    FIJICLIM description and users guide

    The FIJICLIM prototype is based on PACCLIM which was developed by the International Global Change Institute (IGCI) as part of the Pacific Islands Climate Change Assistance Programme (PICCAP) executed by the South Pacific Regional Environment Programme (SPREP). Both FIJICLIM and PACCLIM build directly on a comparable model development for New Zealand, known as the CLIMPACTS system (Kenny et al., 1995, 1999; Warrick et al., 1996, 1999). The development of CLIMPACTS has been funded by the Foundation for Research Science and Technology since 1993. Its core components, which include a graphic user interface (GUI), a customised geographic information system (GIS), and data compression routines, have provided the basis for the development of FIJICLIM. The development of FIJICLIM is complementary to similar developments that have evolved from CLIMPACTS, for Bangladesh (BDCLIM), Australia (OZCLIM), and for training in climate change V&A assessment (VANDACLIM)

    Achieving urban climate adaptation in Europe and Central Asia

    Many cities across Europe and Central Asia are experiencing the impacts of climate change, but most have not integrated climate adaptation into their agendas. This paper examines the threats faced and measures that can be taken by cities in the region to protect buildings, heritage sites, municipal functions, and vulnerable urban populations. In general, local governments must be proactive in ensuring that existing buildings are climate ready, paying particular attention to emerging technologies for retrofitting the prefabricated, panel style buildings that dominate the landscape while assessing the viability of homes situated in flood plains, coastal areas, and steep slopes. They also must ensure that new developments and buildings are designed in ways that account for climatic fluctuations. Although the resilience of all populations needs to be considered, historical patterns of discrimination require that special provisions are made for the poor and for ethnic minorities such as the Roma because these groups will be most at risk, but are least likely to have access to adequate resources. Urban climate adaptation requires national-level support and local commitment. However, centralized planning and expert-led decision-making under the former regimes may affect the ability of cities to pursue programmatic approaches to adaptation. Therefore, while national governments need to make adaptation a policy priority and ensure that municipalities have adequate resources, local government agencies and departments must be transparent in their actions and introduce participatory and community-based measures that demonstrate respect for diverse stakeholders and perspectives.Wetlands,Climate Change Mitigation and Green House Gases,Environmental Economics&Policies,Science of Climate Change,Climate Change Economics

    This report examines the adaptive capacity of the institutional framework of the Netherlands to cope with the impacts of climate change. Historically, institutions have evolved incrementally to deal with existing social problems. They provide norms and rules for collective action and create continuity rather than change. However, the nature of societal problems is changing as a result of the processes of globalization and development. With the progress made in the natural sciences, we are able to predict in advance, to a certain extent, the potential environmental impacts of various human actions on society, for example, climate change. This raises some key questions: Are our institutions capable of dealing with this new knowledge about future impacts and, more importantly, with the impacts themselves?     Interbasin Water Transfers and Water Scarcity in a Changing World: A Solution or a Pipedream?

    The world is increasingly forced to face the challenge of how to ensure access to adequate water resources for expanding populations and economies, whilst maintaining healthy freshwater ecosystems and the vital services they provide. Now the growing impacts of climate change are exacerbating the problem of water scarcity in key regions of the world. One popular way for governments to distribute water more evenly across the landscape is to transfer it from areas with perceived surpluses, to those with shortages.While there is a long history of water transfers from ancient times, as many societies reach the limits of locally renewable water supplies increasingly large quantities of water are being moved over long distances, from one river basin to another. Since the beginning of dam building that marked the last half of the 1900s more that 364 large-scale interbasin water transfer schemes (IBTs) have been established that transfer around 400 kmÂł of water per year (Shiklomanov 1999). IBTs are now widely touted as the quick fix solution to meeting escalating water demands. One estimate suggests that the total number of largescale water transfer schemes may rise to between 760 and 1 240 by 2020 to transfer up to 800 kmÂł of water per year (Shiklomanov 1999).The wide range of IBT projects in place, or proposed, has provoked the preparation of this review, including seven case studies from around the globe. It builds on previous assessments and examines the costs and benefits of large scale IBTs. This report assesses related, emerging issues in sustaining water resources and ecosystems, namely the virtual water trade, expanding use of desalination, and climate change adaptation. It is based on WWF's 2007 publication "Pipedreams? Interbasin water transfers and water shortages".The report concludes that while IBTs can potentially solve water supply issues in regions of water shortage - they come with significant costs. Large scale IBTs are typically very high cost, and thus economically risky, and they usually also come with significant social and environmental costs; usually for both the river basin providing and the river basin receiving the water

    This Special Report on Managing the Risks of Extreme Events and Disasters to Advance Climate Change Adaptation (SREX) has been jointly coordinated by Working Groups I (WGI) and II (WGII) of the Intergovernmental Panel on Climate Change (IPCC). The report focuses on the relationship between climate change and extreme weather and climate events, the impacts of such events, and the strategies to manage the associated risks. The IPCC was jointly established in 1988 by the World Meteorological Organization (WMO) and the United Nations Environment Programme (UNEP), in particular to assess in a comprehensive, objective, and transparent manner all the relevant scientific, technical, and socioeconomic information to contribute in understanding the scientific basis of risk of human-induced climate change, the potential impacts, and the adaptation and mitigation options. Beginning in 1990, the IPCC has produced a series of Assessment Reports, Special Reports, Technical Papers, methodologies, and other key documents which have since become the standard references for policymakers and scientists.This Special Report, in particular, contributes to frame the challenge of dealing with extreme weather and climate events as an issue in decisionmaking under uncertainty, analyzing response in the context of risk management. The report consists of nine chapters, covering risk management; observed and projected changes in extreme weather and climate events; exposure and vulnerability to as well as losses resulting from such events; adaptation options from the local to the international scale; the role of sustainable development in modulating risks; and insights from specific case studies
