    ‘Engage the World’: examining conflicts of engagement in public museums

    Public engagement has become a central theme in the mission statements of many cultural institutions, and in scholarly research into museums and heritage. Engagement has emerged as the go-to-it-word for generating, improving or repairing relations between museums and society at large. But engagement is frequently an unexamined term that might embed assumptions and ignore power relationships. This article describes and examines the implications of conflicting and misleading uses of ‘engagement’ in relation to institutional dealings with contested questions about culture and heritage. It considers the development of an exhibition on the Dead Sea Scrolls by the Royal Ontario Museum, Toronto in 2009 within the new institutional goal to ‘Engage the World’. The chapter analyses the motivations, processes and decisions deployed by management and staff to ‘Engage the World’, and the degree to which the museum was able to re-think its strategies of public engagement, especially in relation to subjects,issues and publics that were more controversial in nature

    Data collection framework for understanding UFT within city logistics solutions

    Urban Freight Transport (UFT) is a fundamental component of city life. It involves a vast range of activities resulting from relationships among different actors with conflicting needs and goals. Manufacturers are interested in fast and on-time deliveries, retailers require complete assortment and frequent deliveries, citizens wish to have easy access to goods while not losing their quality of life and City Authorities have to face negative externalities related to UFT (i.e. congestion, air and noise pollution, and safety). Concretely, few cities have a well-developed and comprehensive city logistics strategy because authorities generally focus their attention on passenger transport. When city logistics measures have been conceived and implemented, frequently private requirements have not been considered sufficiently. The European Commission includes the lack of data and understanding of freight flows among the main obstacles to the improvement of operational efficiency and planning process for a sustainable UFT in economic, social and environmental terms. Also, the research community raises the issue of the unavailability or the low quality of data on urban freight and the need to identify effective data collection methods in order to understand processes and actors' behavior and then define appropriate city logistics solutions. The NOVELOG EU project is providing city authorities and practitioners with a new framework aimed at systematizing all data to be collected, directly or indirectly, and to be elaborated in order to understand and represent the different aspects of the UFT sector. In order to achieve a complete knowledge, the framework approaches this sector according to four main thematic pillars: 1) profile of major supply chains served in the urban area under study; 2) mapping of urban freight and service trips activity; 3) organizational and legal framework; 4) procedural and technological methods and innovations.     Participatory Modelling and Decision Support for Natural Resources Management in Climate Change Research

    The ever greater role given to public participation by laws and regulations, in particular in the field of environmental management calls for new operational methods and tools for managers and practitioners. This paper analyses the potentials and the critical limitations of current approaches in the fields of simulation modelling (SM), public participation (PP) and decision analysis (DA), for natural resources management within the context of climate change research. The potential synergies of combining SM, PP and DA into an integrated methodological framework are identified and a methodological proposal is presented, called NetSyMoD (Network Analysis – Creative System Modelling – Decision Support), which aims at facilitating the involvement of stakeholders or experts in policy - or decision-making processes (P/DMP). A generic P/DMP is formalised in NetSyMoD as a sequence of six main phases: (i) Actors analysis; (ii) Problem analysis; (iii) Creative System Modelling; (iv) DSS design; (v) Analysis of Options; and (vi) Action taking and monitoring. Several variants of the NetSyMoD approach have been adapted to different contexts such as integrated water resources management and coastal management, and, recently it has been applied in climate change research projects. Experience has shown that NetSyMoD may be a useful framework for skilled professionals, for guiding the P/DMP, and providing practical solutions to problems encountered in the different phases of the decision/policy making process, in particular when future scenarios or projections have to be considered, such as in the case of developing and selecting adaptation policies. The various applications of NetSyMoD share the same approach for problem analysis and communication within the group of selected actors, based upon the use of creative thinking techniques, the formalisation of human-environment relationships through the DPSIR framework, and the use of multi-criteria analysis through a Decision Support System (DSS) software.Modelling, Public Participation, Natural Resource Management, Policy, Decision-Making, Governance, DSS

    Governance and Water Management: Progress and Tools in Mediterranean Countries

    This paper reviews the progress with respect to Integrated Water Resource Management (IWRM) in Mediterranean countries, as addressed within the activities of the Nostrum-Dss project, a Coordination Action funded by the 6th Framework Programme of the EC, with a particular emphasis on the current use of decision support tools (DSS). The IWRM paradigm is a comprehensive management framework, which integrates the different aspects of water resources – from the underlying ecological and physical aspects, to the socio-economic values and needs (horizontal integration); and calls for increasing decentralisation and privatisation of water services (vertical integration), and the devolution of planning authority, without however forgetting the need to ensure equitable access to water resources. Substantial progress has been made in the last decades in Nostrum-Dss Partner countries, although a disparity can still be seen between the Northern and Southern banks. New institutions have been established for implementing IWRM, existing institutions have been reformed, and decision making processes increasingly require public participation. Decentralisation of decision making, implementation and monitoring are also well underway, although improvements are still needed to ensure that the traditional power structures do not prevail. More efficient technologies and infrastructures are in place, especially for the production of high value goods or in agriculture. Finally, several DSS have been developed: yet, while operational/technical DSS instruments have been successfully employed, DSSs tools developed in a participatory way, or tackling more complex, political as well as environmental and economic problems are still de-linked from actual decision making processes. Laws and regulations for water management in most Mediterranean countries embrace and support the paradigms of IWRM – and EU framework directives have played an important role in fostering this shift from more traditional, vertical governance to new, horizontal governance based on soft laws. Yet, the implementation of such laws and regulations is often only partial – often because of the lack of a clear monitoring and enforcement strategy, but also because of governments’ financial and human resources constraints. Strong overlaps of roles and competences among different government institutions remain, hampering effective implementation of water management. The tendency to centralisation of decision making persists, and actors’ involvement is scanty. The shift towards the use of demand side policies as opposed to supply side policies is not yet completed: yet, supply side policies are very costly, as they are based on greater mobilisation of financial resources. Full cost recovery pricing is not practiced widely. This reluctance to introduce full cost recovery pricing in developing countries may be due to ethical and moral considerations, but in developed countries it is often associated with strong lobbying power of interest groups.     A holistic multi-methodology for sustainable renovation

    A review of the barriers for building renovation has revealed a lack of methodologies, which can promote sustainability objectives and assist various stakeholders during the design stage of building renovation/retrofitting projects. The purpose of this paper is to develop a Holistic Multi-methodology for Sustainable Renovation, which aims to deal with complexity of renovation projects. It provides a framework through which to involve the different stakeholders in the design process to improve group learning and group decision-making, and hence make the building renovation design process more robust and efficient. Therefore, the paper discusses the essence of multifaceted barriers in building renovation regarding cultural changes and technological/physical changes. The outcome is a proposal for a multi-methodology framework, which is developed by introducing, evaluating and mixing methods from Soft Systems Methodologies (SSM) with Multiple Criteria Decision Making (MCDM). The potential of applying the proposed methodology in renovation projects is demonstrated through a case study

    The Influence of Weather on Mortality in Rural Tanzania: A Time-Series Analysis 1999�-2010

    Weather and climate changes are associated with a number of immediate and long-term impacts on human health that occur directly or indirectly, through mediating variables. Few studies to date have established the empirical relationship between monthly weather and mortality in sub-Saharan Africa. The objectives of this study were to assess the association between monthly weather (temperature and rainfall) on all-cause mortality by age in Rufiji, Tanzania, and to determine the differential susceptibility by age groups. We used mortality data from Rufiji Health and Demographic Surveillance System (RHDSS) for\ud the period 1999 to 2010. Time-series Poisson regression models were used to estimate the association between monthly weather and mortality adjusted for long-term trends. We used a distributed lag model to estimate the delayed association of monthly weather on mortality. We stratified the analyses per age group to assess susceptibility. In general, rainfall was found to have a stronger association in the age group 0_4 years (RR_1.001, 95% CI_0.961_1.041) in both short and long lag times, with an overall increase of 1.4% in mortality risk for a 10 mm rise in rainfall. On the other hand, monthly average temperature had a stronger association with death in all ages while mortality increased with falling monthly temperature. The association per age group was estimated as: age group 0_4 (RR_0.934, 95% CI_0.894_0.974), age group 5_59 (RR_0.956, 95% CI_ 0.928_0.985) and age group over 60 (RR_0.946, 95% CI_0.912_0.979). The age group 5_59 experienced more delayed lag associations. This suggests that children and older adults are most sensitive to weather related mortality. These results suggest that an early alert system based on monthly weather information may be useful for disease control management, to reduce and prevent fatal effects related to weather and monthly weather.\u

    An environment for studying the impact of spatialising sonified graphs on data comprehension

    We describe AudioCave, an environment for exploring the impact of spatialising sonified graphs on a set of numerical data comprehension tasks. Its design builds on findings regarding the effectiveness of sonified graphs for numerical data overview and discovery by visually impaired and blind students. We demonstrate its use as a test bed for comparing the approach of accessing a single sonified numerical datum at a time to one where multiple sonified numerical data can be accessed concurrently. Results from this experiment show that concurrent access facilitates the tackling of our set multivariate data comprehension tasks. AudioCave also demonstrates how the spatialisation of the sonified graphs provides opportunities for sharing the representation.
