Actualizing Organizational Core Values: Putting Theory into Practice
The literature on organizational culture and leading by shared values suggests a prescriptive model for use by leaders in actualizing stated organizational core values. Utilizing a qualitative case study approach, this study sought to examine the efficacy of this theoretical model in representing actual efforts by practitioners to embed diversity as a new organizational core value. Leadership actions to embed and actualize diversity as an institutional core value at two private universities were examined and compared. Findings suggest the theoretical model inadequately addresses the critical role of contextual assessment and under represents the dynamic cyclical nature of value embedding and actualization processes, particularly with respect organizations with high stakeholder turnover such as institutions of higher education
INSPIRAL: investigating portals for information resources and learning. Final project report
INSPIRAL's aims were to identify and analyse, from the perspective of the UK HE learner, the nontechnical, institutional and end-user issues with regard to linking VLEs and digital libraries, and to make recommendations for JISC strategic planning and investment. INSPIRAL's objectives -To identify key stakeholders with regard to the linkage of VLEs, MLEs and digital libraries -To identify key stakeholder forum points and dissemination routes -To identify the relevant issues, according to the stakeholders and to previous research, pertaining to the interaction (both possible and potential) between VLEs/MLEs and digital libraries -To critically analyse identified issues, based on stakeholder experience and practice; output of previous and current projects; and prior and current research -To report back to JISC and to the stakeholder communities, with results situated firmly within the context of JISC's strategic aims and objectives
Applying domain analysis to the investigation of web-enabled human resource projects
Designing a successful web project requires understanding not only of its owner\u27s business and technological needs, as well as having the substantial management and development experience, but it also depends on a thorough knowledge of the system\u27s application domain and of other existing systems in the domain. In order to gather such domain knowledge, it is necessary to identify the nature of the proposed web services venture with regards to other similar services offered in the domain, the business setting of enterprises that initiate such ventures, the various types of customers involved, and how these factors translate into requirements. In this paper, we present an approach to studying the domain of web-enabled Human Resource and payroll services with the aim of attaining design knowledge that would ensure customer satisfaction and could eventually pave the way to the successful implementation of web-enabled services.<br /
New Models of Technology Assessment for Development
This report explores the role that ânew modelsâ of
technology assessment can play in improving the lives of
poor and vulnerable populations in the developing world.
The ânew modelsâ addressed here combine citizen and
decision-maker participation with technical expertise. They
are virtual and networked rather than being based in a
single office of technology assessment (as was the case in
the United States in the 1970s-90s). They are flexible
enough to address issues across disciplines and are
increasingly transnational or global in their reach and
scope. The report argues that these new models of
technology assessment can make a vital contribution to
informing policies and strategies around innovation,
particularly in developing regions. They are most beneficial
if they enable the broadening out of inputs to technology
assessment, and the opening up of political debate around
possible directions of technological change and their
interactions with social and environmental systems.
Beyond the process of technology assessment itself, the
report argues that governance systems within which these
processes are embedded play an important role in
determining the impact and effectiveness of technology
assessment. Finally, the report argues for training and
capacity-building in technology assessment
methodologies in developing countries, and support for
internationally co-ordinated technology assessment
efforts to address global and regional development
challenges
Responding to Cross Border Child Trafficking in South Asia: An Analysis of the Feasibility of a Technologically Enabled Missing Child Alert System
This report examines the feasibility of a technologically enabled system to help respond to the phenomenon of cross-border child trafficking in South Asia, and makes recommendations on how to proceed with a pilot project in the selected areas of Bangladesh, Nepal and India. The study was commissioned by the Missing Child Alert (MCA) programme which is an initiative led by Plan. MCA is an initiative to address cross-border child trafficking in South Asia, led by Plan. The aim of the programme is to link existing institutions, mechanisms and resources in order to tackle the phenomenon from a regional perspective. To achieve this, Plan propose to implement a technologically equipped, institutionalised system of alert that can assist in the rescue, rehabilitation, repatriation and reintegration of children who are at risk of, or are victims of, cross-border trafficking
Review of the environmental and organisational implications of cloud computing: final report.
Cloud computing â where elastic computing resources are delivered over the Internet by external service providers â is generating significant interest within HE and FE. In the cloud computing business model, organisations or individuals contract with a cloud computing service provider on a pay-per-use basis to access data centres, application software or web services from any location. This provides an elasticity of provision which the customer can scale up or down to meet demand. This form of utility computing potentially opens up a new paradigm in the provision of IT to support administrative and educational functions within HE and FE. Further, the economies of scale and increasingly energy efficient data centre technologies which underpin cloud services means that cloud solutions may also have a positive impact on carbon footprints. In response to the growing interest in cloud computing within UK HE and FE, JISC commissioned the University of Strathclyde to undertake a Review of the Environmental and Organisational Implications of Cloud Computing in Higher and Further Education [19]
Multiple influences on corporate governance in sub-Saharan Africa : actors, strategies and implications
This paper examines the influences of three major actors â the international organisations, rating agencies, and indigenous African institutions - on the fledging
corporate governance and accountability practice in Nigeria. Findings from this study suggest that corporate governance in Nigeria seems to be in a flux resulting from a degree of âconfusionâ in the countryâs corporate governance system with regards to âwhich corporate governance modelâ to follow, due to the influential powers of these three actors, pulling the governance phenomenon in somewhat different directions. As
a result, this paper adds to the debate on the diffusion and translation of governance practices across different institutional contexts, particularly drawing out inferences
for the literature on the convergence of national systems of corporate governance
The National Dialogue on the Quadrennial Homeland Security Review
Six years after its creation, the Department of Homeland Security (DHS) undertook the first Quadrennial Homeland Security Review (QHSR) to inform the design and implementation of actions to ensure the safety of the United States and its citizens. This review, mandated by the Implementing the 9/11 Commission Recommendations Act of 2007, represents the first comprehensive examination of the homeland security strategy of the nation. The QHSR includes recommendations addressing the long-term strategy and priorities of the nation for homeland security and guidance on the programs, assets, capabilities, budget, policies, and authorities of the department.Rather than set policy internally and implement it in a top-down fashion, DHS undertook the QHSR in a new and innovative way by engaging tens of thousands of stakeholders and soliciting their ideas and comments at the outset of the process. Through a series of three-week-long, web-based discussions, stakeholders reviewed materials developed by DHS study groups, submitted and discussed their own ideas and priorities, and rated or "tagged" others' feedback to surface the most relevant ideas and important themes deserving further consideration.Key FindingsThe recommendations included: (1) DHS should enhance its capacity for coordinating stakeholder engagement and consultation efforts across its component agencies, (2) DHS and other agencies should create special procurement and contracting guidance for acquisitions that involve creating or hosting such web-based engagement platforms as the National Dialogue, and (3) DHS should begin future stakeholder engagements by crafting quantitative metrics or indicators to measure such outcomes as transparency, community-building, and capacity
Responsible Research and Innovation: Using the Requirements Tool for Stakeholder Engagement in Developing a Universal Design for Learning Guidelines for Practice
open access articleResponsible research and innovation (RRI) is growing in importance, and alongside this growth is an acknowledgement that for research and innovation projects to be successful, stakeholders must be involved from the outset. When developing guidelines for practice, stakeholders will often be presented with a document to ratify rather than one to develop or revise. This gap in stakeholder engagement has been recognised and addressed by the development of the requirements tool. This tool was originally created to provide a systematic approach to the development of guidelines for the governance of RRI, but it was quickly recognised that the tool can bridge the gap and involve stakeholders from the outset, thereby increasing the likelihood of buy-in. This paper presents the second validated use of the tool that was used to inform the revision of guidelines for the introduction of a universal design for learning (UDL) at a UK University. The resulting revised guidelines for practice and their adoption by those tasked with producing them provide further evidence of the value and flexibility of the tool and its potential for its continued use in the future development or revision of guidelines
