    We propose an incentive pay scheme for educators that links educator compensation to the ranks of their students within appropriately defined comparison sets, and we show that under certain conditions our scheme induces teachers to allocate socially optimal levels of effort to all students. Because this scheme employs only ordinal information, our scheme allows education authorities to employ completely new assessments at each testing date without ever having to equate various assessment forms. This approach removes incentives for teachers to teach to a particular assessment form and eliminates opportunities to influence reward pay by corrupting the equating process or the scales used to report assessment results. Our system links compensation to the outcomes of properly seeded contests rather than cardinal measures of achievement growth. Thus, education authorities can employ our incentive scheme for educators while employing a separate system for measuring growth in student achievement that involves no stakes for educators.     Tactile sensing chips with POSFET array and integrated interface electronics

    This work presents the advanced version of novel POSFET (Piezoelectric Oxide Semiconductor Field Effect Transistor) devices based tactile sensing chip. The new version of the tactile sensing chip presented here comprises of a 4 x 4 array of POSFET touch sensing devices and integrated interface electronics (i.e. multiplexers, high compliance current sinks and voltage output buffers). The chip also includes four temperature diodes for the measurement of contact temperature. Various components on the chip have been characterized systematically and the overall operation of the tactile sensing system has been evaluated. With new design the POSFET devices have improved performance (i.e. linear response in the dynamic contact forces range of 0.01–3N and sensitivity (without amplification) of 102.4 mV/N), which is more than twice the performance of their previous implementations. The integrated interface electronics result in reduced interconnections which otherwise would be needed to connect the POSFET array with off-chip interface electronic circuitry. This research paves the way for CMOS (Complementary Metal Oxide Semiconductor) implementation of full on-chip tactile sensing systems based on POSFETs

    Analysis and Observations from the First Amazon Picking Challenge

    This paper presents a overview of the inaugural Amazon Picking Challenge along with a summary of a survey conducted among the 26 participating teams. The challenge goal was to design an autonomous robot to pick items from a warehouse shelf. This task is currently performed by human workers, and there is hope that robots can someday help increase efficiency and throughput while lowering cost. We report on a 28-question survey posed to the teams to learn about each team's background, mechanism design, perception apparatus, planning and control approach. We identify trends in this data, correlate it with each team's success in the competition, and discuss observations and lessons learned based on survey results and the authors' personal experiences during the challenge

    A Benchmark for Image Retrieval using Distributed Systems over the Internet: BIRDS-I

    The performance of CBIR algorithms is usually measured on an isolated workstation. In a real-world environment the algorithms would only constitute a minor component among the many interacting components. The Internet dramati-cally changes many of the usual assumptions about measuring CBIR performance. Any CBIR benchmark should be designed from a networked systems standpoint. These benchmarks typically introduce communication overhead because the real systems they model are distributed applications. We present our implementation of a client/server benchmark called BIRDS-I to measure image retrieval performance over the Internet. It has been designed with the trend toward the use of small personalized wireless systems in mind. Web-based CBIR implies the use of heteroge-neous image sets, imposing certain constraints on how the images are organized and the type of performance metrics applicable. BIRDS-I only requires controlled human intervention for the compilation of the image collection and none for the generation of ground truth in the measurement of retrieval accuracy. Benchmark image collections need to be evolved incrementally toward the storage of millions of images and that scaleup can only be achieved through the use of computer-aided compilation.
