    Social Media for Cities, Counties and Communities

    Social media (i.e., Twitter, Facebook, Flickr, YouTube) and other tools and services with user- generated content have made a staggering amount of information (and misinformation) available. Some government officials seek to leverage these resources to improve services and communication with citizens, especially during crises and emergencies. Yet, the sheer volume of social data streams generates substantial noise that must be filtered. Potential exists to rapidly identify issues of concern for emergency management by detecting meaningful patterns or trends in the stream of messages and information flow. Similarly, monitoring these patterns and themes over time could provide officials with insights into the perceptions and mood of the community that cannot be collected through traditional methods (e.g., phone or mail surveys) due to their substantive costs, especially in light of reduced and shrinking budgets of governments at all levels. We conducted a pilot study in 2010 with government officials in Arlington, Virginia (and to a lesser extent representatives of groups from Alexandria and Fairfax, Virginia) with a view to contributing to a general understanding of the use of social media by government officials as well as community organizations, businesses and the public. We were especially interested in gaining greater insight into social media use in crisis situations (whether severe or fairly routine crises, such as traffic or weather disruptions)

    Analysis of social media use among academic libraries

    Social Media (SM) has found uses and application in academic library for various services and functions. This assertion was to be determined among Nigerian university libraries in terms of what platforms, average number of posts, engagement in terms of like, share, comment of users, number of likes on the SM account, type of information disseminated on SM. The result shows a low use of SM among the sampled university libraries in terms of number of SM accounts operated, number of posts, level of engagement in terms of like, share and comment to post from the university libraries’ SM accounts. Also low number of likes for the SM, type of information disseminated is also very low. Most university libraries do not even have any SM accounts. Recommendations were made as to how to improve on the use of SM platform, services that can be rendered on it, how to make it more engaging, and the type of information that should be sent with the frequency of posting messages

    The Passing of Print

    This paper argues that ephemera is a key instrument of cultural memory, marking the things intended to be forgotten. This important role means that when ephemera survives, whether accidentally or deliberately, it does so despite itself. These survivals, because they evoke all those other objects that have necessarily been forgotten, can be described as uncanny. The paper is divided into three main sections. The first situates ephemera within an uncanny economy of memory and forgetting. The second focuses on ephemera at a particular historical moment, the industrialization of print in the nineteenth century. This section considers the liminal place of newspapers and periodicals in this period, positioned as both provisional media for information as well as objects of record. The third section introduces a new configuration of technologies – scanners, computers, hard disks, monitors, the various connections between them – and considers the conditions under which born-digital ephemera can linger and return. Through this analysis, the paper concludes by considering digital technologies as an apparatus of memory, setting out what is required if we are not to be doubly haunted by the printed ephemera within the digital archive
