The effect of cross-border fibre-optic transitions on the information and communication connectivity of the Russian cities
The Russian cities are connected by many telecommunication lines. The information flow between any two cities can be sent via multiple routes, including those running through the networks of other countries. Cross-border transitions are created to connect the Russian lines with the international networks. The effect of these transitions on the connectivity of the cities has not been analysed earlier, either for Russia or for any other country. Using my own database on the Russian telecommunication lines, the Rosstat data on the cities’ population, and the results of the scanning of the Internet topology, I attempt to assess the effect of these transitions on the connectivity of the Russian cities. The assessment is carried out at the physical, economic, and digital levels of connectivity. For each level, I calculate the proportion of cities and their residents interacting directly with international telecommunication networks. Of the three categories of physical connectivity, the system of the Russian cities is associated with the worst option — the exogenous connectivity. This is explained by the impossibility of connecting the Kaliningrad region with mainland Russia without using international networks. An analysis of the traffic redistribution between the core cities of the autonomous systems shows that closed flows and internal economic connectivity are predominant in Russia. The calculation of information flow delays between all the Russian cities and the cores of the national and international digital agglomerations makes it possible to establish what cities are affected by the international cores. I conclude that the cross-border transitions have little effect on the information and communication connectivity of the Russian cities

“PLAY ME”
Created during the COVID-19 pandemic, “PLAY ME” is a video work that discusses the difference between physical-perceptual experience and our limited understanding of the outer world. The artwork uses a first-person walking practice in combination with narration and sound as a mapping tool, and public pianos as a guide for exploring our cities and the aesthetics of digital culture. The purpose of this short manuscript is to analyse the role of the narrator in the self-referential storytelling of my video work “PLAY ME.” I will discuss self-referentialism as a creative tool, and the role of the narrator as a portal for connecting materials with ideas. To do this, it will be helpful to divide and analyse the plot of this work into parts, so the following analysis in artist’s voice will be clearer

Towards evaluation design for smart city development
Smart city developments integrate digital, human, and physical systems in the built environment. With growing urbanization and widespread developments, identifying suitable evaluation methodologies is important. Case-study research across five UK cities - Birmingham, Bristol, Manchester, Milton Keynes and Peterborough - revealed that city evaluation approaches were principally project-focused with city-level evaluation plans at early stages. Key challenges centred on selecting suitable evaluation methodologies to evidence urban value and outcomes, addressing city authority requirements. Recommendations for evaluation design draw on urban studies and measurement frameworks, capitalizing on big data opportunities and developing appropriate, valid, credible integrative approaches across projects, programmes and city-level developments

Understanding digital eco-innovation in municipalities: An institutional perspective
Municipalities consume over 67% of global energy and are responsible for over 70% of greenhouse gas emissions (GHG). The Intergovernmental Panel on Climate Change warns that rapid adjustments need to happen at a global level, or the effects of climate change will be irreversible. The contribution of municipalities is therefore vital if GHG emissions are to be reduced. Our research is timely in its exploration of the ways in which municipalities institutionalise environmental sustainability practices in and through Green digital artefacts. Using mechanism-based institutional theory as a lens, the paper presents the findings of three contrasting case studies of large municipalities in the United Kingdom in their respective programmes to leverage the direct, enabling and systemic effects of Green ICT in order to reduce GHG emission and achieve their eco-sustainability goals. The case sites are also regarded as exemplars for further research and practice on digital eco-innovation. The mechanism-based explanations illustrate how a social web of conditions and factors influence eco-sustainability outcomes. We conclude that the digital technology-enabled grassroots-based initiatives offer the best hope to begin the transition to sustainable climate change within municipalities. Innovating the delivery of individual services within Flemish cities: inventory of ICT-driven heterogeneity
Flemish cities are setting up large scale reform trajectories to make their transactional service delivery more customer orientated, customer friendly and integrated. The implementation of new ICTs plays a key role in these innovation processes; there seems to be a great, technological deterministic, belief in the possibilities offered by for example mid office technologies. In this paper, we explore and compare such innovation trajectories within two Flemish cities. We describe the context, the object, the process and the evaluation of change. Based on this inductive analysis, we reflect upon the dependent and independent variables that structure the processes of change. We make use of a ‘neo-institutional theoretical lens’ to identify relevant internal and external institutional factors that shape the implementation context for the organizational changes. The analysis generates interesting findings. Whereas the external environment to a large degree functions as a stable variable, the heterogeneity between both cities is much more determined by the organizational ‘path’, i.e. the management model, capacities, subcultures, existing ICT-infrastructure, etc. Further research is needed as important questions remain unanswered. For example: does the mixed set of organizational, technological and cultural changes also actually produces the outcomes that were formulated in terms of both increased effectiveness and efficiency
Vulnerability assessment using remote sensing: The earthquake prone megacity Istanbul, Turkey
Hazards like earthquakes are natural, disasters are not. Disasters result from the impact of a hazard on a vulnerable system or society at a specific location. The framework of vulnerability aims at a holistic concept taking physical, environmental, socio-economic and political components into account. This paper focuses on the capabilities of remote sensing to contribute up-to-date spatial information to the physical dimension of vulnerability for the complex urban system of the megacity Istanbul, Turkey. An urban land cover classification based on high resolution satellite data establishes the basis to analyse the spatial distribution of different types of buildings, the carrying capacity of the street network or the identification of open spaces. In addition, a DEM (Digital Elevation Model) enables a localization of potential landslide areas. A methodology to combine these attributes related to the physical dimension of vulnerability is presented. In this process an n-dimensional coordinate system plots the variables describing vulnerability against each other. This enables identification of the degree of vulnerability and the vulnerability-determining factors for a specific location. This assessment of vulnerability provides a broad spatial information basis for decision-makers to develop mitigation strategies
