Crowd-sourced legislation and politics: the legitimacy of constitutional deliberation in Romania
Constitutional reform is a tedious process that requires long periods of time, a relatively broad consensus among political actors, and, often, popular approval. In spite of these, Romania has changed its constitution once (2003) and witnessed several unsuccessful revisions. The most recent attempt, in 2013, introduced a deliberative dimension in the form of a constitutional forum. This article investigates the legitimacy of this deliberative practice using a tri-dimensional approach: input, throughput, and output legitimacy. Direct deliberative local governance using online media – consensual problem solving or a recalcitrant pluralism?
This paper describes and analyses distinct patterns of 'governance conversation' observed in interactions on a discussion list that aims to support local, direct, governance in a geographically colocated community in South Africa. Although each pattern relates to governance, making 'binding decisions', which has been seen as a key attribute of deliberative democratic processes, is almost entirely absent from the observed interactions. Nonetheless, the exchanges appear to be relevant and useful to the broader process of local direct deliberative governance. We investigate the extent to which the patterns feature instrumental or expressive dialogue, and subsequently support consensual or pluralist outcomes. The results propose that online interaction is particularly suited to facilitating the pluralist deliberation required to manage complex local governance problems. The outcomes observed in the case study further suggest the potential value of an infrequently investigated context of online deliberation – that of citizen-to-citizen deliberation of geographically local issues; and presents a broader conception of the role of online deliberation in local governance, where formal decision making is frequently over privileged in research
Reflections on a native title anthropology field school
Anthropologists play a significant role in the native title system in Australia, especially in undertaking connection research to demonstrate the evidentiary basis of claims. In 2010, recognising the lack of sufficiently qualified anthropologists working in native title, the Australian Government introduced a grants program to attract and retain practitioners.
This paper describes a field school in the Northern Territory that was funded through the Native Title Anthropologist Grants Program. Through dialogue and interaction with the Aboriginal community, the organisers aimed to expose and interpret ideas, practices, memories, mythologies, relationships and other aspects of society and culture in the terms required for the demonstration of native title. Both novel and successful, the field school points the way for future training initiatives in native title anthropology.

Desde la perspectiva de la redistribución equitativa de poder de los medios, sin embargo, sigue siendo un proceso abierto cuyo resultado es incierto.The Citizens' Revolution, the political process initiated in Ecuador with the presidential inauguration of Rafael Correa in 2007, initiated a radical transformation in the media comparable to other progressive governmental experiments in the region. The political process led by Correa has pursued a change in power relations and ownership, the introduction of regulation, the demystification of the established media discourse, and an abandonment of the market as a guiding principle in the media. E-democracy: exploring the current stage of e-government
Governments around the world have been pressured to implement e-Government programs in order to improve the government-citizen dialogue. The authors of this article review prior literature on such efforts to find if they lead to increased democratic participation ("e-Democracy") for the affected citizens, with a focus on the key concepts of transparency, openness, and engagement. The authors find that such efforts are a starting point toward e-Democracy, but the journey is far from complete

TUSEV published the first Civil Society Monitoring Report in 2011 in order to more closely observe and evaluate developments in the area of civil society. The purposes of this report are for civil society to be recognized, better understood and bring awareness to challenges faced, as well as portraying developments over the past ten years. We believe that the favorable assessment of the Civil Society Monitoring Report by the representatives of civil society and the various institutions in the international arena is a significant progress. The Civil Society Monitoring Report 2012 presents the developments and achievements in the area of civil society, as well as the shortcomings and difficulties observed in practice within the period of 2011-2012. Reforms: A Quest for Efficiency or an Opportunity for Vested Interests'? A Case Study of Pharmaceutical Policy Reforms in Tanzania.
Regulation of the pharmaceutical sector is a challenging task for most governments in the developing countries. In Tanzania, this task falls under the Food and Drugs Authority and the Pharmacy Council. In 2010, the Pharmacy Council spearheaded policy reforms in the pharmaceutical sector aimed at taking over the control of the regulation of the business of pharmacy from the Tanzania Food and Drugs Authority. This study provides a critical analysis of these reforms. The study employed a qualitative case-study design. Data was collected through in-depth interviews, focus group discussions and document reviews. Data was analyzed thematically using a policy triangle framework. The analysis was done manually. The reforms adopted an incremental model of public policy-making and the process was characterized by lobbying for political support, negotiations and bargaining between the interest groups. These negotiations were largely centred on vested interests and not on the impact of the reforms on the efficiency of pharmaceutical regulations in the country. Stakeholders from the micro and meso levels were minimally involved in the policy reforms. Recent pharmaceutical regulation reforms in Tanzania were overshadowed by vested interests, displacing a critical analysis of optimal policy options that have the potential to increase efficiency in the regulation of the business of pharmacy.
