satellite and over-the-horizon communications; custom narrowband VHF; custom wideband; and military communications

This document supplements information in the GSFC Scientific and Technical Information Handbook (GHB 2200.2/April 1989). It is not intended to contain all short word forms used in GSFC documents; however, it was compiled of actual short forms used in recent GSFC documents.     First Line Supervisor Training

    Review of training opportunities for newly appointed leaders in the field of Public Safety Communications revealed a gap in current training opportunities for newly appointed 9-1-1 leaders. This Leadership Application Project addresses the need for new supervisors to gain both an educational understanding of the leadership skills necessary for success well as address some of the technical knowledge which is unique to public safety dispatching. The project is designed in short blocks which can be presented in a breakfast or lunch seminar type setting . Each topic is designed to introduce the new supervisor to a specific aspect of leadership. The goal is two fold: to present the basic information to develop strong leadership skills and to develop a support system for new supervisors. The project addresses the leadership topics: leadership styles, ethics/integrity, team building, mentoring, and performance management. The technical aspects of media relations, telematics, and voice over the internet protocol are also addressed due to their current critical impact on the 9-1-1 community. These topics were identified by current supervisors as key elements in the development of the next generation of public safety communication leaders. Upon completion of the training session, the new supervisors will have developed their own support system and the understanding of the elements necessary for successful leadership

    Implantação de algoritmo para análise de radiopropagação em aplicações de segurança pública

    Resumo: Órgãos de segurança pública possuem grande demanda de serviços de radiocomunicação, o que se apresenta de forma mais acentuada com a chegada de eventos como a Copa do mundo de Futebol de 2014 e as olimpíadas de 2016. Para auxiliar estas demandas foi proposto e implantado um algoritmo de predição de cobertura, para visualização do alcance de sinais radioelétricos sobre o terreno considerando-se a topografia e a morfologia do local. A validação do algoritmo ocorre com a comparação de resultados de predições em outros programas e com a medição em campo. As medições em campo foram orientadas por técnicos da Agência Nacional de Telecomunicações - Anatel, em parceria com professores orientadores desta dissertação. O trabalho apresenta uma análise de dados de cobertura de radiopropagação nos sistemas de segurança pública, pode auxiliar nas escolhas e decisões de investimentos neste setor. Pode ser empregado no planejamento e gestão de redes de radiocomunicação e ainda ser utilizado para ensino, e servir de base para novos trabalhos

    Next-Generation Public Safety Systems Based on Autonomous Vehicles and Opportunistic Communications

    An emergency scenario is characterized by the unpredictability of the environment conditions and by the scarcity of the available communication infrastructures. After a natural or human disaster, the main public and private infrastructures are partially damaged or totally destroyed. These infrastructures include roads, bridges, water supplies, electrical grids, telecommunications and so on. In these conditions, the first rescue operations executed by the public safety organizations can be very difficult, due to the unpredictability of the disaster area environment and the lack in the communications systems. The aim of this work is to introduce next-generation public safety systems where the main focus is the use of unmanned vehicles that are able to exploit the self-organizing characteristics of such autonomous systems. With the proposed public safety systems, a team of autonomous vehicles will be able to overcome the hazardous environments of a post disaster scenario by introducing a temporary dynamic network infrastructure which enables the first responders to cooperate and to communicate with the victims involved. Furthermore, given the pervasive penetration of smart end-user devices, the emergence of spontaneous networks could constitute promising solutions to implement emergency communication systems. With these systems the survivors will be able to self-organize in a communication network that allows them to send alerts and information messages towards the rescue teams, even in absence of communication infrastructures

    Mission-Critical Communications from LMR to 5G: a Technology Assessment approach for Smart City scenarios

    Radiocommunication networks are one of the main support tools of agencies that carry out actions in Public Protection & Disaster Relief (PPDR), and it is necessary to update these communications technologies from narrowband to broadband and integrated to information technologies to have an effective action before society. Understanding that this problem includes, besides the technical aspects, issues related to the social context to which these systems are inserted, this study aims to construct scenarios, using several sources of information, that helps the managers of the PPDR agencies in the technological decisionmaking process of the Digital Transformation of Mission-Critical Communication considering Smart City scenarios, guided by the methods and approaches of Technological Assessment (TA).As redes de radiocomunicações são uma das principais ferramentas de apoio dos órgãos que realizam ações de Proteção Pública e Socorro em desastres, sendo necessário atualizar essas tecnologias de comunicação de banda estreita para banda larga, e integra- las às tecnologias de informação, para se ter uma atuação efetiva perante a sociedade . Entendendo que esse problema inclui, além dos aspectos técnicos, questões relacionadas ao contexto social ao qual esses sistemas estão inseridos, este estudo tem por objetivo a construção de cenários, utilizando diversas fontes de informação que auxiliem os gestores destas agências na tomada de decisão tecnológica que envolve a transformação digital da Comunicação de Missão Crítica considerando cenários de Cidades Inteligentes, guiado pelos métodos e abordagens de Avaliação Tecnológica (TA)
